Questions and Answers
1. The consumption tax rate is currently 5%. It is expected to be raised to 8% in the year 2014. Is the contractor allowed to raise the tax rate when that happens?
a. Yes, a contractor is allowed to raise their proposal price after a contract is formulated via a claim process with valid documentation. However, it may be prudent for the contractor, since already anticipating a raise in consumption tax, to add that anticipated expense into the future option year CLINs.
2. What constitutes emergencies that require the task manager to be on site in 2 to 4 hours? Please provide examples. How often had it happened and how was it taken care of?
a. Emergencies are only referenced for Vacant Military Family Housing. An example of an emergency would be a maintenance that requires immediate action. For example, if a typhoon left a lawn with excessive debris at a Vacant GOQ. Emergency cuts are not frequent.
3. PWS 1.6.3 Special Event Services states that it should be treated as improved ground and the contractor shall begin services within the special time frame upon notification by the CO/COR. There is no mention of when to finish services.
a. Special Event Services are as needed services. Once the area has been serviced, that area is considered complete until the next notification.
4. CLIN0014 Special Cuts contains M001 that is described as Special Events (O&M) 500 acres. Is the 50 acres mentioned above included in 776.893 acres of CLIN0001? Does a contractor have to cut the entire 500 acres all at once upon notification?
a. They are separate CLINS. CLIN0014 is Not to Exceed (NTE). This means that 500 acres is an estimated use and may go up to 500 acres and would be expected to be cut all at once upon notification. However, special events are area specific and it is highly unlikely a onetime cut of 500 acres would be required. It is more likely for multiple smaller cuts that add up to 500 acres over a 12 month performance period.
5. Approximately how many single family houses are available for the grounds maintenance service?
a. According to the PWS, estimate up to 75 requiring service per day.
6. Is bonding required?
a. No, bonding is only required for Construction.
