PART 1 - GENERAL PROJECT DESCRIPTION

1. This project is intended to provide a full restoration and modernization of the Ancillary Explosives Facility and the Barricaded Open Storage Modules of Morón AB (MAB), Spain. Two types of work, repair and new construction works, shall be performed under this project to provide adequate facilities in order to properly support and maneuver the installation’s full complement of munitions for future operations.

2. The Ancillary Explosives Facility is connected to the Munitions Storage Area (MSA), which is located at the northeast area of the base, close to Guadaíra River. The Ancillary Explosives Facility is located at the east side of the MSA, between the MSA and Guadaíra River.

3. The Barricaded Open Storage Modules is within the fenced area of the MSA and is located at the west side of the MSA.

4. The Ancillary Explosives Facility was constructed with the original base construction in the late 1950s. No improvement projects have been carried out during the last 25 years at least. Age deterioration has impaired the existing infrastructure (i.e., culverts at the Access Road, earth berm, road pavement and pad pavement).

5. The Barricaded Open Storage Modules was constructed 1991. No improvement projects have been carried out since then. Age deterioration has impaired the existing infrastructure (i.e., culverts at the road, earth berms, road pavement and pad pavement).

6. The existing Ancillary Explosives Facility consists in a Munitions Assembly Conveyor (MAC) pad, which facility number is 1055, a berm, facility no. 1055, and an Access Road, facility no. 2006, starting at the MSA road and ending at the MAC pad, including the ingress and egress driveways of the pad.

7. The existing Barricaded Open Storage Modules, which facility number is 1050, consist in two rows of 7-cell of open storage areas, a road, earth berms and two lightning protection systems (LPS), one per row of Barricades Storage Modules. The road connects both rows of 7-cell of open storage areas and the MSA Service Road. The earth berms are located at the south, east and west sides of each open storage areas and at the north side of the northern row of 7-cell of open storage areas. Each LPS consists in a catenary system with galvanized steel masts located in the top of the berms separating each consecutive Barricaded Storage Modules (BSMs) cell, supporting overhead copper wires, and a grounding loop enclosing each row of BSMs and exothermically welded to the masts of the catenary system. There are grounding wells at each BSM cell to ground metallic magazines to be stored, and a couple more of grounding pits with test bars for maintenance purposes.

8. Other facility affected by the works is the drainage, which facility number is 2031.

9. The existing MAC pad, which dimensions are 61 m x 61 m, is a gravel pavement.

10. The existing MAC Access Road, which dimensions are 274 m x 4 m approximately, is a gravel pavement.

11. The existing open storage areas of the Barricaded Open Storage Modules, which dimensions are 12.2 m x 15.2 m approximately, are gravel pavement.

12. The existing road of the Barricaded Open Storage Modules, which dimensions are 683 m x 7.84 m approximately, is a gravel pavement.

13. The existing berms are earth berms without any surface protection.

14. The new Ancillary Explosives Facility shall consist in a MAC pad, facility number 1055, a berm, facility no. 1055, Access Road, facility no. 2006, a perimeter fence, facility no. 7015, and exterior lighting, facility no. 3005.

15. The new Barricaded Open Storage Module, facility number 1050, shall consist in two rows of 7-cell of open storage areas, a road, earth berms and two lightning protection systems (LPS).

16. The new construction works consist of the expansion of the MAC pavements (pad and Access Road), the construction of the new required MAC facilities (berm, fence, exterior lighting) and the landscaping of the new MAC berm.

17. The repair works consist of the improvement of the existing pavements (MAC pad, MAC Access Road, Barricaded Open Storage Modules road and open storage areas), the berms of the Barricaded Open Storage Modules, the drainage and signs at the MAC and Barricaded Open Storage Modules areas. The repair works include the removal of the existing MAC earth berm and a section of the MSA perimeter fence and the landscaping of the improved berms of the Barricaded Open Storage Modules and the ground area after the demolition of the MAC earth berm.

PART 2 - PROJECT OBJECTIVES

1. Provide a complete and fully operational facility/es for the base needs in compliance with all applicable US, Spanish and NATO codes.

2. Provide an installation that incorporate maintainability and sustainable design principles.

3. Energy efficiency shall be incorporated into the design principles.

4. Provide a completed project with coordinated systems (structural, mechanical, civil and other applicable disciplines, if required).

5. Provide a complete project considering the ecological, physical and visual features of the site.

6. Project shall incorporate all necessary safety precautions in accordance with applicable safety standards.

7. Include proper training Government personnel in the Operation and Maintenance (O&M) of new equipment installed, and provide fully developed O&M packages.

8. Low maintenance and non-use of hazardous substances are of primary importance.

PART 3 - SCOPE

1. GENERAL: The work covered by this Statement of Work (SOW) consists in the design and build of the project, performing all necessary travels and furnishing all professional services, facilities, labor, equipment, materials, plants, transportation, specifications, detailed drawings and cost estimates that enable the Contractor to construct a complete and usable facility under a firm fixed price contract. The Contractor shall investigate site conditions, perform topographic surveys (geographic information system) at each facility and utilize manufacturer’s standard installation plans, specifications and drawings to the maximum extent feasible in developing the final design documentation necessary for obtaining Government approval. Any design change suggested by the Contractor to the SOW requires the approval of the Contracting Officer before its acceptance is given. The Contractor shall be responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris controllers during the work hours.

2. WORK DESCRIPTION: The construction works consist of, but are not limited to, the items indicated below, including the testing to be performed by independent laboratories for quality control. All items do not limit or reduce the Contractor’s responsibility to design and build all works as required by the project in order to provide a complete, operational and low-maintenance facility.

2.1. Facility #1050, Barricaded Open Storage Modules (two 7-cell, road and berms)

2.1.1. Civil Works

1. Remove the traffic signs from the 2 rows of 7-cell (repair work).

2. Remove the traffic signs from the road (repair work).

3. Remove the safety and munitions information signs from the 2 rows of 7-cell (repair work).

5. Repair the existing 274 m x 4 m, approximately, road replacing the gravel pavement with asphalt pavement (repair work), including the installation of prefabricated concrete drain channel curb.

6. Repair the existing 12.2 m x 15.2 m, approximately, open storage areas of the 2 rows of 7-cell replacing the gravel pavement with concrete pavement, SOW 7 of 77 including the installation of prefabricated concrete drain channel curb (repair work).

7. Install prefabricated concrete drain channel curb along the road sides (repair work).

8. Install prefabricated concrete drain channel curb along the sides of the two rows of 7-cell (repair work).

9. Install the traffic signs from the 2 rows of 7-cell (repair work).

10. Install the traffic signs from the road (repair work).

11. Install the safety and munitions information signs from the 2 rows of 7-cell (repair work).

12. Install the safety and munitions information signs from the road (repair work).

13. Paint the markings on the road (repair work).

14. Paint the markings on the two rows of 7-cell (repair work).

15. Repair and regrade the berms along the two rows of 7-cell and the berm located at the north of the northern 7-cell row, including the surface protection against the rodents (repair work).

16. Landscaping of the surface of the repaired and regraded berms (repair work).

2.2. Facility 1055, Munitions Assembly Conveyor (MAC) Pad

2.2.1. Civil Works

1. Repair the existing 61 m x 61 m MAC pad replacing the gravel pavement with concrete pavement (repair works).

2. Expand the existing 61 m x 61 m MAC pad until 76.2 m x 76.2 m with concrete pavement (new construction works).

3. Demolish the existing berm located at the south side of the MAC pad, including the concertina wire (repair works).

4. Construct a new berm located at the north and northwest side of the MAC pad, including the surface protection against the rodents (new construction works).

5. Paint the markings on the pavement (repair works).

6. Install the traffic signs (repair works).

7. Install the safety and munitions signs (repair works).

8. Landscaping of the ground area after the demolition of the existing berm (repair works).

9. Landscaping of the surface of the new berm (new construction works).

2.2.2. Electrical Works

1. Provide new lightning protection system (LPS) to protect the MAC pad area.

2.3. Facility 2006, Munitions Assembly Conveyor (MAC) Access Road

2.3.1. Civil Works

1. Repair the existing 274 m x 4 m, approximately, Access Road replacing the gravel pavement with asphalt pavement (repair works).

2. Expand the existing 274 m x 4 m Access Road until 6 m minimum wide, plus 0.50 m minimum wide shoulder and 0.50 m minimum wide side slope, with asphalt pavement (new construction works).

3. Remove the traffic signs (repair works).

4. Remove the safety and munitions signs (repair works).

5. Paint the markings on the pavement (repair works).

6. Install the traffic signs (repair works).

7. Install the safety and munitions signs (repair works).

2.4. Facility 2031, Storm Drainage Disposal

2.4.1. Civil Works

1. Replace the existing culverts with new culverts having reinforced concrete headwall and wingwalls (repair works).

2. Provide drainage at the area enclosed by the new fence, including the construction of ditches, swales, trench drains, catch basins, manholes/handholes, culverts and concrete rip-rap (repair works).

2.5. Facility 7015, Interior Fence

2.5.1. Civil Works

1. Install a new fence, including vehicle denial cable, enclosing the Access Road, the MAC pad and the berm (new construction works).

2. Remove the section of the MSA perimeter fence located between both ends of the new fence (repair works).

2.6. Facility 3005, Exterior Lighting

2.6.1. Electrical Works

1. Modifications to existing electrical installation for new installation works below.

2. Provide new floodlight system for the MAC pad to perform works.

3. Provide new security lighting for new interior fence enclosing MAC pad, access road and berm.

2.7. Miscellaneous

1. Testing and Commissioning.

2. Delivery of As-built drawings.

3. Delivery of Spatial Data.

3. SITE AVAILABILITY:

3.1. The Contractor shall coordinate with the Contracting Officer or authorized representative for site visits with a minimum of ten (10) working days in advance. The attendance to the site visit prior to the design phase commencement is mandatory.

3.2. The Contractor is responsible to investigate the site as needed to complete the project.

The Contractor shall follow all instructions to comply with the base access requirements and restrictions on the MSA area.

4. PROJECT PHASING: The Contractor shall plan and execute all works in strict adherence to phase completion requirements provided by the Government below. The two general phases of the project shall be the Design Phase and the Construction Phase. A notice to proceed (DNTP) for the design phase and, when the design phase is accepted as completed, a notice to proceed (CNTP) for the construction phase will be issued. The construction phase shall consider the phasing plan required to perform works with minimum interferences to Base operations and security, including a Construction Phasing Plan, if required. The estimated project phases (not to exceed days) will be as follows:

Construction Notice To Proceed Construction Performance Period CNTP + 210 calendar days.

4.1. The total performance period proposed for this project, 470 calendar days, including the design, the preconstruction, construction and finish activities and average inclement weather days, is for information purposes only. Contractors should request a CNTP from the Contracting Officer when preparing to mobilize for construction, the CNTP can be requested before design has been finalized. The Contractor shall provide his proposed performance period with his response to this scope of work showing the same breakdown items shown above.

4.2. The Government design review continues through the 100% design to provide direction, as pertaining, to the quality and content of the documents.

PART 4 - DESIGN REQUIREMENTS

1. PROJECT DESIGN:

1.1. The project design shall be performed by a certified A-E firm hired for this project by the Contractor, regularly engaged in projects of similar size and type, whose design meets Spanish, US and NATO regulations. The A-E shall provide a comprehensive description of the project to be designed under this contract. The description of the project shall be prepared in sufficient detail to clearly describe all functional requirements and minimize design changes. During the progress of the work, the A-E may expect minor changes in criteria within the general scope of the project and shall make necessary adjustments accordingly. The 35% design submission is intended to clarify and establish specific requirements of project.

1.2. The project submitted by the A-E Firm shall represent the best engineering solution possible providing a complete and usable installation. All work must be in accordance with current criteria, guides and specifications established by the Spanish, US and NATO regulations.

2. ENVIRONMENTAL CRITERIA: The Integrated Natural Resources Management Plan for Morón Air Base and the Final Governing Standards (FGS) for Spain shall be followed to assure final design meets all environmental requirements.

3. SERVICES. The services to be performed and project documents to be provided to the Government shall include the following:

1. Design analysis.

2. Technical specifications.

3. Drawings.

4. Cost estimates.

5. Design conferences, site inspections and investigations (to include minutes of all meetings).

4. KICK-OFF MEETING: Before beginning the design and within 30 days of contract award, the Contractor shall review the current criteria, guides and specifications, make a thorough study of conditions at the site and the requirements of the project. A kick-off meeting shall be held by the Contractor with the members of the Base and Government representatives to clarify the functional requirements to be met and the scope of work. Any conflict shall be brought to the attention of the Contracting Officer. The expected outcomes of this meeting are:

1. Integrate the Contractor and all Base and Government representatives into the project team.

2. Achieve consensus from the project team on any issues and concerns with the Contractor's technical proposal and the User's functional requirements.

Confirm the design is within the project budget.

3. Establish and explain policies and procedures for completion of a successful project.

4. Establish clear lines of communication and points of contact for Government and Contractor team members.

5. Establish project design schedule, design submittal packaging, and preliminary construction schedule including the main activities related to the construction of this project foreseen at this stage.

6. Discuss design milestones and events.

7. Establish clear expectations and schedules for facility turnover, providing asset management records, O & M submittals, and training of Government maintenance personnel.

8. Establish procedure for design packages reviews, Contractor's resolution to comments, and Government's role in review of packages.

5. DELIVERABLES: The submission requirements at the different design review milestones shall be as indicated below.

5.1. First Submittal: This submission to the Contracting Officer or authorized representative shall be at approximately the 35 percent stage of completion (see requirements in table below). The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections from the 35% review package to be incorporated in the subsequent submission.

5.2. Second Submittal: This submission to the Contracting Officer or authorized representative shall be at approximately the 65 percent stage of completion. The documents in the table below shall be provided as deemed necessary to convey the design intention in a construction contract. Likewise, comments and corrections shall be provided, after revising the package, to be included in the third submission.

5.3. Third Submittal (Pre-Final). This submission (95 percent) shall be essentially complete from A-E viewpoint and shall include information in sufficient detail of all phases of the work to provide a complete technical submittal. The intent of this submission is to prevent premature time-consuming reviews of incomplete drawings and specifications. All submittal data, including plans and specifications, shall be date stamped with the date of submittal. An incomplete submittal shall not be accepted. Engineering calculations shall be legible, neatly arranged, bound and indexed.

The A-E's name and the project title shall be shown, as well as Contractor’s name. Design data shall be clearly stated, and where unconventional design methods or formulas are employed, reference sources shall be cited. Specifications for the third submission (95%) shall be complete, with all elements thoroughly checked and coordinated with the drawings and with sufficient detailed information to permit accurate construction of the project. The third submission shall incorporate all comments of the previous submission. Particular emphasis shall be placed on coordination of the different disciplines where parts of the design are subcontracted. The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections to be included in the final submission following the review of the third submittal.

5.4. Final Submittal Project Design. The final submission (100%) shall incorporate the corrections and clarifications noted on the third submission or an explanation provided for not doing so.

5.6. Appropriate Signatures. Each final drawing shall be signed by the Designer of Record (DOR). The project shall be validated by the organizations of Morón Air Base involved on the project with a signature on the cover sheet. To expedite this process the A-E shall send the original drawing of the cover sheet on polyester with the third submission and it shall be returned to the A-E prior to the final submission with the required signatures.

5.7. Project Drawings Final Submission. Project drawings shall be final and complete with all elements thoroughly checked and coordinated. All elements of the work shall be properly coordinated to insure that there are no conflicts between all portions of the work. Particular emphasis shall be placed on this coordination when certain elements of the design are performed under sub-contract to the A-E contract. Drawings shall be prepared in order to avoid errors, omissions, inadequacies or conflicts with the specifications. Applicable parts of the following design data shall be shown on the drawings.

5.8. Format for Drawings:

5.8.1. AUTOCAD Requirements: All designs shall be accomplished in AUTOCAD 2015 or higher and shall be submitted on CD ROM and in one set of Mylar reproducible.

5.8.2. Size of Drawings: The A-E shall use drawing size DIN A-1 841 mm x 594 mm in all cases unless specifically directed to use another size.

5.8.3. Lettering and Shading: The minimum size lettering on all project drawings shall be

2.5 mm high. Make minimum gap between lines equal to one-half the letter height. Shading is not acceptable.

5.8.4. Scales: Locate it directly under the title of each plan, elevation, section and detail and shall be an indication of the scale of the object drawn (example: SCALE 1:100) on the metric system unless otherwise approved. In addition to the conventional scales, and directly to the left of the title block, shall be a series of graphic scales, which shall include every scale used on the sheet. Scales shall be placed in sequence according to size with the smallest uppermost. If it is not sufficient to place all scales on one sheet, each sheet must be treated independently, as the drawings used usually are reduced in size and not always at scaled. For these reasons, it is imperative that graphic scales be shown.

5.8.5. Title Blocks: Sample of title block is available at Morón Air Base, Bldg. 202, Design Section.

5.8.6. Arrangement of Drawings: Drawings shall be arranged and comply with the A/E/C CAD Standard – Release 5.0, prepared by the CAD/BIN Technology Center.

5.8.7. Register number: All drawing sheet shall be incorporated in its title box the register number record provided by Morón Air Base Civil Engineering specific for each project.

5.8.8. Drawing Orientation: The orientation of drawings shall be arranged with North toward the top (or left edge, if better suited) of the plotted sheet and perpendicular to the sheet borderline. On individual sheets, if the shape of the area dictates, the North symbol can be oriented between these directions to accommodate the site. For example, on drawings having excessive longitudinal but limited lateral dimensions, such as those for roads and railroads, the North symbol can be oriented obliquely to make the best use of available space. All drawings of the same discipline shall be consistent in orientation in so far as practicable.

5.8.9. GIS Master Plan: Coordinate with Geobase office for requirements on GIS drawings and obtaining initial site plans for GIS survey.

5.9. Requirements for Project Specifications:

5.9.1. Project Specifications Preparation. The project specifications form a part of the

Project specifications shall be as brief as possible, definite, and free of ambiguities and omissions, which might result in controversies and subcontractors' claims for additional compensation. For construction projects, which involve interruptions of existing facilities operations or major utility usage, it is the Contractor's responsibility to discuss the required outages and interruptions with the Contracting Officer or authorized representative and operations personnel to establish a construction schedule for these interruptions in the contract specifications. In order to provide conformity in reproduction of specifications, it is requested that all sketches, which are to be bound as a page in the specifications, be drawn on a sheet of A4 page size with 1.25 mm margin on all sides.

5.9.2. Standard Specifications. The guideline for the specifications shall the Unified Facilities Guide Specifications (UFGS). Maximum use shall be made of standard specifications, materials and methods of construction available in Spain (for example, UNE, CÓDIGO TÉCNICO DE LA EDIFICACIÓN, PLIEGOS DE CONDICIONES DEL MOPU, among others). Federal and Military Specifications and other standards such as ASTM, ASME, AASHO shall not be used if the products or the methods described are not available in Spain or are not common practice in the local construction industry, unless there is a requirement for use of such product or method (ie; U.S.

standard electrical devices). In general, the materials shall meet all necessary requirements and be specified briefly in the project specifications.

5.9.3. Spanish Translation of Specifications: It is a requirement to submit a Spanish translation of project specifications. Project drawings shall contain both the English and Spanish versions.

5.10. Cost Estimate Requirements: It shall provide a detailed breakdown of all items required for the construction project based on this design. The Construction Cost Estimate Breakdown shall be developed, at least, in accordance with the divisions of the UFGS, and marked "For Official Use Only". Cost estimates shall be prepared separately for each funding source category. Summary sheets of not more than 4 pages shall be provided.

5.11. Correspondence: The Contractor shall forward all correspondence pertaining to this contract to the Morón Air Base Contracting Officer or authorized representative including submittal packages, minutes of meeting and all pertinent documents. The only exception to this requirement is the 100% submittal, which shall be delivered directly to Civil Engineering of Moron Air Base.

5.12. Minutes. The Contractor is responsible for recording, typing, and preparing the meeting minutes of all pre-design and design review conferences for their distribution.

6. COORDINATION The Contracting Officer or authorized representative, in coordination with his technical representative, shall establish liaison between the Contractor and all U.S. Government agencies for general and detailed technical information necessary to completing the terms of the contract. The Contracting Officer or authorized representative, in conjunction with the

SOW 19 of 77 technical representative, shall assist the Contractor to gain access to Base and facilities necessary to complete the terms of the contract.

7. MATERIALS TO BE MADE AVAILABLE BY THE GOVERNMENT PRIOR TO

DESIGN START: The Government shall provide access to the Contractor to the following materials prior to design start:

1. Existing record drawings.

2. Government publications and criteria shall be available for review, during normal duty hours, at the Base Civil Engineering Office, Bldg 202, of Moron Air Base, Spain.

3. One copy of the facility as-built drawings necessary for design.

4. Project, project register number, title block and drawing frame to be used for final contract drawings in AutoCAD 2015 file.

5. Key Map of Spain, Vicinity Plan, Base Map, Reference Key, logos, drawing schedule table and project coordination table for the cover sheet in AutoCAD .2015 file.

6. AutoCAD seed files, color table, font resource files used for the creation of AutoCAD design files.

7. A sample of Cover Sheet and Second Sheet. These samples are to be strictly adhered to when formatting the cover and second sheets for each project. The Contractor shall be required to edit the list of abbreviations.

8. Vicinity, Location and Base information for the project location in ESRI (Environmental Systems Research Institute) Geodatabase, as well as reference control points in UTM WGS84 coordinates system.

9. Submittal Sheet for project design packages.

10. Standard specification cover sheet.

11. Files of existing site and facilities' plans, details and utility plan files shall be made available to the Contractor. The Contractor shall research the files of all applicable drawings and generate a list of any document that is deemed necessary. The Government shall provide copies of the drawings within 72 working hours of the Contractor's request. All provided drawings in either hard copy or digital drawing file

SOW 20 of 77 formats are record drawings and not as-built drawings. Air Force record drawings are from past construction projects that may not reflect the true as-built condition. The Air Force shall provide one full size copy of each drawing required. Any additional copies of any one particular drawing shall be at a reduced scale, normally half size.

PART 5 - PERFORMANCE TECHNICAL SPECIFICATIONS

1. CIVIL WORKS

1.1. The existing pavements of the MAC pad and road and the Barricaded Open Storage Modules, including its road, are gravel.

1.2. The pavement of the existing and expanded MAC pad shall be concrete. The final dimensions of the MAC pad shall be 76.2 m x 76.2 m. The width of each side slope/pavement berm of the pad shall be 1.00 m minimum. The subgrade of the pavement shall be E3 category in accordance with the Spanish "Norma 6.1-IC, Secciones de Firme". The daily average intensity of heavy traffic on the pavement shall be 8-10 (T41 category in accordance with the Spanish "Norma 6.1-IC, Secciones de Firme"). The expected vehicles running on the pavement shall be 50K forklifts, tractor/trailer combination, 40 ft trailers and 40 ft length fire trucks. The traffic characteristic data would be approximately length 60 ft, width 96 in, maximum load weight 40,000 lbs and gross vehicle weight 53,400 lbs.

1.3. The pavement of the existing and expanded MAC Access Road shall be asphalt. The Access Road shall have 1 traffic lane. The width of the lane shall be 4.00 m, the width of each shoulder shall be 1.00 m and the width of each side slope/pavement berm of the road shall be 1.00 m minimum.

The subgrade of the pavement shall be E3 category in accordance with the Spanish "Norma 6.1-IC, Secciones de Firme". The daily average intensity of heavy traffic on the pavement shall be 8-10 (T41 category in accordance with the Spanish "Norma 6.1-IC, Secciones de Firme"). The expected vehicles running on the pavement shall be 50K forklifts, tractor/trailer combination, 40 ft trailers and 40 ft length fire trucks. The traffic characteristic data would be approximately length 60 ft, width 96 in, maximum load weight 40,000 lbs and gross vehicle weight 53,400 lbs.

1.4. The pavement of the existing Barricaded Open Storage Modules (facility no. 1050) shall be concrete. The subgrade of the pavement shall be E3 category in accordance with the Spanish "Norma 6.1-IC, Secciones de Firme". The daily average intensity of heavy traffic on the pavement shall be 8-10 (T41 category in accordance with the Spanish "Norma 6.1-IC, Secciones de Firme").

1.5. The pavement of the existing road of the Barricaded Open Storage Modules (facility

no. 1050) shall be asphalt. The subgrade of the pavement shall be E3 category in accordance with the Spanish "Norma 6.1-IC, Secciones de Firme". The daily average intensity of heavy traffic on the pavement shall be 8-10 (T41 category in accordance with the Spanish "Norma 6.1-IC, Secciones de Firme"). The expected vehicles running on the pavement shall be 50K forklifts, tractor/trailer combination, 40 ft trailers and 40 ft length fire trucks. The traffic characteristic data would be

1.6. The markings shall comply with the Spanish "Norma 8.2-IC, Marcas Viales" and "PG- 3, Pliego de Prescripciones Técnicas Generales para Obras de Carreteras y Puentes". The markings shall be type P (permanent), type II RR (marking designated specifically for keeping the retroreflection on dry, wet and rain conditions) and durability class P6 or P7. The paint shall be acrylic water-base. The markings shall be painted 30 calendar days at least after the last paving day.

1.7. The traffic signs shall comply with the Spanish "Norma 8.1-IC, Señalización Vertical", "Norma 8.3-IC, Señalización de Obra" and "PG-3, Pliego de Prescripciones Técnicas Generales para Obras de Carreteras y Puentes". The retroreflection type of the signs shall be RA3-

ZC.

1.8. The information signs related to safety and munitions shall comply with the Air Force Manual (AFMAN) 91-201, Explosives Safety Standards, and the Allied Ammunition Storage and Transport Publication (AASTP) 1, North Atlantic Treaty Organization (NATO) Guidelines for the Storage of Military Ammunition and Explosives.

1.9. The new berm of the MAC pad (facility no. 1055) shall be an earth berm type and shall be located along the north and northwest side of the new MAC pad for protection of the people and equipment on the pad in case of an explosive mishap in the MSA. The surface of the earth berm shall be protected against the rodents. The berm shall comply with Section 6E of Chapter 6 of the AFMAN 91-201 and Section 2.3.3 of Chapter 3 of Part II of the AASTP-1. The expected containers to be placed on the MAC pad shall be standard ISO containers, which dimensions are 2.50 m wide,

2.50 m height and 6.1 or 12.2 m long.

1.10. The berms of the Barricaded Open Storage Modules (facility no. 1050) shall be an earth berm type. The surface of the earth berm shall be protected against the rodents. The berms shall comply with AFMAN 91-201 and AASTP-1. The expected containers to be placed on the Barricaded Open Storage Modules shall be standard ISO containers, which dimensions are 2.50 m wide, 2.50 m height and 6.1 or 12.2 m long.

1.11. The earth berm surfaces shall be landscaped. The landscaping shall consist in the sowing of grass (40 g/m2 of Lolium Multiflorum Lam., Westerwold type, Quickston variety and 10 g/m2 of Pennisetum Clandestinum, Whittet variety) and the application of fertilizer (4 g/m2 of granular fertilizer 11-48-0, nitrogen, phosphorus and potassium respectively), including the watering and the grass cut for three months. The height of the grass shall be kept between 26 and 35 cm. The landscaping shall be maintained during three months.

1.12. The drainage of the MAC area enclosed by the new fence and the drainage of the Barricaded Open Storage Modules area shall comply with the Spanish "Norma 5.2-IC, Drenaje

Superficial" and rainwater shall be discharge to existing ditches or Guadaíra River, if required.

Provide the adequate drainage at these areas, including the construction of ditches, swales, trench drains, catch basins, manholes/handholes, culverts and concrete rip-rap.

1.13. The new fence to be installed enclosing the MAC pad, berm and Access Road shall be joined to the MSA perimeter fence. The fence shall comply with the Unified Facilities Criteria (UFC) 4-020-01, UFC 4-022-02 and UFC 4-022-03. The new fence, including vehicle denial cable, shall be of the same type as the MSA perimeter fence being designed or installed. The materials and execution of the new fence shall be in accordance with the requirements indicated on UFGS 32 31 13 Chain Link Fences and Gates, UFGS 32 31 13.53, High-Security Chain Link Fences and Gates, UFGS 34 71 13.16, Vehicle Crash Barriers and UFGS 34 71 13.19, Active Vehicle Barriers.

2. ELECTRICAL WORKS

2.1. General system description

2.1.1. This project requires the construction of a new lightning protection system (LPS) to protect the MAC pad area in order to safely perform operations, a new security fence lighting for all the new fence installed to expand the MSA, and new floodlighting for loading/handling activities in the MAC pad. The new systems shall be complete and operational. Lighting shall be connected to the existing system and shall also include provisions for remote control from the control panel that is currently installed in building #1001, and that will be renovated under a separate project. Coordination for this connection shall be made, to the maximum extent feasible as far as the information is available to the Government.

2.1.2. Electrical distribution system in Morón Air Base is 12,47 kV primary, three phase, four wire, 60 Hz, and 208/120 volts secondary, three phase, four wire, unless otherwise indicated.

2.1.3. Existing LPSs in the Barricated Storage Modules shall not be impaired in any way by the repair works of the berms, and shall not be altered, unless the design modifies the site conditions and make it non-compliant, in which case, the Contractor shall re-design and modify it at no cost to the Government. The system shall be kept fully operational after the renovation works and, in case that the Contractor damages any portion of it during the project, it shall be repaired at no cost to the Government. Also, the grounding handholes in each cell shall be maintained and, if the new concrete surface covers the location of them, the Contractor shall remove and re-install the handholes flushed with the finished level.

2.1.4. Provide an electrical system complete in place, tested and approved, as specified throughout this SOW, as needed for a complete, usable and proper installation. System shall consider provisions to prevent electro-magnetic radiation hazards. All equipment shall be installed per the criteria of PTS, applicable codes and manufacturer’s recommendations. Where the word “should” is used in the manufacturer’s recommendations, substitute with the word “shall”.

2.2. Lightning Protection System. Provide a complete and operational LPS for the protection of the whole area of the MAC pad, including the area lighting system for the pad, in compliance with the most restrictive of UNE-EN 62305, NFPA 780 and UFC 3-575-01. Compliance with the 100 foot (30.5m) radius striking distance must be ensured. The A-E shall develop a risk assessment process and document the need and the type of LPS being required for the specific application. Nonconventional systems such as dissipating arrays and those using early streamer emission air terminals will not be used.

2.2.1. Materials: Do not use a combination of materials that forms an electrolytic couple of such nature that corrosion is accelerated in presence of moisture unless moisture is permanently excluded from the junction of such metals. Where unusual conditions exist which would cause corrosion of conductors, provide conductors with protective coatings or oversize conductors. Where mechanical hazard is involved, increase conductor size to compensate for hazard or protect conductors by covering them with molding or tubing made of nonmagnetic material. When metallic conduit or tubing is provided, electrically bond conductor to conduit or tubing at the upper and lower ends by clamp type connectors or welds (including exothermic).

2.2.2. Air Terminals: Provide AISI 316 stainless steel Franklin type terminals in accordance with UL 96 or UNE-EN 62305, Ø 20 mm and 220mm long. Support air terminals more than 600 mm in length by suitable brace, with guides, not less than one-half the height of the terminal.

2.2.3. Conductors: Conductors shall be in accordance with UNE 21186, UNE 50164, UNE 62305, NFPA 780 or UL 96. All wires in this project shall be copper conductors not smaller than 35mm2 (project shall calculate proper size), with 98% minimum conductivity

2.2.4. Ground Rods: Provide ground rods made of copper-clad steel that are not less than 19 mm in diameter and 3.000 mm in length unless otherwise indicated. Ground rods of copper-clad steel shall have a minimum electrolytic copper coating of 250 µm thick.

2.2.5. Grounding and Bonding Connections: All connections, bonds, and splices shall be done by exothermic welds. The exothermic welds shall be listed for the purpose. Molds not previously approved shall not be used.

2.2.6. Grounding Test/Bar Wells Grounding wells for grounding test bars shall be polypropylene (PP) plastic made, composed of handhole and cover. Minimum dimensions shall be 250x250x250 mm. Well and cover shall withstand a load up to 5,000 kg. Cover shall avoid solid objects penetration into pit. Well and cover shall withstand chemical substances, extreme temperatures and solar radiation. UNE-EN 62305, UNE 50164-5 or UNE-EN 62561-5 compliant.

2.2.7. Grounding Bars: Copper or brass made, designed to be affixed inside approved grounding well. Grounding bars shall be suitable for the cable size intended in the project. Bars shall

SOW 25 of 77 comply with UNE 21186 or UNE 50164.

2.2.8. Lightning Strike Counter: Mechanical/electro-mechanical counter of lightning strikes to record number of strikes. Autonomous and robust. Shall be in compliance with UNE 50164 or UNE 62561. Current rating: 1 – 100 kA. Suitable for outdoors installation and for the cable size in project.

2.3. Exterior lighting: Provide two separate exterior lighting systems: a photocell-controlled (plus manual override) security lighting for the perimeter fence and a switched lighting for loading/handling activities in the MAC pad. Both systems shall also be remotely controlled from the control panel to be located in the bldg. #1001 proximity. Lighting levels shall comply with the most restrictive requirements from UFC 4-420-01 and UFC 3-530-01. Minimum illumination levels at the MAC pad shall be higher than minimum OSHA requirements for the type of work to be performed.

2.3.1. Provide LED type lighting fixtures complete with lamps, diffusers, poles, wiring, drives, ductbanks, manholes/handholes and controls. Use type of poles and arms to match the existing lighting fixtures in the perimeter fence lighting. Use LED floodlighting and poles in the perimeter of the MAC pad to provide illumination levels required. Poles shall not be installed within the perimeter of the pad.

2.3.2. Provide an automatic/manual lighting control system that shall be operated either locally or remotely from the nearby of the pad or in the general remote control panel of the MSA.

Lighting control system shall use lighting contactors, time switches, photocell switches, power packs, dimming ballasts and lighting level sensors such that lighting will automatically turn “ON” at dusk and turn “OFF” at dawn. Lights shall also turn “ON” in case of any failure in the system.
