FA5422‐17‐R‐7009 – Small Shelter Systems Questions and Answers #2
1. The standard Alaska Small Shelter comes with (6) 100W incandescent lights. Is it required to provide (12) 100W incandescent lights per each shelter or would you accept (10) 48W LED lights that provide a comparable lighting level and last at least 50,000 hours in lieu of the incandescent lights?
Answer: The 48W LED light fixtures are not acceptable replacements for the 100W incandescent fixtures, as they are too big for individual rooms.
2. The standard Alaska Small Shelter comes with an internal 120V/20A/60Hz power distribution box that has been certified to meet UL1640 with the following features:
a. (1) Light switch
b. (1) 20A cable for incoming power
c. (2) 20A cables, (1) for each of the receptacle lines with (12) 120V outlets per line
d. (1) 20A cable for the lights
e. (2) 20A GFCI breakers
f. (1) 20A circuit breaker
Is this internal power distribution box acceptable to the US Government?
Answer: A 120V/20A/60Hz power distribution box, certified to meet UL1640, is acceptable. Please see more below
a. A single light switch is acceptable
b. (1) 20A cable for incoming power is acceptable
c. 12 outlets is not an acceptable number. We will more than likely use some of these tents for billeting, and for that purpose would need, at minimum (2) lines with (5) drops of (2) outlets (total of 20 outlets) to allow for each of 10 rooms to have a power outlet set.
d. (1) 20A cable for the lights is acceptable
e. (2) 20A GFCI breakers is acceptable
f. (1) 20A circuit breaker is acceptable.
3. In order to provide power to (5) Small Shelters and (5) F-100 ECUs, the external power distribution panel (PDP) must allow for at least 300 amps of incoming power since each F-100 ECU comes with (1) 60 amp power cable and each 2 Alaska Small Shelter comes with (1) 20A power cable. Is it required to provide a PDP with the following minimum salient characteristics:
a. (1) 5-wire CAM input with a 300A 3-phase main breaker
b. (5) 60-amp 3-phase receptacles
c. (5) 20-amp L5-20R receptacles with weatherproof covers
Answer: To provide power to 5 Small Shelters, we require each tent to have a 25 kW PDP with 60A milspec canon plug input and output (feedthrough). Each PDP requires a minimum of (4) 20A circuits and (1) 30A circuit. 3 of the 20A circuits must be twist locks with weatherproof covers, and (1) must be a convenience outlet with standard US straight-blade plug-in. one large PDU is unacceptable as it would require all 5 tents to be used in the same location.
4. In addition to an external power distribution panel, do you require a set of power cables and CAM Feeder sets to connect the 5 shelters and 5 ECUs to the PDP? If so, what are the minimum salient characteristics of the power cables and CAM Feeder sets?
Answer: No CAM Feeder system. We do require however (2) 50' 60A milspec canon plugged cables to connect each 25kW PDP (a total of 10 cables).
5. Please confirm that the “fire panels” required with each shelter are the fire-resistant Alaska EnerLayer panels or equal.
Answer: That is correct. The EnerLayer has to be fire resistant. The fire-resistant layer need not be a separate layer of paneling if EnerLayer is fire resistant

6. What are the minimum salient characteristics of the raised floor system for the Small Shelter System?
Answer: The floor must raise the bottom of the tent to provide no less than 4" and no more than 12" of free space between the bottom of the floor and the ground. The floor must provide a vapor barrier, and must be able to be assembled with minimal manpower and standardly available tools.
7. If the Small Shelter System is raised off the ground, is the ECU required to be raised off the ground at the same level as the shelter?
8. What is the minimum length of warranty required with each shelter?
Answer: Standard commercial warranty length is acceptable.
9. What is the minimum length of warranty required with each ECU?
Answer: Standard commercial warranty length is acceptable.
10. Also, would you consider breaking the CLINs out to the following to avoid confusion on what is required in the quote:
(5) Alaska Small Shelters or equal
(5) Alaska Adjustable Floors or equal
(5) Sets of Alaska EnerLayer panels or equal
(5) Alaska SolarFly or equal
(5) Alaska Large Roto-Mold Containers or equal
(1) Power distribution system for 5 shelters and 5 ECUs
Answer: You may break out CLIN 0001 as follows in your quote if necessary, as long as it meets all the items as mentioned in CLIN 0001.

11. Will Contractor be Tax & Custom Duties exempt for this project?
Answer: Yes, We will need the Airway Bill and a Commercial invoice as soon as possible after shipment of contracted items and the Customs exemption process will be done here by our traffic management office.
12. Could you please provide the exact address of the delivery on site?
Answer: Actual Air freight shipping address is indicated on page one of the RFQ document.
