PERFORMANCE WORK
STATEMENT (PWS)
FOR
CUSTODIAL SERVICES
AT
Defense Communications
Detachment Okinawa
(DCDO) CAMELUS
April 2015
PERFORMANCE WORK STATEMENT
1. DESCRIPTION OF SERVICES. Unless or otherwise specified in paragraph 3, the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform custodial services to administrative and industrial facilities at Defense Communications Detachment, Okinawa, Japan. The contractor shall perform custodial services in accordance with Appendix A, Workload Estimates, to maintain good sanitation and a comfortable environment in all facilities. After cleaning services, the performance result shall be in a manner that will present a satisfactory facility condition and a clean, neat and professional appearance. Cleaning means the removal of all foreign or unwanted substances and/or matters from the item/area being serviced. The contractor shall perform the cleaning tasks that best fit for the type of flooring on each facility. The contractor shall perform all required cleaning tasks identified in Appendix A to meet the requirements of this contract. Type of floors and area sizes are specified on the drawings in Appendix B, Maps and Work Area Layout. The contractor shall move or tilt necessary items to include, but is not limited to chairs, trash receptacles and any easily movable items to gain access and clean the floor surface underneath and return to its proper location upon completion of each task. Stairways shall be considered in all floor related cleaning services. The contractor shall obtain the approval of the Quality Inspector (QI) prior to the use of any sanitizing agent or disinfectant solutions of any type. The contractor shall be responsible for coordinating with facility managers’ prior to the start of cleaning services that requires personnel to vacate a facility. The contractor shall not perform tasks other than the tasks listed below. Should increased requirement of a task be required to achieve the cleanliness, sanitation and comfort of the environment, a service requirement change shall be requested. Tasks performed other than listed below shall be at no additional cost to the government. The contractor shall perform the following cleaning services:
1.1. BASIC CLEANING SERVICES.
1.1.1. Sweep/Dust Mop and Damp Mop Floors. The contractor shall perform sweep/dust mop and damp mop to all type of floor surfaces other than carpeted floors. After sweep/dust mopping, the entire floor surface, including corner and abutment shall be free from the accumulation of litter, dust and debris. After damp mopping, the floor shall have a uniform appearance with no streaks, swirl marks, detergent residue, or any evidence of soil, film debris or standing water and there shall be no evidence of splash marks or mop strands on the surfaces of furniture, walls and baseboards.
1.1.1.2. Buff Floors. In addition to services listed in para. 1.1.1. above the contractor shall buff the linoleum floors. After buffing, the entire floor surface shall have a uniform appearance with no streaks or swirl marks.
1.1.2. Remove Trash. All trash containers located inside the facility including restrooms, bathroom, locker and laundry rooms shall be emptied and returned to their initial location.
Boxes, cans, papers placed near trash receptacles that are identified by facility occupant, as trash shall be removed. Any obviously dirty, soiled or torn plastic trash receptacle liners shall be replaced. Trash shall be deposited in the nearest trash collection bin or container outside the facility. Trash receptacles shall be left clean, free of foreign matter, and free of odors. The contractor shall not remove contents from a container marked “recyclable items”.
1.1.3. Empty and Clean Public Ashtrays and Urns. The contractor shall empty and clean all public ashtrays and urns located inside and outside the facilities. Ashtrays shall be cleaned to remove ashes, odor, and stains. All public urns shall be cleaned and replaced with clean sand.
Ashtrays and urns included in this contract are those that are placed in designated smoking areas only, whether inside or outside of the facility and does not include all individual ashtrays on tables and desks.
1.1.4. Low Dusting. The contractor shall perform low dusting to remove the accumulation of dust, lint, debris, and soil from all horizontal and vertical surfaces to include, but is not limited to baseboards, top and side of file cabinets, bookcases, desk lamps, and fire extinguishers that are within the height of 6 feet from the floor surface, with the exception of walls, tables, desks and chairs. Measurement will be based on the 10% of the total floor area of the room or facility that requires this type of service. Unless or otherwise specified by the QI, restrooms shall not be included in this type of service.
1.1.5. Clean Interior Glass/Mirrors. The contractor shall clean both sides of all glass surfaces inside the facility to include, but is not limited to all glass portions on division walls, interior doors and interior windows, trophy/display cases, directory boards, bulletin boards and mirrors. There shall be no traces of film, dirt, smudges, water, or other foreign matter on the glass surface upon completion of this task. Glass surfaces shall be cleaned from top to bottom. The contractor is not required to clean glass surfaces that are on the interior side of closets and display cases.
1.1.6. Clean Drinking Fountains. The contractor shall clean and disinfect all polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountain. The entire drinking fountain shall be free from streaks, stains, spots, smudges, scale, and other obvious soil accumulation upon completion of task.
1.1.7. Vacuum/Clean Carpets, Rugs, Walk-off Mats and Artificial Grass Floor Covering.
The contractor shall vacuum all carpets, rugs, throw rugs, walk-off mats and artificial grass floor covering with a beater type vacuum cleaner head. All spots and stains shall be removed using commercially approved methods. Tears, burns, and unraveling shall be brought to the attention of the QI. Carpet style entrance mats shall be vacuumed to remove soil and dirt and to restore resiliency of the carpet pile. Other type of entrance mats shall be swept, vacuumed and cleaned thoroughly to remove soil and grit. Mats and rugs shall be returned to their normal location after cleaning. Upon completion of task, all items shall be free from all visible litter and soil.
1.1.8. Spot Clean All Types of Floors. The contractor shall spot clean all types of floors that are stained. Spot cleaning includes, but is not limited to the removing of smudges, marks, streaks, stains on all type of floor surfaces. Spot cleaning on carpet and rugs shall be accomplished with vacuuming and shampoo services. Spots shall be removed upon discovery, disclosure or as notified by the building manager. After spot cleaning, affected surfaces shall have a clean, uniform appearance free of streaks, spots and other evidence of soiled surfaces.
Measurement will be based on the 10% of the total floor area of the room or facility that requires this type of service. Unless or otherwise specified by the QI, restrooms shall not be included in this type of service.
1.1.9. Sweep Exterior Floor/Pavement. The contractor shall sweep exterior floor/pavement surfaces as indicated on the floor plans for each facility including entrances and sidewalks to remove and accumulate for pick-up all visible foreign objects such as sand, gravel, soil deposit, cigarette butts, leaves, paper and unwanted debris. Accumulated debris and dirt shall be removed and disposed to the nearest trash collection bin or container outside the facility. The contractor shall not sweep to divert trash, litter and debris to adjacent grass or unpaved grounds.
1.2. BASIC CLEANING RESTROOM/LAUNDRY/SAUNA AND LOCKER ROOM SERVICES.
Restroom, laundry, sauna and locker room cleaning services includes but is not limited to dusting, sweeping and mopping, sanitizing and descaling walls, floors, sinks and lavatories, toilet bowls, and urinals, resupply restrooms, cleaning of carpets, removal of trash and placing of ice in urinals. Carpeted floors, artificial floors and doormats shall be cleaned in accordance with paragraph 1.1.7. The contractor shall perform the following tasks:
1.2.1. Sweep/Dust Mop Restroom/Laundry/Sauna and Locker Room Floors. All floor surfaces except carpet including grouts shall be swept and dust mopped and shall be free from the accumulation of litter, dust and foreign debris upon completion. Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, and film or standing water. Glazed ceramic tile shall be scrubbed only.
1.2.2. Descaling Utility Fixtures. The contractor shall descale utility fixtures to include but is not limited to showers, sinks, toilet bowls and urinals. Descaling shall be performed before cleaning and disinfecting is accomplished. After descaling, the entire surface shall be free from streaks, stains, scale, scum, urine deposits and stain, and rust stains.
1.2.3. Clean and Disinfect. The contractor shall damp clean and disinfect all surfaces to include but is not limited to mop sinks, lavatories, toilet bowls and seats, urinals, showers, shower mats, dispensers, fixture pipes, saunas, partition walls, doors, walls (from floor to ceiling), and all type of floors except carpet using disinfectant solution with the correct dilution ratio recommended by the disinfectant manufacturer. After cleaning, affected items shall be free from dirt, streaks, and odors. The contractor shall also disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates and metal guards) and all wall areas adjacent to wall mounted lavatories, urinals, and toilets.
1.2.4. Resupply Restrooms. The contractor shall ensure toilet paper holders and paper towel dispensers are filled and ready for use after each cleaning. Restroom supplies shall be stored only in designated areas determined by the building manager. The contractor shall notify the building manager if it appears insufficient supplies exist to support the next service date.
1.2.5. Restroom/Laundry/Sauna and Locker Rooms Trash Removal. All trash containers located inside restroom, sauna, locker and laundry rooms shall be emptied and returned to their initial location. Boxes, cans, papers placed near trash receptacles that are identified by facility occupant, as trash shall be removed. Any obviously dirty, soiled or torn plastic trash receptacle liners shall be replaced. Trash shall be deposited in the nearest trash collection container outside the facility. Trash receptacles shall be left clean, free of foreign matter, and free of odors.
1.3. PERIODIC CLEANING SERVICES.
1.3.1. Strip, Scrub, Seal and Wax Floor. The contractor shall strip, scrub, seal, and wax floors and perform all tasks associated with stripping, sealing, and waxing of the floor surface to maintain a clean and uniform glossy appearance. Upon completion of task, the entire floor shall have a uniform glossy appearance, free of scuff marks, heel marks, wax build-up, and other stains and discoloration. The type of floors that this task is applicable to shall include, but is not limited to vinyl tile, wood type of floors, restrooms, and locker rooms.
1.3.2. Clean Interior Side of Windows. The contractor shall perform cleaning to interior side of all windows installed in the outer walls of the facility. Traces of film, dirt, smudges, water and other foreign matter shall be removed from frames, casings, sills, and glass. After cleaning affected surfaces shall have a clean, uniform appearance free of streaks, scale, scum, spots, mildews and other evidence of removed soil.
1.3.3. Clean Exterior Side of Windows. The contractor shall perform cleaning to the exterior side of all windows installed on the outer walls of the facility. Traces of film, dirt, smudges, water and other foreign matter shall be removed from frames, casings, sills, and glass. After cleaning, affected surfaces shall have a clean, uniform appearance free of streaks, scale, scum, spots, mildews and other evidence of removed soil.
1.3.4. Clean/Shampoo Carpet. The contractor shall perform cleaning and shampooing of carpets and rugs throughout the facility including restrooms and locker rooms. Carpet cleaning/shampooing shall be accomplished using the most efficient commercially available method. Heavy-duty spot remover shall be applied in heavily soiled areas. Required amount of cleaning solution/carpet shampoo shall be applied in a uniform manner onto the entire carpet and rug including corners and abutments. An extractor machine shall be used following each shampoo application to extract and remove water, dirt, soil and cleaning solution and then allow carpet and rugs to dry. After shampooing, the carpeted area shall have a uniformly clean appearance free of stains, dirt, soil and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items.
1.3.5. High Dusting. During high dusting, all dust, dirt, lint, litter, and soil shall be removed from all horizontal and vertical surfaces that are located more than six (6) feet from the floor surface.
High dusting includes but is not limited to areas over windows and doors, suspended ceiling light fixtures, air conditioning venting and heating ducts, all wall fixtures including glass, mirrors and picture frames, and all other visible surfaces including soiled areas of upper walls and ceilings and the upper surfaces of exposed structural beams and girders. High dusting shall be performed before low dusting occurs. A satisfactory dusted surface shall be free from all dust, dirt, cobwebs, streaks, oily residue, and stains. Measurement will be based on the 10% of the total floor area of the room that requires this type of service. Unless or otherwise specified by the QI, restrooms shall not be included in this type of service.
1.3.6. Screens and Venetian Blinds (V-blinds). All surfaces of screens and V-blinds will be cleaned by brushing or vacuuming. In cases where grime accumulation is excessive and cannot be removed by brushing or vacuuming, these items will be cleaned with a cloth dampened with a mild neutral soap solution, rinsed and dried with a dry cloth leaving the surfaces free of lint.
The screens and blinds may be cleaned in place or removed. If removed, all items must be reinstalled in the original position.
1.4. EMERGENCY AND SPECIAL EVENT CLEANING SERVICES. Upon notification by the QI, the contractor shall perform emergency or special event cleaning required in any building, area, or room covered under this contract. The QI will order cleaning services through issuance of a “service requirement change” for the appropriate and required work task(s). The contractor shall begin emergency work within one (1) duty day of notification from the QI, either written or verbal and within three (3) duty days upon notification by the QI for a special event requirement.

3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
3.1. The government, through the building custodians, will furnish the items listed below:

2. Liquid or Powder Toilet Soap
3. Floor Wax
4. Plastic Trash Can Liners
5. Toilet Tissue
6. Cake Toilet Soap
3.2. The government will provide water and electricity when available. The contractor shall practice conservative ways and proper use of these resources.
3.3. The government will allow the contractor to use existing built-in janitor closets or storage in each facility when available, but it is the responsibility of the contractor to secure all supplies and materials to ensure they are kept out of reach from children or any unauthorized personnel in the facility. If such closet or storage does not exist or is not available, the contractor shall be responsible to provide its own and negotiate a location or space within the facility with the facility manager. The government reserves the right not to allow the contractor to keep a closet or storage in its facility.
4. GENERAL INFORMATION.
4.1. Contractor Personnel. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The contract manager must be able to read, write, speak, and understand English.
4.1.1 Contractor Vehicles. All vehicles hall have the contractor’s company name displayed in English on both sides and shall be readable to a distance of at least 50 feet away.
4.2. Quality Control Plan (QCP). As a part of the QCP the contractor shall seek signature and comments from each facility manager concerning the quality of their service for each periodic item accomplished and submit a copy to the QI at the end of each month.
4.3. Quality Assurance. The government will evaluate the contractor’s performance using the customer complaint surveillance method.
4.4. Hours of Operation. Normal operating hours are 0730 - 1630 hours, Monday through Friday. In some areas, due to the volume of personnel, type of operation, or other considerations, cleaning shall be accomplished at times other than during normal operating hours. The contractor shall coordinate with the facility managers for the allowable cleaning hours in these areas.
4.4.1. Holidays. Custodial services are not required to regular admin and industrial facilities on a holiday and to facilities that will be identified by the QI to the contractor through a “service requirement change” during the term on this contract. The holidays are:

4.4.1.1. If a holiday falls on a Saturday, the preceding Friday will be observed, and if a holiday falls on a Sunday, the following Monday will be observed, unless otherwise notified by the QI. If a holiday falls on a regular workday, the services shall be rescheduled in the same week to either the day preceding or following the holiday.
4.5. Cleaning Schedule. The contractor shall perform custodial services in accordance with Appendix A, Workload Estimate, to maintain good sanitation and a comfortable environment in all facilities to meet the requirement of this contract. The contractor shall be responsible for the scheduling and coordination with facility managers for cleaning services that requires personnel to vacate a facility.
4.6. Secured Areas. The contractor shall clean designated facilities during normal working hours only and shall be accomplished with a restricted area badge or escorted by an appropriate government official.
4.7. Means of Communication. The contractor shall have the capability to transmit and receive documents using electronic digital media that is English Language compatible with Microsoft Windows XP. The contractor shall have the capability to transmit and receive via electronic mail (E-mail). The government will transmit as a minimum, documents such as facility floor plans and a variety of letters or correspondence related to the day-to-day execution of this contract. E-mail addresses for the government personnel and contractor personnel will be exchanged during the pre-performance conference.
4.8. Safety. The contractor shall comply with all government published safety requirements and regulations. Some of these regulations are available on the internet for download. Internet site addresses will be provided to the contractor upon request, but it is the sole responsibility of the contractor to furnish at his own expense.
4.9. Service Requirement Change. The government will increase, decrease or change requirement tasks listed in Appendix A, or add custodial services to a facility other than the facilities listed in Appendix B. The contractor will be notified by the Quality Inspector (QI) on the changes of the requirement and shall perform services with no changes on the unit cost for each task in this contract.
4.10. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL
COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. The contractor shall continue providing custodial services as usual unless or otherwise directed by the Contracting Officer (CO) through the Quality Inspector (QI).
5. Classified Information: The contractor shall safeguard all sensitive and For Official Use Only (FOUO) information that the contractor may be subjected to during the course of fulfilling this contract. Contractor personnel shall not disclose sensitive and FUOU information to any personnel or agencies, Government or civilian who do not have a verifiable need to know of that information.
5.1 Should contractor personnel receive or suspect they have learned of classified information; the contractor shall identify their suspicion to the Contracting Officer (CO) or Quality Inspector (QI). The CO or QI shall then arrange for a security debriefing between the contractor and the appropriate security personnel.
5.2 Restricted Area Access: The QI shall arrange for any necessary access to restricted areas.
