POST AWARD - TASK ORDER – PROCEDURE
29 May 2020
1. DESCRIPTION OF SERVICE
1.1. The service to be acquired under the solicitation is for commercial mobile technology and service in Guam, the Commonwealth of the Mariana Islands, and the INDOPACOM AOR. Types of technology may include, but are not limited to, smart phones, hotspots, basic cellular phones, complimenting accessories, local/domestic service with or without data, and international service with or without data.
1.2. The government intends to award a “Single Award Indefinite Delivery Indefinite Quantity Contract (SAC) with a combined not to exceed total value of $4,500,000.00. The Indefinite Delivery Indefinite Quantity (IDIQ) contract shall have no pre-established fixed contract prices. The details of each individual requirement and the length of performance for each requirement shall be determined at each subsequent Task Order.
2. DESCRIPTION OF SUBSEQUENT TASK ORDERS
2.1. The government shall issue individual task orders off the single award IDIQ contract.
2.2. Task Orders shall only be issued to the winning vendor for requirements for which funds are certified and readily available.
2.3. Task Orders shall range from $2,500 to $750,000, with most Task Orders falling in the range of $5,000 to $250,000. Task Orders may include a combination of equipment and services as described as ELINS on Attachment 2.
3. TASK ORDER PROCEDURES
3.1. After award of the initial IDIQ contract, the government shall issue from the winning vender a requirement based on the established prices in Attachment 2: Elin Price List. This shall serve mainly as a verification of the requirement and once the contractor verifies that no calculation errors were made a Task Order can be cut for the government’s requirement. The contractor shall be bound to the proposed prices in Attachment 2 so long as the IDIQ is in place. All Task Orders issued hereunder are subject to the terms and conditions of the SAC IDIQ.
4. TASK ORDER PERFORMANCE PERIOD
4.1. The only service authorized under this SAC shall be issued/ordered via a Task Order. The government makes no representation as to the number of Task Orders or actual amount of service to be ordered in excess of the minimum of $500.00.
5. TASK ORDER ISSUANCE PROCEDURES
5.1. Service under this contract shall be ordered by written Task Orders issued on DD Form 1449 (Solicitation/Contract/Order for Commercial Items) to the contractor by the Contracting Officer.
Orders shall only be issued by Contracting Officer(s) who have been approved in writing under the authority of the 36th Contracting Squadron, Andersen AFB.
POST AWARD - TASK ORDER – PROCEDURE
5.2. The award resulting from the solicitation shall be issued an individual contract number. Individual Task Orders placed on this contract shall have a numbering system, which relates back to the basic contract and their assigned Task Order Number.
5.3. The government shall not be obligated to reimburse the contractor for services performed, items delivered, or any costs incurred, nor shall the contractor be obligated to perform, deliver, or otherwise incur costs except as those defined by the duly executed Task Orders.
5.4. Task Orders shall be firm fixed price and clearly define the specific services to be performed or the performance desired. Task Order’s may contain project applicable clauses.
6. COMPETITION
6.1. The government intends to award One (1) SAC contract, as a result of this solicitation. Therefore, subsequent orders shall be established by the pricing in Attachment 2: ELIN Price List.
7. PERFORMANCE EVALUATIONS
7.1. On an annual basis, IAW FAR 42.1502(e), the contractor’s performance shall be evaluated and input into the Contractor Performance Assessment Reporting System (CPARS). This evaluation shall be done at the IDIQ level. Additionally, Task Orders exceeding $1,000,000, require past performance evaluation into CPARS. Task Order’s not meeting this threshold, may be reported at the discretion of the administrative Contracting Officer.
7.2. The evaluation shall take into account all aspects of the contractor’s performance.
Performance evaluations may be completed at any time the Contractor’s performance is considered less than satisfactory. Contractor shall be provided a copy of the performance evaluation and an opportunity to discuss the evaluation. The performance evaluations may have an impact on the award of any future Task Orders.
