Facility Operations, Repair, and Maintenance Services Spangdahlem Air Base, Germany Questions asked by Centerra Integrated Services GmbH - 13 Feb 2017

Question 1:

Reference: PWS of 05 Dec. 2016, § 1.1. RLIE listing

Question: Will the Government issue the complete RPIE list with the solicitation files or must those be requested?

Answer to Question 1:

RPIE list will be given to all interested companies during the mandatory site visit.

Question 2:

Reference: PWS of 05 Dec. 2016, § 1.1.5. Cleaning of roofs and gutters

Question: Will this inspection and cleaning work be done on a periodic schedule or on a as needed service order?

Answer to Question 2:

Inspection has to be conducted semiannually (spring & fall), cleaning as needed.

Question 3:

Reference: PWS of 05 Dec. 2016, § 1.1.8. Fire Protection Systems

Question: It is assumed that those systems are to be maintained on a PM schedule. Are the frequencies for maintenance set by the Government, or will those systems be maintained with manufacturer recommended frequencies?

Answer to Question 3:

PM schedule will be set by German- or US-Government, joint commission, or NFPA.

Question 4:

Reference: PWS of 05 Dec. 2016, § 1.1. 9. Sprinkler Systems

Question: It is assumed that those systems are to be maintained on a PM schedule. Are the frequencies for maintenance set by the Government, or will those systems be maintained with manufacturer recommended frequencies?

Answer to Question 4:

PM schedule will be set by German- or US-Government, joint commission, or NFPA.

Question 5:

Reference: PWS of 05 Dec. 2016, § 1.1. 19. Routine Maintenance Parts

Question: A) Is the Government referring to all parts required to perform all Preventive Maintenance tasks to be performed under this contract, for any type equipment?

Answer to Question 5:

A list with all necessary information will be provided as soon as available.

Question 6:

Reference: PWS of 05 Dec. 2016, § 1.1. 20. Repair Parts:

Question: …”exept items under 1.8.3”…. There is no section 1.8.3 in the PWS. Are we to assume there are no exceptions?

Answer to Question 6:

PWS changed to “… except items under 1.1.19…”.

Question 7:

Reference: PWS of 05 Dec. 2016, § 1.1.20. Repair Parts:

Question: “The Government shall bear all cost for all parts and supplies for all scheduled and unscheduled maintenance….”. What maintenance other than scheduled and unscheduled could there be?

Answer to Question 7:

There is no other maintenance than scheduled and unscheduled. This is just a terminology to cover all aspects.

Question 8:

Reference: PWS of 05 Dec. 2016, § 1.9.1. Computerized Records:

Question: A) Is the Contractor required to enter the data directly into DMLSS?

Answer to Question 8:

No, contractor personnel will not have a CAC. The Government will provide paper forms to the contractor personnel.

Question 9:

Reference: PWS of 05 Dec. 2016, § 1.9.3. Hardware

Question: Who determines the need for computer hardware (type/qty)?

Answer to Question 9:

There is no cost related to the contractor.

Question 10:

Reference: PWS of 05 Dec. 2016, § 1.10. Performance

Question: Does that mean the Contractor is to perform the services on this contract up to and including during Thread Level “C”?

Answer to Question 10:

No, up to FPCON Level Bravo.

Question 11:

Reference: Government Synopsis of Services; ITEM #0001 QTY 12 Months

Question: It is understood that all scheduled and unscheduled work to include PM and incidental work

(other than spare replacement parts) is to be included in the FFP Item 0001 and be submitted in 12 monthly invoices. Should the contractor base the cost on the workload estimate provided by the

Government in Appendix “A”, or should the contractor consider additional factors when preparing the offer to the Government?

Answer to Question 11:

The contractor should base the cost on the workload estimate provided by the Government in Appendix

A. Please also consider the results of the site visit.

Question 12:

Reference: Services and Payments

Question: How will contractor services above the provided estimates be compensated to the contractor?

Answer to Question 12:

The Government will compensate the contractor at a maximum up to the amount that it stated in the contract.

Question 13:

Reference: Workload annual estimates and Contractor Services

Question: What is the procedure once the annual workload estimate is reached but unscheduled work is still required?

Answer to Question 13:

Whenever there is unscheduled work to do that falls under the PWS, the contractor has to perform, no matter if the estimated annual workload is reached, or not.

Question 14:

Reference: Solicitation Process

Question: Will the Government conduct a site visit so the interested parties can familiarize themselves with the MTF at Spangdahlem?

Answer to Question 14:

A mandatory site visit will take place. The exact date will be published together with the solicitation.

Question 15:

Reference: Contractor Suggestion for alternative method of ordering

Comment: PM and Scheduled Maintenance work can easily be included in a annual/monthly FFP Line

Item. Question: Would the Government consider unscheduled tasks to be performed and billed by a T&M

Line Item, hence has consideration be given to solicit hourly rates for all different disciplines from the offeror for some of the work?

Answer to Question 15:

The contract will be set up with a fixed monthly amount. The contractor can invoice this amount no matter if their performed work was worth more or less.

Question 16:

Reference: General

Question: Is there a contract for these Services currently in place or is this work currently performed by the Government’s in house forces, or are there any single trade contracts in place for parts of the services within the PWS?

Answer to Question 16:

BB Government Services GmbH is the incumbent of the current Facility Operations, Repairs and

Maintenance Service Contract.

Question 17:

Reference: Labor Law

Question: Must the Contractor make considerations for potentially having to take over personnel currently performing alike services as described in the PWS?

Answer to Question 17:

No.
