DEPARTMENT OF THE AIR FORCE

86TH AIRLIFT WING (USAFE)

AMENDMENT 0003

RFQ – USMC Vehicle Rental – Reference (FA5575-17-Q-0004)

Requesting Agency: United States Marine Corps

Purchasing Agency: 496th Air Base Squadron, Contracting Flight – 496 ABS/LGC Morón

Air Base, Morón de la Frontera, Spain

I. This is an amendment to correct provision 52.212-2 (Evaluation) and post the answer and questions portion of this requirement.

II. The following changes have occurred:

a. 52.212-2 (Evaluation) is hereby changed from:

(i.) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Price

2. Technical Capability

3. Past Performance

(ii.) Options. Not applicable.

(iii.) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

To:

(i.) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

• Technical Capability

• Past Performance

(ii.) Options: there are two (2) option periods on this contract. Each option will be exercised in accordance with clause 52.217-9 “Option to extend the Term of the Contract.”

(iii.) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

b. Clause 52.217-8 will be added to this requirement in full text:

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to expiration.

c. Clause 52.217-9 will be added to this requirement in full text:

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the

Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 1 year.

III. The following questions were asked in response to this solicitation with the answered identified in red.

Can we deliver all the vehicles 02 May? 01 May is a National Bank Holiday in Spain (also in

EU) and will be very difficult to manage with the transporters. Vehicles will need to be delivered on 1 May or one business day prior to satisfy this requirement.

The vehicles can be MANUAL TRANSMITION? Whichever option is cheapest

• Regarding the (1 units) Cargo Van what is the capacity in m3 you need for this vehicle.

Attached (Third PDF) you will find all our Cargo Van models to be able to give me your feedback and propose the correct model. In your last proposal one of your colleagues ask me for a D4 group. The vehicle needs to be same or equivalent to a Volkswagen Transporter.

• Base period: 01 May 2017 to 30 August 2017. When you will award this Base Period, 01 September 2017 to 31 December 2017. When you will award this option period, 01 January 2018 to 01 May 2018. When you will award this option period? Each option will be awarded in accordance with 52.217-9. Expected award of the base period will occur before 1 May.

• Please could you clarify the payment terms? Can we issue every month an invoice and is the payment on 30 days? Invoices will be made monthly.

• In case of award, is this the correct invoice address? The invoice address will be located on the award document.

• Please could you confirm payments will be in Euros? The contractor will invoice in Euros and the latest conversion rate will be used to convert to USD.

• Does USMC, as it is a normal practice in Europe with car rental, provide a bank guarantee?

No. We will not be providing a bank guarantee.

• We are unable to provide the make and model prior to award due to the numerous changes of vehicles what do you do? Please provide the make and model of the vehicles that you expect to be available upon award. If your fleet contains multiple models that can satisfy this requirement provide the requested information for each vehicle.

• In page 6 of 14, item 8 it says “Mileage”. As the fleet we handle in Spain is about 40.000 vehicles, and about 10.000 in the Andalusian area the mileage of the vehicle destined for this (if awarded) are not known yet. You may find cars with several mileages. Is this something eminent we need to come up with at this stage or may this be given later? Please provide an estimate of the mileage or a Not To Exceed (NTE) for the vehicles in question.
