ADDENDUM TO 52.212-2
ADDENDUM TO FAR 52.212-2 EVALUATION- COMMERCIAL ITEMS
SOURCE SELECTION
A. This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix C, 31 March 2016 and Air Force Mandatory Procedures 5315.3 27 January 2017. These regulations are available electronically at the Air Force (AF) FARSite, http://farsite.hill.af.mil. The Government will select the proposal with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. Contract(s) may be awarded to the offeror who is deemed responsible in accordance with the FAR Part 9.1, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Addendum to FAR 52.212-1 of this solicitation) and is judged, based on the evaluation factors and sub-factors, to represent the lowest price technically acceptable proposal. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
B. The Government intends to award one (1) contract for the performance of this requirement.
C. The Government reserves the right to award without discussions. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, the procedures outlined in FAR 15.306 will be used.
D. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or sub-factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable. In order to be determined responsive an offeror must submit all documentation to demonstrate the following:
1. Acknowledgement of compliance with all solicitation terms and conditions.
2. Acknowledgement of all solicitation amendments
3. Documentation proving good standing and license to operate in the same business sector of this project work scope .
4. Current Documento Unico di Regolarita’ Contributiva (DURC) certifying the payment of host social security benefits. This document must not be older than 120 days from date of proposal.
5.Temporary Office Facility Product Data, Layout, Location Map
6. Quality Control Plan (QCP)
EVALUATION FACTORS
A. The following evaluation factors and sub-factors will be used to evaluate each proposal: Award will be made to the offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below.
Factor 1: Price Factor 2: Technical
B. Specific Evaluation Criteria:
FACTOR 1 – PRICE
For the purpose of conducting evaluations, the Government will first evaluate all proposals by Total Evaluated Price (TEP). TEP is the sum total of all FFP Contract Line Item Numbers (CLINs) CLIN 0001 plus CLIN 0002, as well as the 6 month option to extend services which will be calculated at the same monthly contract price of CLIN 0002.
Price evaluation IAW FAR 15.404-1(a) and Technical evaluation will then be conducted on the two lowest priced responsible proposals. If the lower priced responsible proposal of the two is evaluated as technically acceptable, that proposal represents the best value for the government and the evaluation process stops at this point.
If the lowest priced offer is rated unacceptable, unreasonable or unbalanced the Government will then evaluate the proposals of the next two lower responsible proposals using the same process as outlined in the paragraph. This process will repeat until a proposal is evaluated as technically acceptable and has both reasonable and balanced pricing and then proceed with the evaluation the Technical Proposal. The two lowest priced proposals will be technically evaluated. In the case of technical acceptability the evaluation process will stop and selection for award will be made to the lowest priced of the two acceptable proposals.
FACTOR 2 - TECHNICAL
The Government’s technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each sub-factor. Any sub-factor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, ineligible for award. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
TABLE 2 – TECHNICAL RATINGS
Rating Description Acceptable Proposal meets the requirements of the solicitation
Unacceptable Proposal does not meet the requirements of the solicitation
The proposals shall be evaluated against the following criteria:
1. Initial Installation Proposed Duration and Summary Schedule. The Government will evaluate the proposed installation schedule to meet the completion date of 01 February 2018.
Measure of Merit: This requirement is met when:
a. The proposed installation schedule and installation crew assembly adequately justifies the capability to complete installation no later than 01 February 2018 and logically addresses an understanding of the project scope, including restrictions which must be considered in the schedule (e.g. permitting, long lead times, phasing, etc.) and an understanding of events associated with coordinating submittals.
2. Initial Installation Management Approach. Proposals will be evaluated for logical flow and the extent to which the proposal illustrates a clear understanding of managing the contract and accomplishing all work elements of the project in accordance with the Performance Work Statement. To facilitate evaluation, the information provided should be specific, detailed, and clearly demonstrate that the offeror has a thorough understanding of the requirement for the accomplishment of this effort.
Measure of Merit: This requirement is met when:
a. The proposal contains an organizational chart that clearly delineates lines of authority and communication with the Government, is organized in a precise and logical manner, and includes all offices involved with the management of the contract to include a comprehensive description of duties, roles, major responsibilities, and authorities for all key personnel.
3. Experience. The Offeror will be evaluated on experience with similar work and complexity of this requirement as submitted in the proposal.
Measure of Merit: This requirement is met when:
a. The contractor submits at least two (2), but not-to-exceed three (3) projects performed within the last five (5) years or currently being performed and at least 50% complete.
b. The projects submitted demonstrate successful performance and completion of projects in Italy or the EU, are equal to or greater than $100,000 in value, and are of similar complexity/scope as the project in this solicitation.
4. Lease Management Approach. The Government will evaluate the Offeror’s plan to manage routine and as-needed maintenance and repairs of the leased facilities.
Measure of Merit: This requirement is met when:
a. The proposed plan shall explain a logical schedule for routine facility and equipment maintenance as well as the plan to meet routine and emergency call-in repairs IAW the PWS
