Brand-Name Product Title: Snap On Level 5 Automated Tool boxes
Brand-Name Product Description: Snap On Automated Tool boxes to include Admin Software with badge and combined magstripe proxy cards

(1) Contracting Activity:
48th Contracting Squadron, Royal Air Force Lakenheath (RAFL)
(2) Nature and/or description of the action being approved:
This will be a new Contract with a firm-fixed price for a quantity of (7) Automated tool boxes with tools and accessories made exclusively by Snap On Industrial that will be permanently stored in remote locations on the flight-line such as PAS (Protective Aircraft Shelters). This will provide Innovative/Automated Tool Control Capability in our work-center that will in turn save approximately 1K man hours per year/per automated tool box .
(3) Description of the supplies/services required to meet the agency's needs:
The Snap On Automated Tool Boxes quantity of (7) requested are required to be procured before the FY closeout due to innovation funding requirements. The Snap On Automated Tool Boxes need to have the capability to plug into digital networks including TCMAX, take pictures of tools in real time, and automatically secure as well as account for tools. These capabilities must be digitally interactive and accessible for both the user and the tool accountable officials. Boxes will come with custom made tool control foam, custom made tools to fit the foam and box to align with digital capability, custom laser etching for AFI 21-101 tool accountability requirements. The Snap On Automated Tool Boxes will also need to come with administrative software scanner badge and security cards (keys) for technicians to access the box and support technicians to account for all tools at the start and end of each shift. The 48 AMXS requires automated tool boxes that have digital technology to allow for remote tool accountability in real time. This will preclude technicians from pushing large tool boxes across the flight-line to remote locations and stand in long lines to check out their box before their shift and turn their box in after their shift. The current tool box accountability processes are dated and create a lot of lost time for maintenance technicians. With the help of 48 FW CPI office, The 48 AMXS determines that each Automated Tool Box will save 1K man hours per year giving that time back to restore aircraft readiness as well as improve quality of life for the aircraft technicians.
(4) Justification for restricting consideration to a brand-name item:
Snap On is the only company that has this specific automated tool technology that marries with the USAF Tool Accountability Network (TCMAX) and as otherwise specified. TCMAX is the network that we utilize for tool accountability on USAF flight-lines around the world. Other companies and tool brand names do not offer automated tool control or any variations or versions at the level that Snap On offers to meet our needs and interface with the

TCMAX system. We utilize TCMAX for tool accountability requirements in accordance with AFI 21-101. After completing market research we have found that Snap On created this technology specifically for the Aviation industry specifically with the USAF in mind to save man hours and limit incidents of aircraft foreign object damage. Snap On has a patent on this technology. Although Snap On made the technology with the USAF in mind, we have yet to fully take advantage of the technology. Other civilian companies are utilizing this technology. The Snap On brand name of Level 5 Automated Tool Control will drastically enhance our tool accountability capability as required by AFI 21-101.

(6) Other facts supporting the justification:
We have spoken to other tool companies as well as other agencies and thought of other alternate forms of innovation to implement automated tool control. We held four 1 hour meetings with the 48 AMXS/CC to brainstorm ideas. We held a constant process improvement meeting with the 48 FW CPI office that included myself, 48 AMXS Airmen, 48 AMXS Tool Accountable Section leadership, and the 48th Comm Squadron. Afterward, we all came to the conclusion that the Automated Tool Control offered by Snap On is the best way forward and is the source of the technology that is needed to implement our innovation.
(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:
In the future more companies may develop automated tool capabilities that will rival Snap On's level 5 Automated Tool Control brand name. This would make prices more competitive. Automated Tool Technology is an underused product by the USAF.
Perhaps placing a demand on this product will influence market changes. When we are ready to order a larger quantity of automated tool boxes with tools we will want to reconsider other options if they present themselves.
