Strength and Conditioning Specialist Q&A

1. Where is the primary place of performance? RAF Croughton or Alconbury/Molesworth?

The office will be set at RAF Croughton but the support will be for any of the GSUs within the 501 CSW, which includes RAF Alconbury and Molesworth, as well as a few other additional GSUs (for example, Fairford, Welford, Bleinham Crescent, Menwith Hill, Wyton, Waddington, and Stavanger).

2. Is secret clearance required of the contractor?

A secret clearance is required of the employee of the contractor. The employee that fills the position will be embedded with units across the wing and some of those facilities require a secret or top secret clearance.

3. What equipment or facilities are available to the contractor?

All equipment and facilities required for this requirement will be provided.

4. Is this a new requirement? If not, who is the incumbent and what was the contract number?

This is a new requirement.

5. A current passing score on a USAF physical fitness test (AFI 36-2905) at the male/female 30-39 years of age standards within the last year. How do we present this score to the government?

This score needs to be a test done by the contractor for the employee verified by two signatures other than the employee themselves. Once the awardee is selected, the employee will be expected to take an official AF PT test at RAF Croughton within the first 7 days in country.

6. Must the employee of the contractor possess a secret clearance prior to award or may they obtain a secret clearance after award?

The employee of the contractor must possess a current secret clearance at time of proposal and prior to award.

7. Will Human Performance Executive Experience be deemed as acceptable past performance?

The Government will accept Human Performance Executive Experience as Past Performance. However, whether the past performance is acceptable or not will be determined during evaluation in accordance with the Instructions and Evaluation of Offerors set forth in the solicitation.

8. 7.1 The IOSSCS shall be required to travel in support of providing services in other than primary location, in order to attend conferences and training seminars to maintain knowledge and proficiency of current and best commercial practices, as requested. On average, contract personnel travel 16 weeks annually.

Where will the contractor travel? Is the travel throughout England, or Europe or global? To accurately price for travel we must understand approximately how long and where travel will occur.

How long is each occurrence of travel e.g. one week, one month etc.?

Travel may occur to any of the following GSUs: RAF Alconbury, RAF Molesworth, RAF Fairford, RAF Welford, RAF Blenheim Crescent, RAF Menwith-Hill, RAF Digby, RAF Wyton, RAF Waddington, and 426 ABS in Stavanger, Norway. Travel will depend on time needed to embed with unit (approximately 1 week). Training may also occur at RAF Lakenheath for 1-5 days at a time.

9. 7.1.4 The IOSSCS must be able to deploy to various locations with unit for a maximum of 30 days per year.

Where will the contractor deploy? Is the deployment throughout England, or Europe or global? We need to understand approximately how long and where travel will occur to accurately price for travel.

How long is each deployment e.g. one week, one month etc.?

Deployments travel may occur to any of the following GSUs: RAF Alconbury, RAF Molesworth, RAF Fairford, RAF Welford, RAF Blenheim Crescent, RAF Menwith-Hill, RAF Digby, RAF Wyton, RAF Waddington, and 426 ABS in Stavanger, Norway. Travel will depend on time needed to embed with unit (approximately 1 week). Training may also occur at RAF Lakenheath for 1-5 days at a time.

10. 6.1 Government Property. The Government anticipates on-site support for this contract at RAF Croughton. However, travel within the 501st Combat Support Wing will be required. The Government will provide all equipment and materials.

What type of strength and conditioning equipment, if any, can the contractor expect to find at each of the locations they will be supporting?

RAF Croughton, Alconbury, Molesworth, and Fairford have gyms. 501 CSW is also purchasing a mobile Beaverfit gym that will have weight/strength training equipment on it, which can be delivered to any above site or directly to a unit's front door.

11. 2.0 TASK PURPOSE AND OVERALL OBEJECTIVE.

To overall purpose is to enhance the operational effectiveness and human performance of select USAF operational units.

Which select USAF operational units will the contractor support?

Contractor will be available to support all units located on RAF Croughton, RAF Alconbury, RAF Molesworth, RAF Fairford, RAF Welford, RAF Blenheim Crescent, RAF Menwith-Hill, RAF Digby, RAF Wyton, RAF Waddington, and 426 ABS in Stavanger, Norway.

12. Are there currently other strength and conditioning personnel at these bases that are not associated with this contract? If so, will the contractor collaborate with these individuals or are the contractor's duties and mission separate from other strength and conditioning personnel?

There is a CSCS on RAF Lakenheath that will be available for collaboration. This is a new requirement and currently no incumbent.

13. Who will the contractor's supervisor be on-site? Physical therapist? Medical Officer? Rehabilitation Director?

The team lead position is currently being advertised. Supervisor will either be an Aerospace Physiologist, Clinical Psychologist, Clinical Social Worker, or Physical Therapist. The COR will be the Medical Support Flight CC until team lead takes over this role. The Supervisor will be on-site.

14. Is the maximum of 30 days deployment in addition to the 16 weeks of travel?

The 30 day deployment would be in addition to the 16 weeks of travel, if needed.

15. Paragraph 3.4 of the PWS states: On call hours and being flexible, however, how should a contractor account for overtime or other hours if the CLIN / Bid Schedule is monthly?

The Government has amended the pricing schedule to account for a Travel CLIN, Overtime CLIN and deployment CLINs in order to allow for better pricing.

16. Is it possible to know how many FTEs the Government anticipates would be performing the level of service of the contract?

The Government anticipates 1 FTE. The Government has added an option to the pricing schedule for 1 FTE (this is in addition to the 1 FTE originally anticipated).

17. If the contracting agency and customer decide that only 1 company quotes as an individual but the level of effort requires more than 1 person would the Government consider downsizing the requirement to receive some versus no services?

The Government is not in the position to reduce the requirement.

18. If the agency were to hire 0601 series Air Force employees what is the lowest grade considered from the United States?

GS-11

19. Is the contract 1 + a follow on 4 or is it a 5 year solid contract?

This is a 12 month base year with 4 one year options. It is a 5 year contract with options at the end of each year.

20. Is the HPO Strength and Conditioning Specialist expected to give individual, personalized workouts to each and every member of the USAF associated with all 10 bases? Also is the HPO Strength and Conditioning Specialist expected to monitor, correct, and modify said workouts for members of the USAF who might need some modifications due to injury?

CSCS will provide services as requested in support of operational support team embeds. Approximately 10% or less of unit members will ask for an individualized workout plan. The primary focus of the CSCS will be to assess unit culture for focus on fitness in a manner that is beneficial and achievable for all unit members, as well as give guidance on unit physical training plans. CSCS will participate with unit PT to fully understand and experience current unit approach to fitness, and will assess gym/fitness equipment for appropriateness. If desired, CSCS can give guidance due to monitoring individual performance, but priority of focus is on unit health as a whole. If a member needs medical intervention, they will be referred to medical as the CSCS focus will be on prevention and education.

21. What is the ratio of Strength Coach to USAF members? 1 to 5, or 1 to 50 or 100??

In most units, the ratio will be 1 CSCS : 50 members. We have approximately 5 units with 100 members.
