1. Description of Equipment
The 48th Security Forces squadron is looking to procure a Laser Pulse None Projectile Force on Force Training System. This system mimics the design and capabilities of non-projectiles for force on force scenarios. This system is capable of creating stress without fear of projectile injury for training Law Enforcement Officers/Defenders. This training system must incorporate drop-ins for the M-4 Carbine, M870 Shotgun and Siq Sauer M18 Pistol. These drop-ins must fire laser pulses which activates a controlled delivery system, which delivers a programmable vibration and a safe, localized shock to the abdomen. This system will allow officers to train under a state of acute stress creating scenarios that will dramatically increase their ability to survive a deadly force encounter with a firearm. Does NOT require any special safety equipment, saving both time and money. Trainings lasers can be fired through windows/windshields and offer a perfect ballistic match to issued ammunition for accuracy/distance. The system should only register when center mass is struck, ensuring transference on how students are trained to shoot on the range vs shooting in force on force training. The system must be portable, capable of being broken down between training events and set back up for at least twenty students and five actors within a minimum time of 30 minutes. Provides Instructors with a mobile command unit that allows them direct access and control to the training environment in real time with kill switch capabilities in the event of a training mishap or emergency. Additionally, the system should link up to other threat devices emulating hand weapons (knife, axe, etc.) which force the student to properly identify and engage threats other than firearms.

The contractor shall provide a comprehensive maintenance plan which provides for the repair/replacement of worn, damaged or dysfunctional equipment.
a. All equipment will have a warranty life of at least 5 years which includes return options for replacement of inoperable equipment from the factory. This will facilitate systems operation and longevity past receipt by current instruction team.
The contractor shall provide equipment in working order and repair any equipment within the stated warranty period.
a. All equipment is checked against the quote provided to ensure it is received. All equipment is also checked for damage upon delivery to RAF Lakenheath.
The contractor shall provide a system which integrates the use of a drop in barrel kit with screw in/on laser module for inbound Sig Sauer M18/9mm pistol.
a. The equipment shall be in working order and integrate with the rest of the system. The contractor will provide 30 drop-in conversion kits.
The contractor shall provide a system which integrates the use of a drop in barrel kit with screw in/on laser module for currently used M4 Carbine.

The contractor shall provide a system which integrates the use of a drop in barrel kit with screw in/on laser module or replacement barrel for M870 Shotgun.
a. The equipment shall be in working order and integrate with the rest of the system. The contractor will provide 4 drop-in conversion kits.
The contractor shall provide a suitable training cartridge magazine compatible with the systems use for both Pistol and Carbine models
a. The equipment shall be in working order and integrate with the rest of the system. The contractor will provide five CO2 canister integrated Training Magazines for M18 (50 Total) & M4 Carbine (75 Total)
The contractor shall provide a lockable rough crate carrying case with custom storage cells designed to fit/protect the system while in transport and not in use. Case must be watertight to prevent damage to equipment from condensation.
a. The equipment shall be capable of storing a minimum of five complete systems for ease of storage and transportation to and from training locations. The contractor will provide 7 carrying cases.
(5 for active systems, 1 for replacement parts, 1 for all Control Tablets)
The contractor shall provide a digital control tablet for the system to allow instructors to be in the immediate environment of active training. This control tablet must have the capability to record live video to aid in after action viewing and teaching assistance. Has program capability to manually terminate all active systems in the event of a safety mishap or emergency.
a. The equipment shall be in working order and integrate with the rest of the system. The contractor will provide 4 control tablets with protective cases.
The contractor shall provide an accurate laser sighting system capable of calibrating all Pistol, Carbine and Shotgun laser modules.
a. laser sighting system must be compatible with Control Tablet for portable access and operation in the event of a system malfunction. The contractor will provide 2 laser sighting kits
The contractor shall provide a system which can integrate with the use of common military duty equipment, body armor/plate carrier and helmet while worn. System must allow student flexible wear without detracting from tactical movement capabilities in the field.
a. The equipment shall be in working order and integrate with the rest of the system. Must be rugged enough to withstand moderate force on force confrontations between students and actors during apprehension training. The contractor will provide 35 sets of equipment in its totality.
The contractor shall provide suitable training aids which can be activated by instructor remote such as simulation IED/Suicide vest, instructor activated system functions via remote.
a. The equipment shall be in working order and integrate with the rest of the system. The contractor will provide 1 Suicide Vest simulation unit, 2 Simulation IED’s and 4 handheld instructor remotes as Enhanced Tactical Level training aids.
The contractor will provide all safe handling and operator training materials, as well as a comprehensive training program guide.
a. All materials must be accessible from the home screen of the Control Tablet as well as in hard copy format for reference at any time. Digital instruction course materials or access to 24 hour a day troubleshooting via internet conference preferred.
The contractor shall provide shipping of all equipment.
a. All equipment shall be shipped directly to RAF Lakenheath.
