Statement of Work (SOW)
48th Royal Air Force Lakenheath (RAFL) Automated Tool Boxes for the 48 AMXS, Bldg No. 1319
1. General Requirement and Basis for Award:
The 48 Aircraft Maintenance Squadron (AMXS) Blue Support section is requesting 7 new automated tool control boxes. Current tool boxes do not meet the operational requirements for daily flying maintenance. These new tool boxes will allow facilitate the daily flying schedule by allowing tool boxes to be placed inside the protected aircraft shelters and alleviate the need to push Airframe and
Powerplant General (APG) Consolidated Took Kit (CTK) upwards of a mile to the work location.
Additionally, automated tool control will significantly reduce potential Foreign Object Damage
(FOD) incidents related to lost tools as the CTK will know which tools are in/out at any given time.
These automated tools will serve as a 48 FW innovation project as automated tools are seen as a best practice in the near future. The 48 FW, through a constant process improvement case study, has determined that each automated tool box will save approximately one-thousand man hours per year.
2. Specification Requirements (Breakdown of Required Tool Boxes):
a. Security: The CTKs will be locked electronically and access will be granted via use of a key card. CTK tool inventory status will be monitored by the Support Section utilizing the network connectivity features of the ATC CTKs. The boxes will communicate their status to a base station computer location in the Support Section. This allows CTK custodians and users to ascertain the status of any box at any time.
b. Tools: Snap-On has been provided an extensive list of required tools. These tools will be etched with a 9-digit EID as required by AFI 21-101 Ch. 8. Furthermore, the tools will be warranty and will be replaced as needed by the Snap-On representative. Snap-On are the aviation industry standard when it comes to tools and no other manufacture can provide automated tool control and support. Therefore we require tools that come directly from them as opposed to a 3rd party vendor or another agency. Aircraft maintenance cannot waste time or energy with inferior quality tools.
c. CTK Construction: The CTKs must be mobile and the wheels fitted with brakes. They will be of the “Roll Cab” style and will be plugged into the main outlets in the protected aircraft shelters. They will contain the necessary hardware for automated functions such as Snap-On proprietary optical scanner technology and ATC software/hardware. Additionally, they will come with foam cutouts that match each tool location and will be blue/yellow due to photo and scanning requirements. Additional Specifications are depicted in chart below:

3. Warranty:
Offeror must provide commercially acceptable warranties on all products, parts and accessories. The warranty shall include at a minimum, but not limited to, parts and applicable accessories, etc. All products and accessories shall be free from manufacturing defects.
4. Point of Contact (POC):
The contractor shall designate in writing a single POC to the contracting office for any maintenance service required under this contract. This information shall include name, title, address, and telephone number. Telephone Assistance; the contractor shall provide telephone assistance during business hours
0900 hrs through 1700 hrs GMT for equipment covered under this contract excluding Federal/British
Holidays. The designated government POC shall be able to call and receive assistance. National
Holidays subsequently declared by Her Majesty’s Government shall likewise be considered official holidays for the purpose of this provision. The relevant recognized holidays are included in the table below:

5. Service and Repairs:
Shall be performed during normal hours of coverage unless requested or approved by the designated government POC. With regards to the response time, the contractor must respond with a phone call to the designated government POC within 1 business day after telephone notification. If the problem cannot be corrected by phone, the contractor will commence work on-site during normal hours of coverage within 1 week of initial phone contact.
6. Service Support and Product Manuals:
Offeror must provide all product, parts, and accessory service support and product manuals.
7. Delivery Requirements:
All parts, materials, transportation and labor of delivery or ship (direct shipping only, not through consolidation point) all aforementioned items, fully assembled and in full working order to the:

The contractor must coordinate all deliveries with the 48th AMXS, Unit Point of Contact (POC), MSgt Thomas Brennan @ thomas.brennan.2@us.af.mil, (phone) 01638-520238 and/or TSgt Collin
Jenkins @ collin.jenkins@us.af.mil (phone 01638-520404). Contractor shall make use of commercial best practices in the packing and shipment of products, unless otherwise stated in this order. Offers need to be submitted based on FOB destination. Inspection for acceptance shall be made by the requesting agency on behalf of the U.S. Government, FOB Destination. All items shall be delivered no later than 60 days After Date of Contract (ADC).
