Transient Alert - Government Responses to Contractor Questions 21 November 2018

Contractor Question Government Response

1 Are there plans to conduct a site visit/pre proposal conference? No.

What other locations or bases is USAFE considering adding to the contract? Could Aviano or Turkey include TA services in the future?

Additional locations are not currently being considered, but in accordance with the Performance Work

Statement (PWS) paragraph 1.0, the Government reserves the right to negotiate via contract modification additional locations within USAFE-AFAFRICA.

3 Will the Government consider logistical support for contractor employees? The government cannot commit to providing logistical support.

Since the work is being performed in a foreign country does the work force have to have citizenship for these countries? If so, would we have to hire locally, is it going to be a problem to have a foreign national to be given a secret clearance?

Contractor employees are not required to be citizens of the host-nation. You are not required to hire locally. An individual must be a US citizen to obtain a security clearance. Please refer to PWS paragraph

6.

5 How much was the prior bid for all stations? The total contract value including options is $9,044,522.00.

Paragraph 1.4.16 of the PWS states, "RAF Mildenhall Only. Transient Alert will provide support services to the 95th

Reconnaissance Squadron on weekend sorties. Transient Alert will provide all aircraft and departure services at the time of the request. Any additional support actions shall be coordinated with the 95th point of contact." To be clear on what the contractor is being asked to do. AFI 21-101 states in "4.9.5. Transient Aircraft (TA) Section (N/A to the ANG). Recovers, services, inspects, maintains, and launches transient aircraft. Transient aircraft are those aircraft not assigned to a base that are en route from one location to another that may require routine servicing. Aircraft are not considered transient aircraft when deploying to or staging from a base for the purpose of flying sorties or conducting training with a squadron assigned to the base, with or without the necessary maintenance support from the home base? Question 1. Is it the intent of the Government to require

Transient Alert to in essence become a sortie generation flight for the 95th on weekends which would conflict with AFI 21-101, or to just perform the follow me services? Question 2. If Transient Alert is to support the 95th on weekend sorties could you provide estimated workload and full description of services requirements? Question 3. Will there be a separate CLIN for these services? See revisions to PWS paragraph 1.4.16 There will not be a separate CLIN.

Paragraph 1.4.8. of the PWS states, "Safe" the aircraft, as required. As required by aircraft type, prior to aircraft shutdown perform hot brake checks and on appropriate aircraft check for hydrazine leaks, install hear locks/pins prior to engine shut down, and IAW Technical Data for specific aircraft. Verbally confirm with the aircraft commander that all systems containing explosive devices, such as egress, jettison, weapons and flare systems are made safe; and ensure aircraft commanders brief contractor personnel on locations of explosive devices and precautions to be observed. Does that apply to fighter aircraft or all aircraft that transients the location?

PWS paragraph 1.4.8 states "Safe the aircraft, as required." PWS paragraph 1.4.8 also states "IAW

Technical Data for specific aircraft."

Paragraph 1.0 of the PWS states, "DESCRIPTION OF SERVICES. The contractor shall perform Transient Alert (TA) services and comply with all applicable laws, regulations, standards, and commercial practices at the following locations: 1) Ramstein AB, 2)

Spangdahlem AB in Germany, 3) RAF Lakenheath, and 4) RAF Mildenhall, United Kingdom. As of August 2017, all employees in the UK have to contribute to the employees pension fund. Is this a reimbursable expense via an adjustment?

The question states that employees in the UK have to contribute to the employees pension fund. This is not a reimburseable expense via an adjustment.

Reference Section L, page 18, paragraph 1.2 Receipt of Proposals, "Proposals submitted electronically are preferred." and page

20, Table 1 - Proposal Organization, Format, and # of Copies columns. "Written/Electronic" and "Original and 2 copies/1 CD."

Would the Government please confirm that electronic submittal is fully compliant with proposal instructions and that hard copies are optional. Electronic submittal of proposals is fully compliant.

Reference Section L, page 21, paragraph 3.1.2. SUBFACTOR 2 - PAST EXPERIENCE, "The offeror shall provide proof of Transient

Aircraft (TA) services relevant to the PWS with a minimum value of $500,000 per year and performed for at least (1) year within the last five (5) years from the date of issuance of this solicitation." Would the Government consider revising the minimum contract value downward to $350,000 in this subfactor? No.

Reference PWS 3.2.2., "Fuel or the Follow-Me vehicles will be provided by the Government at the designated facilities by utilizing an approved fuel key." Please clarify whether the Government or the contractor will be paying for this government-provided fuel. The Government.

Reference solicitation order for Commercial Items, Is SUBFACTOR 2 - PAST EXPERIENCE requesting both Transient Aircraft services relevant to the PWS plus key personnel or asking for key personnel experience in lieu of Transient Aircraft Services if the contractor does not have past performance?

Addendum to FAR 52.212-1 Instructions to Offerors - Commercial Items paragraph 3.1.2. Subfactor 2 -

Past Experience, does not limit offeror use of experience of key personnel experience as an "in lieu of" or as "plus." Key personnel experience must be included if the offeror wants it to be considered.

There was no SCA Wage determination included with the solicitation. Are wages covered under SCA Wage Determination of

CBA? Will this information be provided by the Government?

No and No. IAW FAR 22.1003-1, the Service Contract Labor Standards statute does not apply to contracts performed outside the United States.

14 Will the Government provide a listing of the seniority for the current employees' reference pay and vacation? No.

PWS Reference section 3.2.2., page 13, Are contractors required to reimburse Government for fuel provided by Government for "Follow Me" vehicles? No.

16 Will the Government provide updated host nation labor and tax law information?

No. It is the contractor's responsibility to understand and stay abreast of host nation labor and tax law for it's employees.

Transient Alert - Government Responses to Contractor Questions 21 November 2018

Can the Government please confirm if the requirement to have a minimum of two (2) personnel on a shift at all times as detailed in PWS section 1.3.13 and 1.4.5 applies to all sites, to include those where the average flight throughput does not support this level of staffing during all business hours, therefore unnecessarily raising cost to the Government? Refer to PWS paragraph 14.1 - 14.1.4.

18 Does the Government have more detailed scheduling of flights, specifically by aircraft type to allow for more accurate staffing? No.

Referencing PWS 1.4.13, can the Government provide workload data and historical quantities for how often the contractor will have to recover parachutes on the airfield? No. There is no workload data for the retrieval of parachutes. This occurs highly infrequently.

Para 14.1 OPERATING HOURS states that there are no recognized U.S. or Host Nation holidays recognized in this contract, but in paragraphs 14.1.2 and 14.1.3 it lists operating hours on Saturdays/weekends and U.S. Holidays that are different. Please clarify.

(Example: in para 14.1.3. if a U.S. Holiday is on a Mon-Thur, are the hours 0700-2200 or is it standby?)

PWS paragraph 14.1 is revised. "There are no recognized U.S. or Host Nation holidays in this contract" has been removed.
