General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular 2019-01 , Defense Federal Regulation Public Notice 20180928 , and Air Force Federal Acquisition Circular 2018-0525.
4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).
The North American Industry Size Classification System (NAICS) code associated with this requirement is 332710.
Requirement Information
Description:
48 EMS has a requirement for 1 WaterJet Cutting Machine to be delivered within 60 days. For more information, please review the "WaterJet Salient Requirements v3" attachment.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Place of Delivery/Performance/Acceptance/FOB Point:
F.O.B. Destination; RAF Lakenheath, United Kingdom (the exact customer address will be provided in the resulting contract).

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Quotes in response to this solicitation must be submitted no later than 05 March 2019. Quotes must be submitted via email to joshua.renick.1@us.af.mil and jaysen.cortez@us.af.mil.
2. All price quotations must be submitted on the "WaterJet - Quote Sheet" attachment, and it must be filled-in entirely; all technical submissions must be submitted on a separate document.

3. To be considered for award, your company must be registered in System for Award Management (SAM), and if awarded the contract, must subsequently enroll in Wide Area Workflow (WAWF) for the purpose of invoice and payment.
4. Notice to Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible contractor, whose quote conforming to this solicitation, will be most advantageous to the Government considering price and technical capability. The following factors shall be used to evaluate offers:
TECHNICAL CAPABILITY - A contractor’s quotation will be considered technically acceptable if the item offered meets the specifications in the "WaterJet Salient Requirements v3" attachment. Contractor's must provide the product specifications to the Government for review. Quotations that do not meet the salient requirements will be considered unacceptable and therefore, under the evaluation process, will not be considered for award.
PRICE - The price will be evaluated on a comparative basis amongst all the quotations received. The lowest price that satisfies the Government's need will be selected for award. Any offer submitted in a currency other than USD will be converted to USD utilizing the exchange rate located at https://comptroller.defense.gov/Financial-Management/Reports/fcfr/.
c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.
