1. Is the contractor required to maintain the video management system?
Yes
2. Is the contractor required to provide spares for the video management system?
Yes
3. Can the government provide make/model/manufacturer part numbers/quantities of the existing video management system for each base? Bosch Operator client is the camera viewing software, we have two modems both are Windows 10 pro builds with Intel® Core™ i7-8700 CPU @3.20GHz 3.19 GHz with 16 GB RAM OS build 17763.437
4. Can the government please provide a list of existing warranties and warranty expiration dates for all existing equipment (cameras, components, other) under this scope? SF can provide a warranty list for all newly installed cameras which are under a 3 year warranty, however all other cameras are not under a warranty.
The following cameras are under a 3 year warranty (RAF Mildenhall):

5. Will the contractor be required to purchase Cisco SmartNet maintenance? No
6. For bidding purposes, will the government please provide plug numbers for CLINs xx04, xx05, xx09, and xx10 for all 5 years (spares and cameras)? Offerers should look at Attachment 1 – CCTV Specifications and base these CLINS on those cameras. Offerers should estimate an average cost for spare parts and replacement cameras given the cameras that are currently on the 3 bases that could reasonable cover spare parts and 20 (5 at Mildenhall, 15 at Lakenheath/Feltwell) new/replacement cameras each year. These CLINS are reimbursable and should be an upper limit.
7. The PWS Par. 1.2 states “Coverage shall include camera types, brands, and models listed on the Attachment 3 – Non-Nuclear Intrusion Detection System Equipment Approval Letters”, however many of the cameras listed in Attachment 1 – CCTV Specifications are not on that list. What is the expectation of government under this contract regarding the continued use of the existing cameras not on the current Approved Equipment Lists? The in place cameras are grandfathered in, however any new cameras or replacements should be on the non-nuclear listing. U.S. Security Forces is not allowed to use any of the banned Chinese CCTV products.
8. The PWS Par. 1.2 states that “…[the sites] are consistently pursuing updates/upgrades to the Force Protection capabilities and the contractor must be willing to accept the addition and replacement of cameras as these bases pursue 100% coverage.” Attachment 1 – CCTV Specifications does not specify upgrades, additions, or replacements that may be required under this contract. Can the government please provide a basis of estimate for these new cameras/systems? This paragraph is saying that if new cameras are installed then the contractor will be required to maintain these as well.
9. Can the government provide historical data that shows patterns or frequency of vandalism to the cameras under this scope? Yes. The government can provide data that shows patterns or frequency of vandalism by looking at previous documented reports. Typically these reports are maintained by the Reports and Analysis section on the base. Currently here at RAF Mildenhall we have zero vandalism incidence since September 2014.
10. PWS paragraph 1.4.1 states, “The contractor shall be responsible for patching from demark at the poles or within facilities back to central CCTV controllers.” Can the government provide the lengths and types of patch cords needed? Lakenheath Only - For the new single mode fiber they will be ST connectors. The demarc is at the bottom of the pole for the new single mode fiber.
11. For PWS paragraph 1.4.1, can the government provide the existing base fiber network design with available fiber strands between each ITN or node to be used in the connection of the new camera poles? Lakenheath only - Two strands of fiber will be made available from the facilities back to the ITNs, the fiber to the poles is terminated into the nearest facility.
12. Are any of the cameras or equipment under this contract located in areas designated as explosive hazard or having an intrinsic device/conduit requirement? No there are no cameras in any hazardous areas or that require conduit.
13. How many media converters are expected to be required for the transition from multi-mode to single-mode fiber under PWS paragraph 1.4? RAF Lakenheath only - 73
14. PWS paragraph 1.3.1: What is the government’s anticipated capability of viewing CCTV camera faults?

In response to questions 14-16, the vendor should be able to monitor top-level CCTV operability on an hourly basis and diagnose the source of the issue when a CCTV camera becomes inoperable. Something similar to a product such as www.checkmysystems.com is sufficient. For the new Single Mode fiber 48 Communications Squadron (CS) installed if faults are identified, 48 CS will trouble shot from the point of presence. If multi-mode fiber is the issue that falls on SFS contractor.
17. PWS paragraph 1.3.1: Where will the authorized personnel be located (on which base)? Authorized personnel will not be staying on the base. They will be escorted onto the base for the service calls until the time at which they receive a base pass. For RAF Lakenheath and RAF Feltwell- Bldg 1092 and Bldg 1064 is where authorized personnel are located.
18. PWS paragraph 1.3.1: Is it the government’s intent that the automatic reporting system tie all 3 bases together, or is a separate reporting system required for each base? RAF Mildenhall’s reporting system should tie into the 100th Security Forces Squadron on RAF Mildenhall and the RAF Lakenheath and RAF Feltwell should tie into each other and into the 48th Security Force Squadron on RAF Lakenheath.
