SOLICITATION FA5682-19-Q-A003

ROUND 2 QUESTIONS

23 May 2019

Question 1

4.3.2 Experience. The contractor has experience working with elite athletes within the military forces, National Collegiate Athletic Association (optional), or professional sports (optional). Additionally, the contractor must have a demonstrated history of performing manual therapy and Graston technique soft tissue mobilization. The minimum experience requested is 4 years in athletic training.

Is there any flexibility with these requirements in terms of prior experience working with elite athletes?

Also, can the years of experience include their training while obtaining their degree?

Reply: Experience is not a substitute for education. Experience information shall be complete, accurate and sufficiently detailed to demonstrate the contractor compliance with the requirement and will be evaluated in accordance with what is indicated in the RFQ.

Question 2

4.3.3 Certification. Master's Degree in athletic training or equivalent obtained in the past ten years from solicitation closing date, completing a program accredited by the Commission on Accreditation of Athletic Training Education (CAATE), and certified by the Board of Certification (BOC).

Will candidates with several years of experience but no Master’s Degree be acceptable for consideration?

Reply: Certification requirement has been corrected to Bachelor’s degree as per Amendment 0001.

Question 3

6.0. Regarding Travel, 6.1.3. indicates a maximum of 30 days/year of deployment?

Is that travel “local” (within driving distance)? How do we budget for this CLIN?

Reply: Consideration for travel as indicated in the PWS shall be included in the quotation as a pre-priced CLIN, in accordance with instructions of provision Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items, Part 5. Volume II – Price Offer. If travel is required for personnel during per the mission, accommodations will be coordinated appropriately.

Question 4

7.1. Athletic Trainer may be required to work evenings, weekends and/or holidays.

Can you give us an estimate as to how many nights, weekends, holidays the FTE can expect to work over the course of a year?

Reply: Information on work hours is indicated in Part 7.0 General Information and Part 8.0 Work schedule and Leave of the PWS incorporated in the solicitation.

Question 5

8.7. Stipulates a 30-day backfill requirement for an injured or pregnant Athletic Trainer.

How does this factor into the time it takes to apply for/obtain a VISA?

Reply: The replacement must be projected and provided to the government within this time line as a responsibility of the contractor, the DOCPERS process will be taken into account for determining compliance with the requirement.

Question 6

9.5. 9.5 Inherently Governmental Functions/Personal Services None of the functions to be performed under this requirement are inherently governmental. Additionally, no Personal Services will be required by the Government nor provided by the Contractor.

We are understanding this to mean this is a “non-personal services contract”. Please confirm.

If so, what type of professional liability insurance has to be provided or submitted with the bid, if any?

Is there a current vendor/contractor providing these services? If so, who is the Contractor?

Reply: Please refer to Q&A posted 20 May 2019. Professional liability insurance clause will be incorporated in the award.

Question 7

Does this Visa allow for a spouse or significant other (girlfriend, boyfriend, common law, partner, etc....) to work in Italy? Also if someone is not married can their partner arrive and live in Italy under this Visa process? What does "For Family reasons Mean" and is there a clear definition of family in the eyes of the Government issuing Visa?

Reply: Family constitutes spouse and children. Spouses cannot work on the Italian economy.

How many members are in the 56th?

Reply: This is sensitive information and will not be released.
