Q. At what level of corrosion do you think most of the equipment is currently at?
A. Most vehicles are at level 3 or level 4
Q. Would we be required to coat all of the surface rust in the bucket of the front end loader?
A. Yes, the intent is refurbish the vehicles by applying rust inhibiter coatings to decrease corrosion rate.
Q. Do you have a list of the type and color of paint so we can price them with the local vendors?
A. Yes, we can provide a list
Q. What level of corrosion is this trailer?
A. The trailer is a level 3 (pictures available upon request)
Q. What level of corrosion is the truck?
A. The truck is borderline level 4 (pictures available upon request)
Q. What level of disassembly on the truck is expected? Are we expected to take the whole cab off?
A. Yes, remove the cab if necessary to get to the rust on the main frame.
Q. What happens if we are sandblasting the rust and a hole appears in the main load bearing portion of the frame?
A. Stop working and notify the COR any time a major load bearing portion of the assets has major corrosion degradation. All other panels to include cross beam can be repaired or replaced.
Q. Are ancillary parts expected to be replaced?
A. Yes
Q. Is spot painting acceptable or do every piece require a new paint job?
A. Spot painting is acceptable if that’s all it needs but most pieces will require larger fixes with a complete paint job.
Q. Is rust proofing the spray‐on undercoating?
A. Yes
Q. Do you have an undercoat brand preference?
A. No, just a black undercoating to protect the equipment. TO 36‐1‐1‐91 has a list of acceptable brands.
Q. Can you email all the required TOs?
A. Yes
Q. What level would you consider the trailer?
A. Level 4 because the wood on the trailer is rotted and needs to be replaced (pictures available upon request)
Q. Any Chemical Agent Resistant Coating (CARC) paint required?
A. No
Q. Do we need to have licenses through LRS to drive the equipment from the yard to the repair area?
A. Yes, you will need a license and endorsement for every piece of equipment if you decide to drive it instead of towing/trailering it
Q. Does Base Environmental inspect the re‐fueler truck fuel tanks before we are allowed to weld?
A. Usually LRS doesn’t handle the tanks of the fuel trucks and we contract out any item that needs repaired on the tank themselves. Right now, there are no anticipated repairs required for the tanks.
Q. Are we expected to replace rusted/corroded engine parts?
A. No, LRS will service them to get them running before turning them over to you. If the vehicle is in your possession and quits working then we will send a mobile repair team to get it running again.
Q. Do you want undercoating on the driveshaft?
A. Yes, undercoat everything
Q. Is the production plan 15‐17 pieces of equipment a month?
A. Yes but that will vary depending on the equipment size, length of the job and how much space you have at the repair location.
Q. How far in advanced will we be notified of an upcoming repair?
A. We will work with the contractor to develop a schedule
Q. Is all of this equipment used daily or is it WRM?
A. The Okinawa climate is harsh on sitting vehicles so we try to rotate them in to the active fleet to prevent further corrosion.
Q. Can we work with LRS to plan a monthly production schedule to keep work steady?
A. Yes
Q. What is the ceiling price for each task order?
A. The ceiling price on each task order is $1.25M
Q. When you have pitting in the chrome of the cylinders, who is responsible for fixing it?
A. LRS will work with the contractor to make repairs
Q. Is LRS willing to buy parts and then the contractor would install them?
A. No, the contractor is responsible for providing all of the parts
Q. Is LRS doing annual maintenance on the equipment after they are turned back over?
A. Yes, LRS just needs help clearing the current backlog of equipment then LRS will perform future maintenance.
Q. Will the Government deliver the equipment to the repair area so we don’t have to get special licenses through the base?
A. No, LRS doesn’t have enough people licensed in all of the vehicles to do that
Q. How do we get licensed through the base?
A. Ground Transportation provides training and licensing for military members only. American civilians will need to obtain civilian equivalent licensing via their state or residence. Submit proof of licensing to
CONS in order to generate a licensing approval memo for the members to keep with them while operating government vehicles on base.
Q. Is the whole parking lot available to use for repairs of just the back of the lot?
A. The back of the lot is the designated space, the rest of the parking lot will be used for storage by other units
Q. Is the contractor expected to put up a fence for security?
A. Yes
Q. Does LRS have rough dimensions of the designated repair area?
A. No, all we currently have is the square footage in the PWS
Q. Does Base Environmental know we will be painting in this area?
A. Yes, but before they approve it they will need to see the contractor’s proposal plan on how they will contain it.
Q. Is there power on the site?
A. No power provided
Q. Is an oil/water separator on site?
A. The contractor is responsible for providing one
Q. Can we ship parts to the LRS warehouse since we are an American contractor and we don’t have a shipping address?
A. We will need to check on this and give you an answer.
Q. Will the Government approve Letters of Authorization (LOA) in the Synchronized Pre‐deployment
Operational Tracker (SPOT) and designate qualified contractor employees as part of the Civilian
Component (SOFA Article Ib) IAW USFJI 64‐100? Is there a limit to how many contractor employees will be granted SOFA Ib status?
A. Yes, if the contractor that is awarded is not local SOFA status will likely be granted. There is no limit to how many contractors are grated SOFA.
Q. Do subcontractors need to complete Attachment 3 and 4 as well? If so, do their projects count towards the max 5 projects?
A. No, the subcontractors do not need to complete the attachments.
Q. These two paragraphs discuss pricing and representations/certifications instructions; this seems out of place for Past Performance instructions. Can the Government please clarify?
A. This is to address that pricing and certifications from past performances were fair and reasonable and that adequate competition was achieved in past performances.
Q. There are two sections titled Part III; can the Government please clarify the repetition.
A. This was an error from a previously drafted solicitation.
Q. Is the total page limit for Part III 25 pages if all five references are used?
A. The page limit is excluding references
Q. The solicitation states that past performance surveys must be submitted NLT 15 February 2021 which has passed. Additionally, the instructions in Attachment 4 state NLT 14 August 2020 (also past date). Can the Government please update the requirement?
A. this was an error with a previous solicitation that was drafted. We will update this requirement.
Q. Can the Government provide an estimate of how many items require wood flooring replacement?
Are there specifications for the type of wood to be used?
A. Yes, specifications will be provided in the TOs. It typically consist of Apitong or Cedar wood.
Q. Are these manuals available to the general public? If not, will copies be provided?
A. yes, the TO’s will be provided
Q. If using the Government‐provided space, will the contractor be allowed to access the job site outside of these hours when deemed necessary?
A. Yes, the contractors will received have unescorted base access or SOFA status if needed
Q. Approximately how far is the site being offered by the Government from the vehicles at 18th LRS?
A. Contractor was shown location; less than a mile away
Q. Has this location been cleared by Kadena AFB Environmental Affairs for media blasting and painting operations?
A. They will once they have the plans to the work that is b
Q. Exhibit 1 states that the surveillance method for surface preparation, primer application, and topcoat application will be completed by 100% inspection. How long is the contractor expected to wait for
Government QA inspections before continuing? Will the Government have QA personnel on site at all times to reduce delays?
A. The method of surface preparation, primer application and topcoats will be photographed at each step of the process. The government will request the photos when needed. The contractor will Not need to wait for the Government QA to be there in person before moving to the next step in the repair process.
Q: Can the government provide a photo of the 22,500 Square feet plot?

Q: Can the contractor use the base hazardous waste program for all waste generated on Kadena Air
Base?
A: IAW PWS 1.10.4. Contractor will be responsible for all waste generated as results of operations.
Q: “contractor shall conduct minor mechanical repairs, ...” Can you please define what maintenance actions would fall under a minor mechanical repair?
A: Minor mechanical repairs will need to be conducted when the asset is in the contractor’s possession and the vehicle has an issue that will prevent it from moving or conduct the repairs. Some examples will be, jump staring the vehicles, charging batteries, repairing air leak, minor fluid leaks. ect… The contractors need to be able to be self‐sufficient and not just stop work because a battery is flat and the vehicle won’t start. For large complicated problems they can reach out to the COR and coordinate mobile support from our team.
Q: Is there a page limit for the RFQ Package? Only page limit noted is under Part III Past Performance

A: 24 month ordering period plus 6 months
Q: Does the requirement to “submit original” past performance reference along with electronic copy pertain to completely electronic submissions?
A: “A CD‐ROM shall be submitted as well as the original hard‐copy proposals, unless a completely electronic proposal is submitted.”
Q: Is “price for each individual CLIN” based on ability to complete quantities listed under each CLIN over a 2‐yr period or 30 months? (page 1 paragraph 1 states 2 years and goes on to mention government is expected to order during 2 years + 6 months.
A: Yes, 2 years + 6 months for a total of 30 months to complete the orders
“The estimated total quantity the government expects to order during the two years plus six months or
30 months from date of award is outlined in the below Contract Line Items (CLINS)”
