Q&A - 01
Sheet3
| Question ID | Attachment ID | Attachment Title | CLIN or Other Ref | Question | USAF Response |
| 1 | 2 | Pricing Schedule | 2 | On Call Emergency Service Call' - Please confirm that the intended definition of this wording is the unit cost to USAF of having a Service Engineer attend site within 48 hours of reporting a fault and fixing the fault within 72 hours. Please advise where we are to enter the unit cost for a 'Non-Emergency Service Call' for a Service Engineer (i.e. to attend site within 48 hours and fix within 10 days) | Correct. "On Call Emergency Service Call" in the pricing schedule is equivalent to "Emergency Service" in the PWS |
| 2 | 2 | Pricing Schedule | 3 | Additional Service Call' - Please confirm that the intended definition of this wording is the unit cost per hour to USAF to be charged over and above the 'On Call Emergency Service Call' or 'Non-Emergency Service Call' for each hour or 15-minute part thereof spent onsite. | "Additional Service Call" on the pricing schedule is equivalent to a "Non-emergency Service Call" on the PWS |
| 3 | 2 | Pricing Schedule | 4 | Spare Parts' - Please can USAF advise which particular items make up this '15000' units so that ALL Tenderers can base their prices on the same package of spares to ensure a fair evaluation of Tenders. | Please see the updated price schedule - this has been changed to "1 lot"; vendor should submit an estimate for spare parts that they think they will need to upgrade and maintain the CCTV cameras on the 3 bases. This does not include replacement cameras. |
| 4 | 2 | Pricing Schedule | 5 | As Needed - New Replacement Cameras' - Attachment 1 identifies a number of different camera models currently in use across the 3 sites. Please can USAF advise which particular camera model ALL Tenderers should base their '5' units prices on here to ensure a fair evaluation of Tenders. | This depends on a multitude of answers as in what camera needs to be replaced and for the sake of upgrading it would be more based on how much money is left over near the end of the year. |
| 5 | 1 | CCTV Specifications | N/A | Thank you for providing information as to how many cameras are located on or in each building or area on each site. However in order to provide a meaningful price we need infrmation regarding the specific location and height of each of the camera locations. e.g. Are all cameras on tilt- down or wind-down towers/columns or brackets and we can assume that no access plant is required to access each camera position | All or most cameras will need some form of lift to get to. No cameras are on a wind down or tilt down system. |
| 6 | 1 | CCTV Specifications | N/A | Please confirm the CCTV Record & Playback system/software is Bosch Allegiant and what equipment components make up this 'head end' (e.g. matrix, DVR/NVR, PC's etc) | Synectics 21TB PSN4, 3U high running RAID6 and Synectics RMS license 128Mbps |
| 7 | 1 | CCTV Specifications | N/A | In order to provide pricing we require a full definition and comprehensive list of the equipment USAF consider to be 'non-real property items', 'interfaces' and 'appurtenances' and therefore require maintaining under the scope of this contract. | As per AFI 32-9005, real property is “An item of equipment that is affixed and built into a facility as an integral part of that facility. To qualify as real property installed equipment, the equipment must be necessary to make the facility complete, and if removed, would destroy or severely reduce the designed usefulness and operation of the facility.” AFI 32-9005 states the definition of Real Property as : “Lands, buildings, structures, utilities systems, improvements, and appurtenances. Real property includes equipment attached to and made part of buildings and structures (such as heating systems); it does not include movable equipment (such as plant equipment)” |
Therefore, "non-real property items" are those that do not meet this definition. They include the CCTV camera, cables, and other non-permanent parts of the CCTV system. Interfaces and appurtenances are CCTV accessories and monitoring equipment.
| 8 | 4 | Performance Work Statement | 1.3.1 | Maintenance Software Requirements - Please confirm that USAF are referring to a product similar to https://www.checkmysystems.com/ rather than a monitoring service | Yes, a product such as on www.checkmysystems.com is sufficient |
| 9 | 4 | Performance Work Statement | 5.2.2 | Personnel Qualification - Please confirm that UKSV SC Clearance is an acceptable security clearance level for working on these USAF/RAF nuclear sites. | Yes |
| 10 | 3 | Nuclear IDS Approval Letter | N/A | Do Service Engineers need to wear Dosimetry Meters | No |
| 11 | 3 | Nuclear IDS Approval Letter | N/A | This document lists lots of security equipment. Can USAF confirm that this Solicitation is only for maintenance of the CCTV Systems and not the IDS, PIDS and other Security Sub-Systems deployed on site. | It is only for the CCTV system and is not for any form of IDS. |
| 12 | N/A | N/A | N/A | Will our Service Engineers need to be escorted by USAF whilst on site and/or will we be required to do site induction on each visit. | The contractor will be able to be on an unescorted Base access letter, assuming they provide all of the required information. Until a base Access letter is approved, they will require an escort. |
