Q&A Sheet (All questions were submitted in a timely manner via the Question Form.)
Question #1: Will the contractor be paid a monthly amount as a Firm Fixed Price for Reimbursable Parts? Or - will there be a CLIN funded that is to be used to invoice for Reimbursable Parts?
Answer #1: CLIN’s 0001-0002 (along with their respective Option Years) are intended to be considered FFP. CLIN 0003 (along with its respective Option Years) shall be considered a NTE CLIN that the Government will decide after contract award, based on historical data. (Please see Attachment # 3, Price Exhibit for further information). The solicitation will be amended to reflect the changes within the Price Exhibit.
Question #2: Will the contractor be paid a monthly amount as a Firm Fixed Price for Service Calls? Or will there be a CLIN funded that is to be used to invoice for Service Calls?
Answer #2: CLIN 0002 has been designated as the CLIN for Service Calls. Please see Amendment #1 and Attachment #3, Price Exhibit for further information.
Question #3: Is there a separate document that is to be submitted along with the SF 1449 that is to indicate any pricing information? If so, is that document called the "Price Exhibit"?
Answer #3: Yes, a price exhibit will be added to Amendment #1 as Attachment #3.
Question #4: Is the identified months of "54" correct? Or - should it read "42" (Base, 2 Options + 6 months) Answer #4: Correct, this should reflect 42 months.
Question #5: How is the contractor to be compensated for labor that is in addition to normal service and maintenance?
Answer #5: Please see para 8.2 of the PWS (Revision #1) Dated: 27 Aug 15
Question #6: If it is determined during a Quarterly Inspection that a general service is required (replacement of belts, addition of oil), is the contractor to utilize materials that are bench stocked by the Government {ref Appendix C} to perform those services?
Answer #6: No, IAW para 1 of the PWS, “The Contractor shall provide all personnel, equipment, tools, materials, vehicles, transportation, labor, supervision, and other items and services necessary to perform Quarterly Compressor Maintenance Services at Kadena AB, Okinawa.”
Question #7: If it is determined purification cartridges need to be replaced, is the contractor to utilize materials that are bench stocked by the Government {ref Appendix C} to perform those services?
Answer #7: No, IAW para 1 of the PWS, “The Contractor shall provide all personnel, equipment, tools, materials, vehicles, transportation, labor, supervision, and other items and services necessary to perform Quarterly Compressor Maintenance Services at Kadena AB, Okinawa.”
Question #8: Please check and revise inventory dates as deemed necessary.
Answer #8: The following verbiage has been used to revise what was previously posted.
“The contractor and the Gov shall conduct a joint inventory at the start (1 Oct 12) within seven business days of contract start (NLT 9 October 2015). There shall be an annual inspection no sooner than 15 September and no later than 30 September of each year thereafter until the contract closes out. and by mid September 2015 of this contract.”. (Please note, the words highlighted in red using the strikethrough function have been removed from the PWS)
