FA5422‐17‐R‐7009 ‐ Small Shelter Systems and Parts

Questions and Answers

Q1. It was not specified in the RFQ so I was wondering if you had specific requirements related to the Power Distribution Unit (i.e. AMP’s required), lightening and flooring?

Answer:

1. Specific requirements related to the Power Distribution Unit (i.e. AMP’s required): 60A input/output (1 of each), plus 4‐6 30A breakers, with an equal number of 30A outlets.

2. Lightening and Electrical: each tent requires two streamer lines with 12 fixtures/12 bulbs/12 3‐ outlet power steamers per line, as well as one distribution box with 4 breakers (3 x 20A, 1 x 30A). We currently use the system standardly provided with Alaska Small Shelters

3. Flooring: Rigid, mobile flooring system, designed to be integrated with the tent and provide at least 4” clearance from the ground.

Q2. I noticed in the RFQ that this effort would possibly be replacing older systems currently in the FOB, if so would you be able to share the older shelter system currently being used? (i.e. HDT or Alaska Shelters?)

Answer: Older systems currently in place: Alaska Small Shelters for the Tents, HDT F100’s for the ECU’s, A combination of HDT, Alaskan and CAMSS for the PDP’s.

Q3. I’m assuming all parts are Alaska and not just the liner?

Answer: Yes, it would be ideal if all parts are Alaskan, as that is what we currently have in use, though as long as they meet the same specs as the Alaskan SSS (size/shape, wind/weight load resistance, Tan color) an or equal item is acceptable.

Q4. Are the fire panels ballistic or just an additional layer of fire retardant material?

Answer: No ballistics rating necessary. Just standard fire retardant panels that commonly come with Small Shelter System kits.

Q5. What size PDP are you looking for?

Answer: PDP's must be 60A input & output (1 of each), plus have 4‐6 30A breakers, with an equal number of 30A outlets.

Q6. What style lighting are you requesting?

Answer: Each tent requires two streamer lines with 12 fixtures/12 single bulbs/12 3‐outlet power steamers per line. Additionally, each tent must have one distribution box with 4 breakers (3 x 20A, 1 x 30A) as part of the electrical system.

Q7. Does the solicitation require offerors to propose installation and/or deinstallation/removal services? If so, please provide details concerning the location of the services, the site conditions, available tools and equipment, and the existing equipment to be de‐installed and removed.

Answer: Installation by not required, just prompt delivery.

Questions Q8 through Q20 pertain to ITEM 0001 of the RFQ.

Q8. What is the minimum wind load required for the shelter?

Answer: 80 MPH sustained winds, 100 MPH gusts

Q9. What is the minimum roof load required for the shelter?

Answer: 20 lbs. per sq. ft. (PSF) snow load. Also 4" rain/hr with 40 MPH wind.

Q10. What type of documentation (independent test reports, engineering calculations) is required to substantiate that the proposed shelter meets the required wind load and roof load?

Answer: The standard documentation that comes with a US Air Force standard Alaskan Small Shelter System is sufficient.

Q11. What are the minimum salient characteristics for the Summer Inner Liner?

Answer: The inner summer liner should fit the tent, and meet all the characteristics of the Alaska EnerLayer or equal.

Q12. What are the minimum salient characteristics for the outer solar shade?

Answer: The solar shade should fit the facility, and meet all the characteristics of the Alaska SolarFly or equal.

Q13. What are the minimum salient characteristics for the fire panels?

Answer: Fire panels should be designed to fit the structure, should go between the inner liner and the main cover of the tent, and should provide egress by preventing/stalling tent combustion in event of an in‐tent fire.

Q14. Are the Power distribution panels external to the shelter, i.e. used to connect the shelter and ECU to a generator, or internal to the shelter for providing power to lights and outlets?

Answer: The Power Distribution Panels must be external to the structure, used to connect the shelter and an ECU to a generator. The internal breakers are described in item '1k/l' below.

Q15. What are the minimum salient characteristics for the rigid flooring kit?

Answer: The floor must provide a rigid, lifted surface to raise the tent off of the ground, they must have a vapor barrier, and must durable and easy to install. (aka, can't just be a pile of plywood and some nails.)

Q16. Do you require windows on the shelter? If so, how many and where located?

Answer: Yes. 4 windows total. Two (2) windows, on each end of the tent.

Q17. Do you require the frames of the Small Shelter System to be anodized or powder coated?

Answer: Powder coated is fine

Q18. What type of lights (LED, fluorescent or incandescent) and quantity are required per shelter?

Answer: Each tent requires two streamer lines with 12 fixtures/12 single incandescent bulbs and 12 3‐outlet power steamers per line (36 outlets total). Additionally, each tent must have one internal distribution box with 4 breakers (3 x 20A, 1 x 30A) as part of the electrical system. 60 Hz.

Q19. How many electrical outlets are required in each shelter?

Answer: 12 3‐outlet power steamers per line (36 outlets total). See answer to Q18 for complete Electrical Details.

Q20. Do you want the shelter systems packed in reusable containers for future deployments or packed in wood crates for one‐time use?

Answer: Reusable, plastic crates.

Questions Q21 through Q24 Pertain to Line item 0002 (ECU) of the RFQ.

Q21. Regarding the Cooling Capacity, at what ambient temperature is the ECU required to produce

60,000 BTU/HR?

Answer: At 130 degrees Fahrenheit

Q22. Does the ECU have to be stackable without the use of wood crates?

Answer: Yes. They must be stackable with no support other than the units themselves.

Q23. Does the ECU need to nest on top of other ECUs with the ability to be locked together during storage or shipment?

Answer: Yes, ECUs must be able to securely nest on top of each other and be able to lock together for storage and shipment.

Q24. What is the minimum number of forklift pockets per ECU?

Answer: 8 forklift pockets, two on each side.

Q24. Is the ECU required to have any of the following features:

a. Hot‐gas, by pass valve

b. Micro channel condenser coil

c. Phase rotation monitor

d. Removable legs

Answer:

a. Yes, needs to have Hot‐gas, by pass valve

b. Yes, needs to have Micro channel condenser coil

c. Yes, needs to have Phase rotation monitor

d. No, removable legs are not required.
