General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Quotes in response to this solicitation must be submitted no later than 1000 BST 14 September 2018. Quotes must be submitted via email to Robert Rogers at robert.rogers.58@us.af.mil and Jaysen Cortez at jaysen.cortez@us.af.mil.
2. All price quotations must be submitted on Attachment 2 - Quote Sheet and it must be filled in entirely; all technical submissions must be submitted on a separate document.
3. A site visit is planned for 0900 28 August at RAF Mildenhall. All prospective offerors are highly encouraged to attend and inspect the site where the supply is to be outfitted. Attendees will meet at the main gate at 0900 to be signed onto base. All

Page 2 of 4Page 2 of 4 attendees must submit the names of the individuals who will be attending no later than 24 August.
4. Certifications: Submit certifications with quote IAW the statement of work section 6.
5. To be considered for award, your company must be registered in System for Award Management (SAM), and if awarded the contract, must subsequently enroll in Wide Area Workflow (WAWF) for the purpose of invoice and payment.
6. Notice to Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
7. Questions pertaining to any aspect of this solicitation must be submitted via email no later than 30 August 2018.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government considering price and technical capability. The following factors shall be used to evaluate offers:
TECHNICAL CAPABILITY - In order to be deemed acceptable, the offeror must provide a narrative that demonstrates their ability and approach to meet the requirements within the respective SOW (10 page limit, Size 12 Font). If providing "or equal" items, offerors MUST state so and provide the make, model, and technical specifications for each "or equal" item quoted.
Additionally, as described in 52.212-1 above, submissions must contain the offeror's certifications IAW section 7 of the respective SOW. Quotations that do not meet these requirements, those that offer components not compatible with the current system, or those that offer items not equivalent to the specific item(s) mentioned will be considered unacceptable and therefore not considered for award. In accordance with the anticipated Fiscal Year 2019 National Defense Authorization Act (H.R. 5515), Chinese manufacturers will be excluded from this procurement. Therefore, any offers including those manufacturers mentioned in H.R. 5515 will be deemed unresponsive and ineligible for award.
PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate. The lowest price that satisfies the government's need will be selected for award. Offers should be submitted in British Pound Sterling (GBP). Any offer submitted in a currency other than GBP will be converted to GBP utilizing the June 2018 exchange rate located at https://www.fiscal.treasury.gov/fsreports/rpt/treasRptRateExch/currentRates.htm
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s). If prices for both option CLIN(s) are not submitted, the offeror will be deemed unacceptable.

FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with alternate I applies to this acquisition;
the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.
FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition.

52.217-7--Option for Increased Quantity-Separately Priced Line Item (Mar 1989)
The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor before 1 October 2018. Delivery and installation of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
