MEMORANDUM FOR ALL INTERESTED PARTIES

AMENDMENT 2: SOLICITATION SUMMARY OF CHANGES:

a. CLIN Structure has changed from three (3) separate CLINS into one (1) CLIN. Please include all costs for this quote in the one (1) CLIN.

b. Paragraph 13, subparagraph 1 and subparagraph 2 have been updated/clarified. Changes are shown below, and official verbiage is correctly reflected below, in paragraph 13 of this document.

a. Paragraph 13, subparagraph 1: (removed need for itemized breakout of travel cost).

All travel costs associated with this requirement will need to be factored into the quote.

Please include a price breakout for these costs. Offerors are advised that currently, there is a mandatory 14 day quarantine for personnel flying into Guam prior to being able to move around the island.

b. Paragraph 13, subparagraph 2: (Removed this paragraph).

The Government has a need for this service as soon as possible, but understands the state of affairs with travel and COVID-19. Under FAR 52.212-4(f) the worldwide pandemic will allow for excusable delays. Please include the anticipated date that your company will be able to perform the work.

c. Due date for quotes remains unchanged. This solicitation response remains 28 August 2020 at

02:00pm ChST (as established by Amendment 1).

AMENDMENT 1: SOLICITATION SUMMARY OF CHANGES:

a. An additional site visit date has been added for Friday, 21 August 2020 at 2:00 PM ChST.

b. The Request For Information due date has been moved from 18 August at 02:00 PM ChST to 25

August at 02:00 PM ChST.

c. This solicitation response date has been extended from 25 August 2020 at 02:00 PM ChST to 28 August 2020 at 02:00pm ChST.

1 . This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. Solicitation, FA524020Q0081, Cryogenic Plant Removal, is hereby issued as a request for quotes.

3 . This solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2020-07.

4 . This solicitation has been set aside for 100% Small Business under the 561210 NAICS Code, with a small business size standard of $41.5M.

5. The government requests quotes for the following:

6 . A description of the requirements can be found in the Statement of Work dated 20 July 2020.

7 . The period of performance is 60 days from award of the contract.

8. FAR 52.212-1 Instruction of Offerors (Jun 2020) -- Commercial applies to this acquisition.

9. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The evaluation factors are as follows:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Price

(ii) Technical capability IAW the SOW

The lowest priced quote will be evaluated for technical acceptability. If the lowest priced quote is found technically acceptable, the award will be made without further consideration. If the lowest quote is deemed technically unacceptable, the next lowest quote will be evaluated for technical acceptability, and so on until an award can be made to the lowest priced technically acceptable quote. Award will be made on the initial evaluation of quotes received in response to this RFQ.

Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

a. Ensure there is a technical description of the service(s) being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents.

4. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/SAM/ to be considered for award. Quote must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All quotes must include registered DUNS, CAGE code, and Tax ID and small business status.

14. A site visit will be held 21 August 2020 at 2:00 PM ChST. Interested parties shall submit no more than

(1) name of their preferred attendee, no later than 20 August 2020.

15. Requests for information due by 25 August at 02:00 PM ChST. Quotes are due back to the government NO LATER THAN 28 August 2020 at 02:00 PM Chamorro Standard Time (ChST). Oral quotes will not be accepted. Late quotes will be accepted at the discretion of the Contracting Officer.
