General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).

Requirement Information
Description:
The 100 AMXS Support Section at RAF Mildenhall in the United Kingdom needs an Autocrib RoboCrib VX 1000, Carousel w/ touchscreen, to 1048 bins (Part Number: 776-100-PL) or Equal, to include other required parts in accordance with Attachment I - Quote Sheet of the solicitation package, to be delivered within 60 calendar days after contract award. See attachment 1 - Quote Sheet.
Definitions:
Ref. CLIN 0014 Below: “Training” includes on-site training for administrators illustrating general use of the software (adding items, assigning bins, adding employees, creating reports, restocking functions, etc.) Training is also given to operators on navigation of the touchscreen to perform, issue, and return transactions.
Funding:
Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

The equipment shall be delivered to Royal Air Force Mildenhall in the United Kingdom. The exact shipping address will be provided to the winning company upon award of the contract.

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
Example:
1. Quotes in response to this solicitation must be submitted no later than Friday, 30 August 2019 at 2:00 PM British Summer Time (BST). Quotes must be submitted via email to SSgt Michael L. Merrell at michael.merrell@us.af.mil.
2. All questions must be submitted no later than 22 August 2019 by 2:00 PM British Summer Time (BST) to the contract administrator, SSgt Michael L. Merrell at michael.merrell@us.af.mil, and to the Contracting Officer, Mr. Brian Williams at brian.williams.57@us.af.mil.
3. All price quotations must be submitted on Attachment I - Quote Sheet and it must be filled in entirely; all technical submissions must be submitted on a separate document.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government. Price and other factors will be considered. The following factors shall be used to evaluate offers:

TECHNICAL CAPABILITY - An offeror’s quotation will be considered technically acceptable if it meets the list of required items within attachment 1 - Quote Sheet. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.
PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.
