STATEMENT OF OBJECTIVES [SOO]
A/C Installation for Dining Facility Building 147 Revised 6 December 2016 Part 1
General Information
1. General: This is a non-personnel services contract to supply and install air conditioning in the Mosel Dining Facility kitchen area. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Work/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the aforementioned installation of air conditioning in the Mosel Dining Facility kitchen area, as defined in this SOO except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Objectives:
· To have an air conditioning solution supplied and installed in the Mosel Dining Facility.
· Create a working environment in the dining facility that reduces temperature spikes during the summer.
· Reduce equipment degradation due to unnecessary heat and steam caused by above average kitchen temperatures.
· Create a safer working environment with consistently reduced kitchen temperatures during the summer.
1.3 Scope: The contractor will supply and install a viable air conditioning solution for the Mosel Dining Facility. This includes supplying all indoor and outdoor equipment and materiel necessary for the installation, carrying out all construction associated with the installation to include creating and then sealing all entrance location for air conditioning units, anchoring units, running all necessary duct work from units to areas in the facility that are authorized air conditioning and then returning the kitchen to a state which allow the installed air conditioning to function properly and return the kitchen to its original state which would allow for food preparation to occur.
Once installed, the air conditioning system must be able to use current power supply from the building without over taxing the electrical system or causing current breaker system to become inoperable.
1.3.1 The contractor must provide the Mosel Dining Facility with sufficient cooling/heating capabilities. The request for a Mitsubishi Electric multi-evaporator HVAC/R split system, or equal, must be met with (2) outdoor systems utilizing high pressure (R-410a) refrigerant and (4) indoor systems for room 107 (kitchen). The system must be capable of providing a minimum cooling capacity of 28 kW (8-ton) during the summer months with a maximum outside temperature of 33C (91.4F). The kitchen is the hottest room in the entire facility, especially during the summer months and is critical to the support of base personnel.
1.3.2 Additionally, the electrical cables/copper tubing/ductwork/condensate pumps/insulation and all other necessary parts/equipment needed to accomplish the project will be supplied through the contractor. When it is necessary, drilling through walls to install ductwork, electrical cables and refrigerant lines should be accomplished.
1.3.3 Monthly Maintenance: The filter and air vents from the indoor system inside of room 107 (Kitchen) must be cleaned monthly and the filters must be replaced monthly due to the build-up of grease, dirt and oil from daily kitchen operations for one year.
1.3.4. Quarterly Maintenance: The outdoor unit coils must be serviced for one year in accordance with the manufacturer’s recommendations as well as the remaining portions of the system (refrigerant system, fans/motors, etc.)
1.4 Other General Information
1.4.1 Quality Control The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOO. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.
1.4.2 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0800-1700, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOO when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.4.3 Place of Performance: The work to be performed under this contract will be performed building 147, The Mosel Dining Facility.
1.4.4 Type of Contract: The government will award a firm fixed price contract in support of this work effort.
1.4.5 Security Requirements: Contractor personnel performing work under this contract must be able to obtain the required security documentation and must maintain the level of security required for the life of the contract.
1.4.5.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.4.5.2 Key Control: The Contractor shall establish and implement methods of making sure all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys to the Contracting Officer.
1.4.5.2.1. If other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the contract award amount due the Contractor.
1.4.5.2.2. The Contractor shall prohibit the use of Government issued keys by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.4.6 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.4.7 Key Personnel: The follow personnel are considered key personnel by the government, please use the Contract Administrator and/or CES/Project Manager as your main communication points. Additional decision makers such as the Dining Facility Point of Contact or Contracting Officer will be included as needed.

The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
A contractor appointed superintendent must be present on the premises anytime contractor personnel are working in support of the project.
1.4.8 Location:
The job site can be reached on paved roads. All assigned areas as well as the access roads shall be kept in clean condition and cleaned on a daily basis, if required. The air base can only be entered with a valid military ID. Cost for IDs and police certificate of good conduct shall be paid by the contractor. Military security regulations are applicable for the entire area and shall be strictly adhered to. All utility lines shall be located and marked. Connections to existing utility lines require the approval of the responsible US authorities.
1.5 Special Conditions
All installations shall be prepared to Base Standard or better All trash, food products, rubble and surplus excavated waste material shall be hauled off to a public sanitary landfill outside the installation on a daily basis. No trash from this work shall be housed on job site for any period.
All trash containers associated/used for this work shall be covered and after reaching full capacity shall be hauled off within 48 hours or IAW applicable German Federal Regulations, whichever is more stringent. Also all trash containers will be removed prior to final inspection. All paint and adhesive remainders and empty paint/adhesive buckets etc. shall be disposed of by the contractor as hazardous waste according to the regulations.
The US Government will not be responsible for the contractor’s property. The US Government shall provide the contractor with an area for equipment and material storage, around which the contractor will erect a temporary security fence. In any case, the contractor shall be responsible for security of his property.
The contractor shall adhere to the safety regulations of its written safety program, as well as the German laws/regulations on workers’ protection and protection of health as well as the Accident Prevention Regulations. All accidents involving personnel, equipment or property of the US Air Force shall be reported during office hours to the Contracting Officer responsible for the respective contract and to the Safety Office of the 52 Air Base Wing.
No asbestos-containing material or materials containing any of the 17 EPA toxic materials shall be used, and only lead-free paints shall be used.
In the event the contractor suspects any hazardous material/waste such as asbestos, lead based paint (LBP), tar, or contaminated soil, the project manager must be contacted immediately in order to coordinate testing with the Environmental Management Flight (52 CES/CEIE ) and Bioenvironmental Engineering Flight (52 AMDS/SGPB ). All demolition, removal or remediation of these materials will be performed IAW Federal Governing Standards, Germany (FGS-G). All asbestos/lead based paint removal work must be performed IAW the FGS and TRGS 519. A work plan shall be submitted to the Environmental Management Flight, 52 CES-CEIE, (two weeks before start of work) for their review and coordination.
Utilities (water and electricity) are available; however, interruptions of such utility services shall be coordinated in advance with the responsible office and shall be held to an absolute minimum.
After completion of work, the job site shall be restored to its original condition.
