FA568219QA003 – ATHLETIC TRAINER FOR 56TH RQS – QUESTIONS – 20 May 2019
1. Is this a new requirement or there is a current or previous contract for similar services? If available provide incumbent contract.
REPLY: Yes, this is a new requirement and with no incumbent contractor.
2. Is this a personal services contract?
No, this is a non- personal services contract.
3. According to Solicitation FA568219QA003/Athletic Trainer, on the combined solicitation page 6 of 57, 4.3.1, Education, it states that the minimum education is that of a Master’s degree. We would like to clarify if this is the actual requirement. The reason being is that most Athletic Trainers are Bachelor degree holders, where Physical Therapist are generally Masters. In addition, to this requirement narrowing the field of potential candidates, it will also increase the cost to the government.
A Bachelor degree is sufficient.
4. The solicitation indicates a start date of 15 July, however we are aware that DOCPERS is a limitation against that start date. Is another start date going to be indicated in the solicitation?
The award date is projected for 15 July but we have calculated the DOCPERS process to the actual arrival date of inbound personnel.
5. According to the PWS the AT will develop Strength and Conditioning programs. This is not traditional for that Job accreditation.
This specification is a task for this requirement.
6. The PWS does not address facilities, and this is a factor we will take into consideration. What are the facilities available for the AT to perform work?
Facilities and equipment will be made available for the AT to perform required services.
7. Please describe the facility (e.g. equipment, space etc.) where the work will be performed.
The facility were services will be performed is adequate with the appropriate equipment necessary to perform required services.
8. The overall purpose is to provide injury/illness prevention and rehabilitation. Will the athletic trainer be assigned to medical treatment facilities in addition to facilities that improve physical fitness and performance?
The AT will primarily perform services in the facility of the 56th RQS. If additional medical facilities or treatment is required for a member, the member will be accommodated.
9. Will the housing be on or off base?

10. 7.1.1 states, “When required, to ensure completion of services that extend beyond the normal close of business, the Athletic Trainer has to remain on duty in excess of the scheduled shift. The Athletic Trainer receives an equal amount of compensatory time to be scheduled upon mutual agreement of the Athletic Trainer and the Commanding Officer.”
As you are aware, deployments do not follow a set schedule and the athletic trainer may work in excess of a 40 hour week. Will the athletic trainer be compensated (with compensatory time or pay) for excess time when she/he returns from deployment?
Any time worked due to mission needs outside of normal duty hour will be compensated with time off coordinated with the 56RQS.
