STATEMENT OF WORK

CLOSED CIRCUIT TELEVISION UPGRADE

RAF CROUGHTON

UNITED KINGDOM

1. Scope of work/General Information

The contractor shall provide all management, tools, supplies, equipment, labor, testing, and incidental training of the equipment, personnel, and services required to properly and successfully complete all work in this Statement of Work (SOW). The contractor shall provide a turnkey, non-proprietary closed circuit television (CCTV) system components including maintenance at RAF Croughton, UK. All work shall be performed in accordance with all federal, local laws and regulations, and this SOW.

2. Existing CCTV System

RAF Croughton currently has nine cameras, the video feeds are routed through a digital recorder and to the monitor display at Bldg. 4. The communications cabinet is located in the same building but in a separate room from the monitoring system. The cameras consist of four MIC1-412 Thermal Bosch cameras with wipers, two color static cameras, one PELCO Internal static dome color camera, one PELCO exterior PTZ dome color camera, and one PELCO exterior PTZ color camera which are located throughout the installation. The digital recorder is a Vista 16 way 6TB DVR with 485 data telemetry which is located in Building 4. The workstation PC is a SPWKS/PC which has a dual core i3 processor, 4GB RAM, and dual output graphics card preloaded with iRAS and is located with the digital recorder. The PC monitor is a LCDM17HD which is a professional 17” high contrast CCTV LCD, with HDMI and VGA.

3. CCTV Upgrade Services

a. The contractor shall install 22 cameras at different points identified in the appendix. There are two main types of cameras needed (pan-tilt-zoom & static), in some areas such as locations 1 and 2 the PTZ cameras require infrared illuminators. All new cameras must have infrared lighting feature, 30x optical zoom with a minimum of 720p resolution. The cameras shall be installed in a manner which will provide maximum coverage of the area. The contractor shall be responsible for providing mounting solutions for the cameras.

b. The contractor shall maintain a distance of no less than 10 feet between installed equipment and materials and any nearby facilities or structure. Also, the contractor shall provide mounting solutions for the cameras at each location. In consideration of maximizing the coverage area, the contractor shall determine the ideal height of the pole or mounting solution for the cameras. The pole or mounting solution shall be installed at distances no less than 1.5 times the height of any mast or pole from any facility or structure. If there are inconsistencies between the 10 feet distance versus the 1.5 rule, the latter shall be followed.

c. The contractor shall provide and install all necessary operating system servers and video storage equipment to support archiving and video recording storage. The video recorder must have the appropriate number of channels with a minimum of 48 terabyte capacity to record up to 30 days.

d. The contractor shall provide and install PTZ controls and screen decoders. The contractor shall also provide a Personal computer (PC) to monitor and control all CCTV footage. The contractor shall provide a PC capable of handling the CCTV controls system, software, and all other associated devices. All monitoring and control functions shall be installed at Building 4.

e. After installation is complete, the contractor shall commission and test the system and validate with the government that all installed equipment functions to customer satisfaction. The contractor shall provide training to government personnel on installed equipment operation. The contractor shall also provide drawings on equipment locations, a list of all installed equipment, and any applicable drawings or designs.

5. Warranty

The contractor must provide a 3-year equipment warranty. The contractor shall provide standard commercial warranty on all new and existing equipment; such as the junction boxes and the wiring for the cameras. The contractor shall provide commercial warranty on the installation. The contractor shall also provide a complimentary telephone support number to the government available during normal business hours for the life of the installation at no extra cost. The contractor shall provide documentation showing the different warranty terms on all equipment and installation work performed including expiration dates.

6. Government Furnished Utilities The government shall provide the contractor with all relevant data required, if available, to accomplish development of specific requirements and objectives described in this SOW.

a. The government shall provide access to utilities and electrical power hook-up.

b. The government shall provide access to existing available wiring.

c. The government shall provide access to facilities/areas required to perform work.

7. General Information

a. Hours of Operation. Normal hours of operation are Monday through Friday, 0730 to 1630, excluding federal holidays. The following federal holidays are observed.

b. Security Requirements. The contractor shall comply with all applicable Department of Defense security and safety regulations and procedures during the performance of this contract. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and government personnel work products which are obtained or generated in the performance of this contract. This includes dissemination of protocols and papers not generally available to the public.

c. Installation Passes. A Government representative will coordinate the issuance of required installation passes to contractor personnel. The contractor personnel shall wear an identifiable outer garment i.e.

company uniform or badge which clearly identifies them as a contractor employee at all times. The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the end of each work period, the contractor shall ensure that the place of performance is clean and government facilities, equipment and materials secured.

d. Contractor Qualifications/Certifications. The contractor shall ensure all personnel including subcontractors have all required current and valid professional certifications/licenses for each applicable core component and functional category of CCTV surveillance system. The contractor must provide their approved skills person’s certification or qualification to the government prior to starting work. The contractor personnel shall be certified by appropriate federal and local regulatory agencies to meet certification requirements in CCTV systems.
