PERFORMANCE-BASED WORK STATEMENT

(PWS)

AIRCRAFT GROUNDS HANDLING

AIR MAIL TERMINAL SPACE

AT

ATATURK AIRPORT, ISTANBUL

ESENBOGA AIRPORT, ANKARA, TURKEY

20 February 2008

1.

DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform aircraft grounds handling services at Ataturk Airport in Istanbul and Esenboga Airport in Ankara, Turkey. (The 10K forklift/25K loader are provided by Air Force.) The contractor shall also provide space for an airmail terminal at Ataturk Airport.

1.1.

Aircraft Traffic Services:

1.1.1.

Contractor shall maintain a Passenger/Baggage check–in counter to process passengers. All passenger processing shall be completed 45 minutes prior to scheduled aircraft departure.

1.1.2.

Contractor will expedite the processing of distinguished visitors and aircrew after their arrival and/or departure through the DV/VIP lounge.

1.1.3.

Contractor will ensure passengers are aware of all travel rules and procedures. Contractor shall ensure a representative is available to process passengers and baggage 2 hour(s) prior to aircraft scheduled departure time.

1.1.4.

Contractor shall ensure all appropriate manifests for outbound passengers are completed in accordance with regulations. Passengers will be loaded No Later Than (NLT) 15 minutes prior to scheduled aircraft departure time.

1.1.5.

The contractor is responsible for any and all unscheduled aircraft that may arrive at the airport and required traffic service.

1.2.

Aircraft Ramp Services:

1.2.1.

The contractor shall provide services to all aircraft within 5 minutes of agreed upon time with Quality Assurance Personnel (QAP) or aircraft commander. The contractor shall complete all required servicing 20 minutes prior to aircraft scheduled departure time.

1.2.2.

Services that are required but not limited to include: servicing of aircraft latrines, cargo compartments and galley, empty all waste containers, restock necessary supplies. Provide, operate and maintain all required servicing equipment, i.e., ground power units (GPU) and aircrew transportation on the apron side.

1.2.3.

Upon request or if deemed necessary by the contractor, provide emergency services, i.e., fuel spills, ambulance/fire equipment.

1.2.4.

Contractor will upon request provide a roped barrier to encircle aircraft and 6 warning signs in Turkish and English language. The signs shall read “Warning Forbidden Area – Do Not Enter”.

1.2.5.

The contractor is responsible for any and all unscheduled aircraft that may arrive at the airport and need ramp service.

1.3.

Pushback and Towing Services:

1.3.1.

The contractor will provide, maintain and operate appropriate aircraft tow vehicles and services needed for transiting/arriving aircraft.

1.4.

Cargo and Mail Handling Service:

1.4.1.

Upon notification the contractor will have a 2 hour processing time for all cargo and mail. The contractor shall receive, check and palletize cargo and mail for any aircraft requiring service. Pallets shall be ready 1 hour prior to aircraft block in. Government provided Materiel Handling Equipment (MHE) and vehicles will be maintained by the contractor.

1.4.2.

Contractor will start on/off loading of all cargo and mail 15 minutes after block in of aircraft. On/off loading of cargo and mail will be completed 20 minutes prior to block out of aircraft.

1.5.

Crew Transportation at Ataturk Airport and Esenboga Airport:

1.5.1.

Contractor will provide crew transportation within 10 minutes of agreed upon time. Transportation will be provided within a 25–mile radius. To provide this service, the contractor shall use its own vehicles.

1.6.

Reimbursable Supplies:

1.6.1.

The Government will reimburse the contractor for the cost of the deicing fluid, bottled water, dry ice, wet ice, telephone service and motor gas for both government equipment and military personnel vehicles when the contractor presents a valid receipt for those items to the QAP.

1.7.

De–Icing Services:

1.7.1.

The contractor will provide aircraft deicing services upon request from the QAP or the aircraft commander.

1.8.

Quality Assurance Personnel (QAP) Offices and Storage Space:

1.8.1.

Contractor will provide a 300 square feet office for Air Force QAP who provide surveillance for subject contract at Ataturk Airport, Istanbul, Turkey. This office shall be furnished with the following and must be in good condition:

a. 1 executive desk with drawers for computer and accessories,

b. 1 executive chair

c. 2 side chairs

d. sofa

e. printer table

f. cabinet’s for files and storage of office supplies

g. 3 phone lines; 1 for a fax, 1 for a phone and 1 for internet service.

h. Lockable door, proper heating/cooling and lighting.

1.8.2.

Contractor will provide cleaning service to the QAP office, and use of latrine services.

1.8.3.

Contractor will provide adequate environmentally safe space for the necessary storage and protection from inclement weather for cargo nets, straps and plastic pallet covers utilized to build 463L pallets for cargo and mail at Ataturk Airport. This Facility should have capabilities for securing all assets. The QAP will maintain keys for entry.

1.9.

AIR MAIL TERMINAL (AMT) – Provide warehouse space on Ataturk Airport grounds.

1.9.1.

Square Footage: Minimum of 5,510 SF

a. Postal Warehouse:

4,000 SF

b. Latrine:

180 SF

c. Office Spaces:

660 SF

d. Break Area & Kitchenette:

300 SF

e. Registry Cage:

220 SF

f. Storage Area:

150 SF

1.9.2.

Walls: The exterior walls shall be concrete or masonry-type material to prevent penetration. Coordination shall be made with local facility engineers to determine thickness, based on construction materials and the availability of intrusion alarm devices.

1.9.3.

Ceiling and Floors: The ceilings and floors shall be designed to equal or exceed the resistance to penetration prescribed for the walls.

1.9.4.

Location: The postal facility should be located on the ground floor.

1.9.5.

Doors: The number of doors giving access to the postal facility shall be kept to an absolute minimum. The access doors to the postal facility shall be of sheet metal material not less than 16 gauge in thickness, or a solid wooden door covered on the outside with a steel plate not less than 12-gauge in thickness. The hinges shall be installed so that it will be impossible to remove the closed door without seriously damaging the door or jam. The door shall be locked with high security padlocks and hasps, when possible. The locking bars and hasps shall be installed in a manner to prevent unauthorized access to the room. The heads of the bolts and screws shall be arranged so that they cannot be removed from the exterior side. Glass doors used for post office lobby entrances shall also have steel bar doors or gates for added security. If design of door prevents use of high security locks and hasps, a mortise lock or a rim deadlock shall be used and shall meet the following requirements:

a. Be key–operated, mortised, or rim mounted lock.

b. Have a dead bolt throw of 1 inch.

c. Be of double cylinder design.

d. Have cylinders with 5 pin tumblers, 2 of which are to be of mushroom or spool type.

e. Have 10,000 key changes.

f. Have no master key.

g. Contain hardened saw resistant inserts to be made of steel if bolt is visible when locked. The strike shall also be made of steel.

h. Contain an additional cipher lock for keyless entry during duty hours.

Cargo entry shall be large enough for airline cargo carriers and tug equipment to pass through easily.

1.9.6.

Windows: Windows shall be of security or detention type: that is windows with a heavy metal frame with vertical dividing bars spaced to prevent the passage of a person’s body.

1.9.7.

Structural Support: Shall be of fire resistance equal to that of the outer walls.

1.9.8.

Acoustic Material: Acoustic material shall be noncombustible when used for soundproofing.

1.9.9.

Interior Lighting: The interior lighting shall be adequate to accomplish necessary operations. The contractor shall furnish the AMT with the appropriate replacement bulbs for the interior lights. Fluorescent lighting shall be used because of the high lumen per watt output, length, and relative functional areas within a postal facility are as follows:

a. Postal Finance, COPE 30 – 40 foot-candles

b. Administration, Registry, Directory 25 – 35 foot-candles

c. Mail processing 20 – 30 foot-candles

d. Lobby, Postal Supply 15 – 20 foot-candles

1.9.10.

Exterior Lighting: Entrances of facilities shall be illuminated to an intensity of not less than 2 foot-candles at any point to a height of 8 feet on their vertical surfaces and to a horizontal distance or that they are not accessible to unauthorized individuals. Exterior lights shall be covered with wire screen or other material that will prevent their being broken by thrown objects.

1.9.11.

Heating/Cooling: Facilities shall be heated with a permanent type system with sufficient heat to maintain a minimum temperature of 19 degrees centigrade, 68 degrees Fahrenheit. Where air-conditioning is used, the interior design temperature shall not exceed 25 degrees centigrade, 78 degrees Fahrenheit. When cooling by mechanical ventilation, the ventilation rate shall be based on an inside temperature not to exceed 28 degrees centigrade, 83 degrees Fahrenheit. Individual controls for regulating heating and cooling will be located within AMT space.

1.9.12.

Registry: Registry sections shall be enclosed in a separate room or wire mesh cage in a manner to provide security against unauthorized entry. The access door to this area shall be installed in the same manner as exterior doors described for the facility doors. The wire mesh shall be a minimum of 10–gauge with a maximum 1½ inch size mesh. When ceiling is excessively high, a wire meshes cover for the enclosure shall be provided.

1.9.13.

Lobbies: Lobby walls shall be paneled or painted with a light pastel color and floors covered with tile or non–skid surface.

1.9.14.

Docking Space: Each postal facility shall have sufficient docking space defined as a docking platform or ramp proving adequate area for the maneuvering of two trucks at one time for postal facilities with a postal general support mission. Loading docks shall have sufficient overhang or roof to permit loading and offloading of mail without it being exposed to inclement weather.

1.9.15.

Parking Space: Contractor shall provide sufficient parking spacing allotted for mail clerks’ vehicles.

1.9.16.

Toilet Facilities: Each facility shall have toilet facilities or access to toilet facilities in the same building for both sexes. Both hot and cold water shall be provided.

1.9.17.

Kitchen Facilities: Facility shall have a kitchen facility. Both hot and cold water shall be provided. Provide adequate counter space, floor space and electrical power to support a refrigerator, microwave, washer, and dryer.

1.9.18.

Electrical and telecommunications wiring: Facility shall have sufficient electrical power to support office equipment and kitchenette equipment. Facility shall be pre–wired to allow for a minimum of 10 telephones and network drops within office area and 1 telephone and network drop in warehouse area. The electrical load for the 5,510 SF AMT is 28KW. All electrical cables, panels, etc. must be sized accordingly. If a generator is to be used, the design load will be something less than 28KW.

1.9.19.

Telephone Service: Contractor shall provide a minimum of 10 phone lines.

1.9.20.

Intrusion Alarm Devices:

a. Lobby : Magnetic Switch

b. Postal Finance: Capacitance Proximity/Duress Alarm

c. Mail Processing: Magnetic Switch

d. Registry: Motion Detection Sensor/Capacitance Proximity/Duress Alarm

e. COPE: Motion Detection Sensor/Capacitance Proximity/Duress Alarm

SERVICE SUMMARY: The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

3.

GOVERNMENT PROPERTY AND SERVICES:

3.1.

Government Equipment: The Government will provide the specified equipment to accomplish this requirement as specified in this PWS. The contractor will inventory and sign for all government furnished equipment. The contractor will return all government furnished equipment to the government representative in the same condition as received minus normal wear and tear. The Contractor shall use due diligence and approved inventory control measures to maintain and replace government equipment as required through approved processes. If contract personnel are removed from the contract, equipment associated with that position will be inventoried and passed on to replacement personnel.

3.1.1.

Equipment Inventory: An inventory of government equipment must be accomplished within thirty (30) days of the contractor’s personnel arrival at their final destination, and again not later than thirty (30) calendar days before completion of the contract period. The contractor will sign for all government furnished equipment. If at any time contracted contractor personnel signing for inventory are replaced by other approved contracted personnel, a turnover inventory must be completed. The Contractor and QAP shall conduct a joint inventory of all government equipment and the Contractor shall sign a receipt for all equipment provided by the government. Items of equipment missing or not in working order shall be recorded and the contracting officer notified in writing. The Contractor and the government representative shall jointly determine the working order and condition of all equipment and document their findings on the inventory. Normal wear and tear usage must be taken into consideration. In the event of disagreement between the Contractor and the QAP on the working order and condition of equipment, the disagreement shall be treated as a dispute under the contract clause entitled "Disputes."

3.1.2.

Replacement of GE: The Contractor shall submit requests for replacement of government equipment to the QAP for processing. Such requests shall specify the reason for the replacement request.

4.

GENERAL INFORMATION:

4.1.

Quality Control. The contractor shall develop and maintain a quality program to ensure Aircraft Traffic services are performed in accordance with commonly accepted commercial practices, manufacturer's recommendations, and all local Government of Turkey rules and procedures. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Service Summary.

4.2.

Quality Assurance. The government will periodically evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's quality control program and receipt of complaints from customers. The contractor shall be responsible for initially validating customer complaints. However, the government representative shall make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s).

GENERAL INFORMATION – FACILITY

TERMS AND CONDITIONS

1.

Condition Report: As of the commencement of this contract, or within thirty (30) days thereafter, a Joint Inventory and Condition Report of all personal property and premises of the OFFEROR shall be made. These reports shall reflect the present condition of the property and shall be signed by the OFFEROR or his/her representative, and the representative of the DET 4, AMT and 39th Contracting Squadron representative. These reports shall remain effective throughout the term of this contract. It is further covenanted and agreed between the parties that similar surveys shall be made upon expiration or termination of the contract to determine the condition existing upon evacuation of the premises. If the OFFEROR fails to participate in any condition reports made by the DET 4, AMT and the 39th Contracting Squadron representative shall be as valid as if made jointly.

2.

Maintenance and Repairs: The DET 4 AMT assumes responsibility for maintaining rented premises and property in good repair and tenantable condition during the contract and any renewal thereof provided, however, that the structural maintenance and repairs involving the structure of the building, including but not limited to electrical, heating, mechanical and plumbing systems, walls, roofs, floors and conduits, shall be the responsibility and at the expense of the OFFEROR. The OFFEROR covenants and agrees to begin any necessary structural maintenance and repairs involving the structure of the building within five (5) days after notification of any defect by the DET 4 AMT. The DET 4 AMT may elect to perform necessary structural maintenance and repairs involving the structure of the building upon the failure of the OFFEROR to perform within a period determined reasonable by the DET 4 AMT, in which event the completion of the maintenance or repair, or the DET 4 AMT shall be entitled to withhold the said sums from rent due to the OFFEROR. For the purpose of so maintaining the premises and property, the OFFEROR may, at reasonable times approved by the DET 4 AMT, enter and inspect the premises and property and make necessary repairs thereto.

3.

Alterations: The DET 4 AMT must have the written consent of the OFFEROR, during the existence of this contract agreement, to make alterations, attach fixtures and erect removable additions in or upon the premises hereby occupied. Fixtures, additions or alterations so placed in or upon or attached to said premises shall be and remain property of the DET 4 AMT and may be removed or otherwise disposed of by the DET 4 AMT unless removal or disposal will substantially damage the premises.

4.

Damage to premises: The DET 4 AMT will not be responsible for ordinary wear and tear or for destruction or damage of the premises caused by fire or other casualty over which the DET 4 AMT has no control. The DET 4 AMT shall be liable for damage to the occupied premises that are caused by any attributable failure on his part to fulfill his obligations pursuant to this agreement.

5.

The OFFEROR shall not be liable for the consequences of damage to DET 4 AMT’s personnel or stored equipment due to structural damage caused by conditions beyond the OFFERORS control or knowledge. The OFFEROR shall be liable for damages caused by the OFFEROR’s lack of adequate remedial action, upon notification by the DET 4 AMT of structural damage caused by either visible or invisible defects to the premises. The OFFEROR shall not be liable for damage suffered by the DET 4 AMT as a result of any shortcomings of the contracted premises that he is not aware of.

6.

The DET 4 AMT will notify the OFFEROR of any structural damages or defects actually known to the DET 4 AMT, which would make the rented premises un-tenantable, unsafe, or cause damages to stored material. Failure to so notify within a reasonable time will result in invalidation of any claims arising from or relating to such damage by the DET 4 AMT against the OFFEROR.

7.

The removal of waste from the occupied premises must take place in such a way that the appearance of the vicinity is harmed as little as possible and damage and nuisance to third parties is avoided to the maximum extent practicable.
