Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 501 Combat Support Wing (CSW)/ Regional Contracting Office (RCO)

Section B: Description of the Supplies/Services Required

Under the contemplated contract, the successful offerer will provide the following supplies and services:

a. Motorola MCC 7500 Dispatcher Consoles, Qty 2 each, to include the following:

a.1. Operator Position computer a.2. Voice Processing Module (VPM) a.3. Network equipment & Conventional Channel Interface Equipment

b. Zone Core licenses

c. Logging Playback client, Qty 1 each

d. GCP Site Controller, Qty 1 each

e. Conventional Channel Gateway, Qty 1 each

f. SDM3000 Aux I/O Server, Qty 1 each

g. Installation to include tests to ensure the product meets the requirements

h. Enhanced warranty services, Qty 1 year

Section C: Justification for Soliciting from a Single Source

Motorola Solutions is the current provider of USAFE-AFAFRICA's Enterprise Land Mobile Radio (LMR) network. USAFE- AFAFRICA currently uses Motorola's ASTRO25 products for its infrastructure requirements such as dispatchers and repeaters.

In accordance with Department of Defense Instruction (DoDI) 4650.10 Land Mobile Radio Interoperability and Standardization, all LMR systems shall support interoperability and secure communications with other federal, State, local users. RAF Croughton's dispatch consoles route all voice communications and control information to all users including RAF Fairford. The LMR system configuration is critical to radio network operations and maintenance. The ASTRO25 system supports various LMR capabilities such as Information Assurance (IA), certifications and accreditations, Integrated Voice and Data (IV&D), Over-the-Air-Rekey (OTAR) with centralized key management facility, Over-the Air-Provisioning (OTAP), centralized NICE Voice Log Recording, Network Management, Motorola Gold Elite and MCC7500 integrated console operations. Motorola systems and products are proprietary in nature and require utilization of same brand core components and/or certified third party products to ensure 100 percent interoperability and functionality of the system.

The 501 CSW believes that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirements. Based on the anticipated price for this requirement and associated equipment and anticipating a similar level of required pass-through, factoring in conservative levels of profit and G&A, it is estimated that contracting with an alternative vendor for this product could result in approximately $245,000.00.

Accordingly, Motorola Solutions is the only brand capable of providing the products described above without the US Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.

Section D: Efforts to Obtain Competition

Based on the interoperability issue and critical function of the system, it is not expected that other than a Motorola product will suffice for RAFC requirement. Efforts will be made to contact other potential sources once they have been determined compatible with the existing USAFE-AFAFRICA Enterprise LMR network. The results of the market research report gave insight into the current market conditions of land mobile radios and related equipment. It identified major LMR manufactures and the composition of suppliers in the marketplace. It was found that the majority of suppliers for this product are retailers and wholesalers while manufacturers only compose 1 percent of the market. The report also revealed multiple small businesses who are Motorola partners which can provide the dispatch consoles and related equipment.

Section E: Steps to Preclude Future Single Source Awards

At this time, there are no further actions that 501 CSW can take that would remove or overcome the current barriers to competition.

Until USAFE-AFAFRICA and 422 CES replace the current trunking system or other vendors gain the required service capability, competitive award will not be possible. 501 CSW will continue to monitor the marketplace to look for changes in this industry that may potentially remove barriers to competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
