1. Description
All manuals, warranty information, and keys will be turned in to 100 SFS/S5SS (Electronic Security
Systems Administrator) when work has been complete. The Vendor will provide training on operation of the unit to 100 SFS/S5SS at time of completion of job.
1.1. The Vendor shall provide/install three (3) Bosch MIC-7502-Z30B starlight 7000i 2M/pixel HDR
30:1 ruggedized PTZ cameras or equivalent with all supporting equipment to include lockable
NEMA 4/4X/IP 65/66 minimum rated boxes, media converters, and power supplies.
1.2. The Vendor shall provide/install nine (9) Bosch 30x 2MP 30Hz 640 pixels 50mm fixed lens thermal imager combined with a 30x PTZ day/night video camera or equivalent with all supporting equipment to include lockable NEMA 4/4X/IP 65/66 minimum rated boxes, media converters, and power supplies. NOTE: Thermal cameras of this specification will require export licenses and/or end user certificates from the US Government.
1.3. The Vendor shall provide/install two (2) racks with all supporting equipment in the control rooms for the operation, programming, and commissioning of CCTV.
1.4. The Vendor shall Provide/install 1 x Comnet MS-L2 20 x 100/1000Fx + 4 x Gigabit Combo or equivalent communication network Ports fully populated with SFP modules and patch leads.
1.5. The Vendor shall provide/install 1 x Synectics 21TB PSN4, 3U high running RAID6 and 1 x
Synectics RMS license 128Mbps or equivalent video storage device to provide additional capability to store camera data for up to 90 days.
1.6. The Vendor shall provide/install 1 x Synectics Synergy Client Pro, 1 x Synergy Pro Software
License, 1 x Synergy Wall micro display unit or equivalent command and control workstation and three (3) x 60” TV style monitors with wall mount brackets.
1.7. The CCTV quoted will have the capability to be viewable from a home or office PC or a mobile smart phone.
1.8. The Vendor shall provide a Risk Assessment and a Method Statement prior to starting work.
1.9. The Vendor shall install all products in accordance with the manufacturer’s installation instructions.
1.10. The Vendor shall ensure installation is operational and meets all required commercial, local, and international industry standards, military instructions, standards, policies, guidelines, and regulations and practices.
1.11. Upon project completion the contractor shall provide configuration management the as-built drawings and documentation of the installed system, including the predicted and tested visual coverage areas.
2. Installation
2.1. Work includes Engineer, Design, Furnish, Install, and Test (EDFI&T). This includes all labor, material and equipment required to provide the proper install and set-up of cameras as well as add/integrate them into the current CCTV system. Equipment specification shall be submitted and approved before installation starts.
2.2. If the Government-furnished property (if any) is insufficient for interoperability, the contractor shall provide all equipment and supplies necessary to further support this requirement. The
Contractor shall provide a list of all components installed per this project, as well as a list of the components removed (if any).
2.3. The testing procedures shall be provided in writing to the 100 SFS; as well as a copy of the outcome of the performed test.
2.4. Outside Plant Requirements: The contractor shall EDFI&T and coordinate with 100 CS/SCX
(Communications Squadron Plans and Programs) and British Telecom Federal (BT FED) to ensure the Fiber Optic Cable (FOC) is available to each building/ITN and column (optional
CLIN 1001). Installation of the CCTV and supporting equipment shall be conducted simultaneously with BT FED’s installation of the FOC. Note: All fiber work located in the ducts will be provided and installed by BT.
2.4.1. The contractor will carry out a full electrical installation to each camera location as well as the central equipment in the control positions to support this install. The contractor shall coordinate with 100 CS/SCXP and 100 CES on all electrical work performed.
3. Removal
3.1. All debris and other material resulting from work accomplished by the contractor under this statement of work will be disposed of outside the confines of RAF Mildenhall, UK.
4. Specifications
4.1. RAF Mildenhall base wide camera installation:
4.1.1. Install three (3)Bosch MIC-7502-Z30B starlight 7000i 2M/pixel HDR 30:1 ruggedized
PTZ cameras or equivalent with supporting equipment to buildings 1546, 556, and 517.
4.1.1.1. Supporting equipment will include mounting kits for cameras and lockable NEMA
4/4X/IP 65/66 minimum rated boxes containing media converters and power supplies.
Boxes will be attached to the exterior of the above buildings. All power and cabling will be housed and routed from the buildings to the box and from the box to camera location and installed by the contractor.
4.1.2. Install nine (9) Bosch 30x 2MP 30Hz 640 pixels 50mm fixed lens thermal imager combined with a 30x PTZ day/night video camera or equivalent with supporting equipment to buildings 1792, 1381, 814, 793, 769, 715, 711, 702, and 675.
4.1.2.1. Supporting equipment will include mounting kits for cameras and lockable NEMA
4/4X/IP 65/66 minimum rated boxes containing media converters and power supplies.
Boxes will be attached to the exterior of the above buildings. All power and cabling will be housed and routed from the buildings to the box and from the box to camera location and installed by the contractor.
4.1.3. If providing “Equal” products for items, products must be compatible with currently in use
Government-owned equipment. All cameras must satisfy the minimum requirements listed below:
Required to be Pan Tilt Zoom with the zoom going to a maximum of at least 30x
Pan range: 360 degrees
Field of view will be able to adjust from 2.3 degrees (zoomed in) and be 63.7 degrees
(zoomed out)
1080p
Will be fully operational between -40 degrees Fahrenheit and 149 degrees Fahrenheit and be able to withstand winds (sustained) up to 150 mph and Gusts up to 180 mph.
4.2. Building 438 Control Position Install/Integration.
4.2.1. The contractor shall provide and install all the below equipment in Building 438, Room
204 as well as any supporting equipment to include the equipment rack, cabling, sockets and fixtures. This includes programming of newly installed cameras as well as cameras fed from Building 645. The contractor will ensure that all equipment has back-up battery power providing a minimum of four (4) hours of operation in the event of a power outage.
4.2.1.1. One (1) x Synectics 21TB PSN4, 3U high running RAID6 and 1 x Synectics RMS license 128Mbps or equivalent video storage device to provide additional capability to store camera data for up to 90 days.
4.2.1.2. One (1) x Comnet MS-L2 20 x 100/1000Fx + 4 x Gigabit Combo or equivalent communication network Ports fully populated with SFP modules and patch leads.
4.2.1.3. One (1) x Synectics Synergy Client Pro, 1 x Synergy Pro Software License, 1 x
Synergy Wall micro display unit or equivalent command and control workstation and three (3) x 60” TV style monitors with wall mount brackets.
4.2.1.4. Cabling and fixings to connect all system components as needed.
4.2.1.5. Contractor will install any Government Equipment using required heavy-duty fixings connecting to the existing 240v power supply. Cable containment will be used where required to ensure all cabling is correctly housed.
4.3. Building 645 Control Position Integration.
4.3.1. Integrate new cameras routed from the new control position in Building 438 to Building
645, CCTV Room. This includes the install of any supporting equipment and ensuring all fiber feeds are patched and programmed into the current system and any additional power requirements are met. This includes, but not limited to, providing additional battery power to support a minimum of four (4) hours of operation in the event of a power outage.
5. Access to Government Facilities
5.1. The Government will provide supervised access to the facility for the contractor as required in the performance of the tasks identified in this SOW to include: restroom use, site and building electrical power currently, available, security response, and fire protection. Work will only be done during facility operating hours, unless approved by facility managers in advance.
6. Certifications
6.1. The contractor shall coordinate with the Base CE to ensure the appropriate voltage and current are provided to the new camera locations to support the electrical load and communication, the
Vendor shall provide a base (RAF Mildenhall) Skilled Person Certificate (SPC) for each individual who shall be performing these electrical works. The Vendor may already have the proper SPC(s) if the individuals have performed electrical work on RAF Mildenhall before. In addition to the SPC, all individuals performing the electrical work need to be British Accredited.
6.1.1. For contractors who do not hold the required SPC(s) the Vendor shall provide the following certificates and trainings:
City and Guilds 2391 and 17 Edition etc.
JIB Card
Current First aid Certificate
Current Fire Training certificate
Once the Vendor has provided the above requirements, Authorized Person(s) from
Interserve will give the electrician requiring a SPC a short written test and an Interview.
7. General Information
7.1. Working Hours and Holidays
7.1.1. Business Hours: Normal Base Operating Hours. The facilities’ normal business hours of operation are 0800-1630. The contractor may find it necessary to deviate from the normal hours of operation, to ensure timely completion of the requirement stated in this Statement of Work (SOW) at no additional cost to the Government.
7.1.2. Recognized Holidays: The contractor is not required to provide services on UK Holidays.
National Holidays subsequently declared by Her Majesty’s Government shall likewise be considered official holidays for the purpose of this provision. The relevant recognized holidays are included in the table below:

7.2. Quality Assurance
The Government shall periodically inspect the contractor during installation. Any discrepancies discovered shall be reported to the contractor for remedial action. Any remedial action shall be carried out prior to completion of installation, or earlier depending on the nature of the discrepancy.
The Government’s representative shall have the final decision on the acceptance of work carried out.
Job is considered finished after a walk through has been accomplished with the assigned point of contact list in section “1.3 Building and Specific Requirement Information” and a representative from the Civil Engineering Squadron (CES) to determine any punch list items and those items that have been remedied to the satisfaction of the Director and Civil Engineering.
7.3. Additional Administration
The Vendor may be required to acquire approvals and/or conduct additional coordination with the
Defence Infrastructure Organisation (DIO) at no additional cost to the U.S. Government.
8. Optional (Contract Line Item Number (CLIN) 1001)
8.1. In addition to the above requirements an additional four (4) column-mounted cameras are required by the exercise of this option CLIN.
8.2. The Vendor shall provide/install two (2) Bosch 30x 2MP 30Hz 640 pixels 50mm fixed lens thermal imager combined with a 30x PTZ day/night video camera or equivalent with all supporting equipment to include media converters and power supplies. NOTE: Thermal cameras of this specification will require export licenses and/or end user certificates from the US
Government.
8.3. The Vendor shall provide/install two (2) Bosch MIC-7502-Z30B starlight 7000i 2M/pixel HDR
30:1 ruggedized PTZ cameras or equivalent with all supporting equipment to include media converters and power supplies.
8.4. The Vendor shall provide/install four (4) galvanized columns with a minimum height of 6 meters to include galvanized mounting bolt frames. Columns will be factory painted to match street furniture. The cabinet base will be lockable and provide protection equal to or greater than
NEMA 4/4X/IP 65/66 rated standards and will house all supporting equipment including the media converters and power supply. The contractor will be responsible for providing power to these locations.
8.5. If required, this option will be exercised in accordance with Federal Acquisition Regulation
(FAR) 52.217-7 – Option for Increased Quantity – Separately Priced Line Item.
8.6. Specifications:
8.6.1. Install two (2) Bosch 30x 2MP 30Hz 640 pixels 50mm fixed lens thermal imager combined with a 30x PTZ day/night video camera or equivalent each mounted on their own column.
8.6.1.1. The contractor shall provide/install the columns as well as the bolt frame.
8.6.1.2. One column will be installed outside the fence line of the NMSA area and one adjacent to long term parking.
8.6.1.2.1. The column located outside the fence line of the NMSA area will have an
International Civil Aviation Organization (ICAO) approved red compact fluorescent low intensity obstruction light installed to the top of the column.
Additionally, the column will be painted orange and white conforming to
Federal Standard FED-STD-595.
8.6.1.3. The contractor will carry out the electrical install to include all buried ducting and cabling to column locations.
8.6.2. Install two (2) Bosch MIC-7502-Z30B starlight 7000i 2M/pixel HDR 30:1 ruggedized
PTZ cameras or equivalent each mounted on their own column.
8.6.2.1. The contractor shall provide/install the columns as well as the bolt frame.
8.6.2.2. One column will be installed adjacent to Building 849 and one will be installed adjacent to the PAX terminal parking lot.
8.6.2.3. The contractor will carry out the electrical install to include all buried ducting and cabling to column locations.
