ADDENDUM TO 52.212-1

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

1) To assure timely and equitable evaluation of offers, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in an offer being ineligible for award. The Government intends to award without discussions but reserves the right to conduct discussions if necessary. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete rationale. Offers must be complete, self-sufficient, and respond directly to the requirements of this solicitation; alternate offers will not be accepted. The response shall consist of two (2) separate parts; Part I - Price and Part II – Technical Offer.

2) The contracting officer has determined there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

3) Specific Instructions:

a) Part I- Price

i. Complete blocks 17a, 17b, 26, 30a, 30b, and 30c of page one on the RFP, SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the RFQ. Enter applicable CAGE code in block 17a, CODE. These sections constitute the model contract.

ii. Insert proposed unit and extended prices for Contract Line Item Numbers (CLINs) 0001AA through 0001AF, 0002AA through 0002AD, and 0003AA through 0003AL in this RFQ. Offerors shall ensure that price entered for each CLIN is exclusive of any costs of other CLINs and pricing is not duplicated to ensure the calculated aggregate of total extended price is the offeror’s lowest price for the entire project.

iii. Complete the necessary fill-ins and certifications in the Clauses Incorporated By Full Text Section.

For this section, the offeror shall submit those pages that require a fill-in, including those with “None” or

“N/A” responses. With the exception of FAR Clause 52.213-3 Offer Representations and Certifications – Commercial Items, if the offeror is registered on http://www.sam.gov/portal \\

iv. Include a letter of authorization for the Contracting Officer to verify offeror’s financial responsibility.

Fill-in Attachment 2 in its entirety and return with the offer.

b) Part II- Technical

i. The contractor shall provide product literature showing the product description, characteristics, and/or product number of the furniture offered.

ii. Offerors who will be submitting “or equal” items must provide documentation e.g. product literature showing how the “or equal” item meets the salient characteristics. The mentioned document needs to be included in the Technical offer and must be submitted along with the quote.

iii. The offeror shall submit a furniture layout drawing for each bowling center showing the required furniture. The offeror may use the provided floor plans or provide their own using the measurements from the floor plans of each bowling center. The layout must show the configuration of all furniture as stated in the salient characteristics document.

c) The Government intends to award a single contract for some or all CLINs. Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

d) Period of acceptance of offers: The offeror agrees to hold prices in its offer firm until 30 September 2017.

(End of Addendum)

ADDENDUM TO 52.212-2

BASIS FOR CONTRACT AWARD

1) The Government intends to award a contract resulting from this solicitation to the responsive, responsible, technically acceptable offer with the lowest evaluated price.

The following factors will be evaluated:

Factor 1: Technical Factor 2: Price

2) The evaluation process shall proceed as follows:

a) Technical evaluation:

i. The Government will evaluate all offers for technical acceptability on an Acceptable/Unacceptable basis.

ii. To be eligible for award, an offeror must have an “Acceptable” rating. Either on the basis of the initial offer, or as a result of discussions, if conducted.

iii. The technical offer will receive a rating of Acceptable/Unacceptable as defined in accordance with DoD Source Selection Guide Procedures, Table C-1, listed below:

Technical Acceptable/Unacceptable Ratings

Rating Description

Acceptable Offer meets the requirements of the solicitation

Unacceptable Offer does not meet the requirements of the solicitation

iv. The technical offer will be evaluated based on the requirements set forth in the Salient Characteristics document.

b) Price evaluation:

i. The government shall rank all technically acceptable offers by price (from lowest to highest total evaluated price). For offer evaluation purposes, contract line item numbers (CLIN) shall be evaluated as follows:

CLIN 0001AA + 0001AB + 0001AC + 0001AD + 0001AE + 0001AF + 0002AA + 0002AB +

0002AC + 0002AD + 0003AA + … + 0003AL= Total Evaluated Price (TEP)

ii. The government intends to award based on the aggregate total of CLINs 0001AA through

0003AL

iii. The lowest aggregate total of all CLINs shall constitute the lowest price offering. Offerors shall ensure that price entered for each CLIN is exclusive of any costs of other CLINs and pricing is not duplicated to ensure the calculated aggregate of total expended price is the offeror’s lowest price for the entire project.

iv. Multiple contracts will not be awarded as a result of this solicitation.

v. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.

The Government reserves the right to award one or no contract at all, depending on the quality of the offers submitted. Failure to offer for any item on the schedule may cause the offer to be rejected as non-responsive.
