General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular 2019-03 , Defense Federal Regulation Public Notice 20190628 , and Air Force Federal Acquisition Circular 2018-0525

4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).

The North American Industry Size Classification System (NAICS) code associated with this requirement is 423490

Requirement Information

Description:

The U.S. Air Force has a requirement for Laser Pulse Non Projectile Force-on-Force Training System to be delivered within 60 days of contract award. See Attachment 1- Statement of Work for the minimum specifications.

Notice to Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse companies for any cost associated with quote preparation.

F.O.B. Destination: Royal Air Field (RAF) Lakenheath, United Kingdom (exact customer address will be provided in the resulting contract).

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Quotes in response to this solicitation must be submitted no later than 14:00 BST on Wednesday, 21 August 2019. Quotes must be submitted via email to the Points of Contact listed above.

2. All price quotations must be submitted as a separate document; all technical submissions must be submitted on a separate document.

3. Questions must be submitted and received by the Points of Contact listed above no later than 14:00 BST on Wednesday 7 July 2019. Questions received after this deadline will not be reviewed or considered.

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical capability factors considered. The following factors shall be used to evaluate offers:

TECHNICAL CAPABILITY - A company's quotation will be considered technically acceptable if it meets the requirements in Attachment 1- Statement of Work. The company must submit product specifications along with a narrative to identify conformity with the Statement of Work. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.

PRICE - price will be evaluated on a comparative basis amongst all received quotations. The lowest price that statisfies the Government's need will be selected for award. Any quote submitted in a currency other than U.S. dollar (USD) will be converted to USD utilizing the exchange rate located at https://comptroller.defense.gov/Financial-Management/Reports/fcfr/.

(b) Options- Not Applicable.

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the contractor's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are interchanges after its receipt, unless a written notice of withdrawal is received before award.

The Government intends to award a contract without interchanges. The Government reserves the right to solicit additional information from one or all contractors regarding their quote at any time during the evaluation if deemed in the best interest of the Government.

the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.
