CCTV SERVICES
48 SFS, RAF Lakenheath and 100 SFS, RAF Mildenhall
1. What is the pricing structure of line items (0004-4004 and 0009-4009)? Does this mean 15,000 spare parts per building?
The 15,000 spare parts line items (0004-4004 and 0009-40009) are reimbursable line items. We use 15,000 as a benchmark for the number of spare parts that a vendor might need throughout each year to fix/upgrade/maintain the CCTV cameras. Based on your pricing, you would up to that amount that the U.S. government would reimburse based on the number of parts used. It is not 15,000 spare parts per building. The unit on the line item is “each”, and we would reimburse each spare part actually used. If it was not clear, CLINS 0005-4005 and 0010-4010
“New/replacement cameras” are also reimbursable based on the number of cameras requested by the 48th and 100th Security Forces Squadrons.
2. What is the definition of spare parts and new/replacement cameras?
“Spare Parts” = CCTV system components needed for repair and upgrade of the current system “New/Replacement cameras” - Replacement of damaged cameras or upgrade of outdated or older cameras. Cameras should be the same model or an improved model when compared to the replaced one and should reflect the same or more advanced capabilities
3. CLIN 4 states 15k for spare parts, is that the allowance for parts per year…… it also states over £3500 needs approval, does that mean that if a part is £200 and needs replacing it can be done and use part of the 15k to complete?
That is a reimbursable allowance per year. If a part is under £200 it doesn’t need approval and would come out of that funding. Parts over £3500 would need approval from the Security Forces Contracting Officer Rep and Contracting to ensure the parts are necessary.
4. CLIN 5 states 5 replacement cameras, cameras can vary from £200- £5000…. How would we complete that section?
There is not an exact £ amount, but this money would be used to replace a camera that is broken or outdated so it would at a minimum have to match the £ amount to replace 5 of our current cameras with the same model which are detailed in the Attachment 1 – CCTV Specifications.
5. In section 1.4.1 of the PWS, it is a requirement for the contractor to install switches and media convertors for the new fibre cable network at Lakenheath. Can you confirm if it is the Contractor’s responsibility to supply the switches and routers to enable the new IP network? – If so can you confirm quantity and specification?
Yes. It is the contractors responsibility to supply the switches and routers to enable the new IP network. As for quantity and specification, the quantity would be on as needed basis and the specifications wouldn’t matter much as long as they do not degrade the network. I would also think this is the type of thing that would be covered by the spare parts budget
6. Can you confirm if it is the Contractor’s responsibility to supply the camera side media convertors to connect to the new IP network?
It is the Contractor’s responsibility to supply the camera side media convertors to connect to the new IP network.
7. Can you confirm if the Government will fully terminate the new fibre optic cable in the camera poles and that the completed fibre cable network will be tested and documented by the Government?
The Government will fully terminate the new fibre optic cable in the camera poles and the completed fibre cable network will be tested and documented by the Government. The USAF has a contract with BT to do this.
8. On the price schedule it states CLIN 2 - quantity of 4 emergency service call……. Is this an emergency callout to rectify a fault? Does the number 4 represent the quantity that are included in the maintenance package that will be included in the costs?
It is an emergency call out to restore the system when it meets emergency service requirements “When 25% or more of an individual base’s CCTV system experiences an outage or widespread component malfunction” the 4 is included in the costs and that is a per year number.
9. As above with CLIN 3, is that 24 included callouts in package?
Yes that is 24 call outs during a 1 year span included in the price – generally 2 per month.
