Section B: Description of the Supplies/Services Required

This acquisition is to upgrade and replace existing equipment. This is a Firmed Fixed Price Purchase Order for supplies with installation which will include the brand name system to upgrade the MCC7500 consoles that were manufactured by Motorola. The MCC 7500 console offers dispatchers the capabilities to reach across multiple application through the Joint Japan Land Mobile Radio (J2LMR) interface. This interface allows dispatcher to better coordinate with Incident Commander needs in the field by tapping into different agencies at will. This adds to the Incident Commander's ability to control any major or minor incident he or she may come across.

VESTA 9-1-1 system. The VESTA 9-1-1 is a Joint Interoperability Test Command Certified system that establishes Next Generation (NG9-1-1) call processing. This VESTA 9-1-1 system uses a configurable desktop user interface within the Airbus DS Communications' integrated, geospatial multimedia platform giving emergency dispatchers a more user friendly and versatile workstation. VESTA 9-1-1 also delivers multi-agency support with individual call distribution. With the ability to configure applications, information and work flows for each user based on their role selected at login, VESTA 9-1-1 allows Public Safety Answering Point (PSAP) supervisors and emergency dispatchers to quickly adapt to changing operational requirements and emergency situations.

The requirement is to upgrade followings:

911 POSITION UPGRADE includes three (3) MCC7500 consoles positions at primary.

Section C: Justification for Soliciting from a Single Source or Brand Name

This contract is for the acquisition, integration, installation, and maintenance of three (3) MCC7500 dispatch consoles, three (3) VESTA 911 systems, manufactured by Motorola, and related hardware, software, and installation services.

The equipment must be from Motorola to be interoperable with the existing land mobile radio network on Kadena AB, which uses Motorola equipment and encryption.

Motorola does not share its intellectual property with regard to encryption. The communications must be encrypted to the extent practicable, and no contractor other than Motorola or an authorized supplier of Motorola products can sell the equipment necessary. Ancillary parts may not have any proprietary requirement, but the Air Force's requirement is for a complete system that is interoperable with existing MCC 7500 and VESTA 911 systems at Kadena AB.

Regarding duplication cost not expected to be recovered: using anything other than Motorola equipment would require modification to the Zone Controller, as well as upgrading all sites and consoles that could cost up to $50M. In addition, such modification would cause a significant delay in service, in return affecting mission for military installations throughout Japan. Motorola has been maintaining the J2LMR network at a level that has met or exceeded U.S Government standards since 2008, therefore this acquisition is for a continued performance of a highly specialized service.

If different equipment were to be utilized for any subsystem (MCC / Centracom, VESTA, or NICE), there would be additional cost to the government to support multiple system interfaces. The systems utilize investments in

November 2018 FOR OFFICIAL USE ONLY Page 2 of 3 equipment already made by the government for Land Mobile Radio (LMR), 911, and Logging systems. Other parts / equipment would require replication of the previous investments, additional cost for integrations, additional cost for support, and additional cost to provide for Information Assurance requirements. The current system hardware is obsolete introducing the potential for system failure as well as limiting expansion of the current system. The Win XP and Server 2003 operating systems (OSs) are end of life and no longer supported by Microsoft. The end of support issues are documented "Category l" cyber security vulnerabilities. Support for the VESTA specific applications remains available from Airbus. Additionally, IWA NFPA 1221, the alternate communications center shall be capable, when staffed, of performing the emergency functions performed at the primary communications center. To keep the same functions and performance as the dispatch centers, the MCC 7500, and the VESTA 911 needs to be utilized. These systems were procured in FY16 and FY17 for various locations across Kadena from Motorola.

VESTA is manufactured by Airbus DS Communication, and Motorola Solutions Inc. has partnered with Airbus to provide an upgrade to the 911 positions. Latest Airbus VESTA achieved JITC certification, and making in the first IP based E911 system approved for use by the DoD that was built from the ground up to be NG911 compliant. VESTA is an intelligent telephone console system that is designed to provide a functional addition to the VESTA telephone set using a Computer Telephone Integrated (CTI) running on a standard Windows PC platform. The VESTA system is designed to operate in a client/server environment on a Local Area Network, This distributed architecture allows each workstation to operate independently while sharing common files needed via a network server.

The critical nature of the 18SFS 911 System requires urgent acquisition of the proposed upgrade. The current system is unreliable and in need of immediate upgrade to ensure that 911 calls intended for Kadena AB are received properly and ensure response of 18 SFS, Fire and Medical response to emergencies.

The system must be implemented by qualified personnel in order to maintain reliable Emergency Call Processing during the installation. Motorola Solutions Inc. is the only vendor who can supply both equipment and services required to meet our needs. This system will integrate with existing equipment currently being supported and supplied through Motorola Solutions Inc. The importance of proper installation and on site response is a requirement. In the event that technical services are needed during installation, on-site response and repair are critical in keeping emergency communications to and from our dispatch center available.

Section D: Efforts to Obtain Competition

A sources sought was posted to FBO on 6 February 2018. Three vendors, Motorola Solutions, Forest Consoles, and NyxOne responded expressing interest in this requirement. NyxOne is an authorized re-seller of Motorola proprietary equipment, while Forest Consoles is not. In addition to NxyOne, Motorola has several other partner companies that are authorized re-sellers of Motorola equipment. It is anticipated that some of these companies will offer a quote on this solicitation.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

No alternatives have been found at this moment, the required items must be compatible with existing systems and performance location is Okinawa Japan, only Motorola Parts can be used. Until the Air Force changes the entire infrastructure at significant cost, the Motorola brand will remain as the only type of equipment that can fulfill this requirement due to the proprietary nature of the equipment and supporting software. The only solution to gain competition will be through other companies that are authorized Motorola re-sellers that bid on these requirements.
