About this file

This document contains answers to Requests for Information (RFI) related to a federal solicitation for the construction of multiple Pre-Engineered Buildings (PEBs) at Chabelley Airfield in Djibouti. The key details are:

The solicitation allows for the use of either 40-foot shipping containers or ISO standard PEB living units as the basis of the structure. Three-phase power will be available on-site. No payment or performance bonds are required. Past performance must be within 5 years. The government will issue a partial Notice to Proceed after 60% design approval to allow the contractor to begin work. The contractor can propose an alternative solution using four 20-foot modular containers. Refrigerant R410a should be used for the HVAC units. The contractor is responsible for installing pull strings for communications, but the government will furnish and install the actual cables. Smoke detectors are the only fire alarm system requirement. The contractor must submit a 15% design package with their bid, which can be a conceptual design of the exterior and floor plan. Detailed design analysis and plans are not required until after award.

Construct Multiple PEBs RFIs

1. In the SOW+CADJ MS Word document on Pg 5 of 18, §4.1.2, it requests two 40-ft shipping containers to be used as the basis of the structure. However, in the solicitation Form 1442 on Line 10, in Section B, all Line Items, and Section C, it refers to PEB’s (pre-engineered buildings).

I would like to point out that true ISO IMO shipping containers come with wood flooring that has been permeated with pesticides. It is possible to buy new containers without this subfloor as it is only a matter of cost and time.Furthermore, many container fabricators that are well-known to the US government in SAMs, such as Treyson, Conimec, Opal, etc., fabricate stackable ISO PEB living containers suitable for ocean freight.

Our preference is for later, as when you join the containers along the long side, there is no sagging or requirement for support. Also, PEB ISO units are designed to be connected vertically and horizontally.

Answer: That meets our intent better than true shipping containers.

1. In reference to SDC power in the SOW, Page 9 of 18, §4.5.6.1, §4.5.6.2, and §4.5.6.3 make reference to 120/208V power. We believe from our reading of Air Force Handbook 10-222, Volume 5, Guide to Contingency Electrical Power System Installation, that 3-Phase Power will be available and not a single phase. Please confirm that we have access to 3-phase power.

Answer: That is correct.

1. If PEB ISO Standard Living Units (CHU’s) are approved (Question 1), will the Client consider an alternate structure arrangement that is superior in form and functionality at the same cost?

Answer: Yes, however the dimensions need to match the SOW.

1. Please confirm no payment or performance bonds are required. Box 12 of SF 1442 is checked Not Required, but Box 18 states " "The offeror agrees to furnish any required performance and payment bonds."

Answer: Correct, no payment or performance bonds are required.

1. On page 26 of the RFP under the Clause "(2) PART II - PAST PERFORMANCE", there is a conflict for projects to be submitted whether they must have been completed within 5 or 3 years from the date of the RFP. Can you please clarify.

Answer: Apologies on the conflict, past performance must have been completed within 5 years from the date of the RFP to be considered recent.

1. We are preparing a 15% design package for our bid submission. As per the SOW document, “The Contractor shall submit a 15% design with their bid package. The submittal and all subsequent plans shall be IAW EDRC\ITL TR-19-7 and shall include but are not limited to: site survey, site plan, demolition plan, grading plan, and construction plan. All design submittals shall include a Design Analysis. The Contractor shall provide two (2) sets of design files, one (1) compatible with AutoCAD 2023 and one (1) in Portable Document Format (PDF) format. All materials and documents supplied to the Government shall be the sole property of the Government. Please advise on the following two items:

- No topographic survey or geotechnical report was included with the RFP. Can you please provide this so we can complete our initial design documents and construction cost estimates?

- For design drawings to be submitted in the Technical Approach, please confirm if you would like them in PDF or CADD?

Answer: Submit bid submissions in PDF. Include CAD with the 100% design submission. No topographical data is currently available.

1. Please advise what holidays should be included in our schedule as nothing was provided in the SOW or Solicitation.

Answer: No holidays in particular need to be included, but we ask that your schedule take into account local holidays.

1. The SOW does not mention when the Gov't will issue Construction Notice to Proceed (CNTP). In section 10.9 of SOW: The Contractor shall submit the QCP within seven (7) calendar days after the 90% design phase approval. Can we assume that the CNTP will be issued after approval of 90% design? Would the Government consider issuing Partial Clearance for Construction after 60% design approval?

Answer: Government will issue a partial CNTP following the 60% design approval to allow Contractor to begin working.

1. In Section 4.1.2 of the SOW and in the conceptual drawings, it is specified that the facilities should consist of two 40-foot shipping containers placed side-by-side and connected to form a single facility. Could you please confirm if we can propose an alternative solution using four 20-foot modular containers, offering the same square meterage?

Answer: Yes. Also, please note question 1. This meets our intent better than true shipping containers.

1. There is no reference on the refrigerant gas mentioned in the RFP document provided. We assume that refrigerant gas to be used for the proposed AC unit shall be an ozone friendly refrigerant ( R410a or R32) Please confirm.

Answer: Use R410a.

1. 4.6.2.1. The Contractor shall furnish and install Schedule 80 PVC communication conduits placed in the ground as a depth of 3 feet that enter the facility and run from the facility to the nearest Communications Manhole or Handhole. Please provide a site layout showing existing telecom man hole/Handhole near all PEB location. Also confirm that the KTR scope in telecommunication system exclude the supply and installation of Cat 6 and FO cables.

Answer: That is correct, installation of cable is outside the scope. Pull wires are required to aid in later installation.

1. Please provide specifications for the Interior Doors.

Answer: Use the same specifications listed in 4.3.5 of the SOW.

1. Please provide the locations for the Open PEB, Open with One Office and Two Office PEBs as the same is not depicted in the provided drawings?
