SPECIFICATIONS SHEET

For

Fall Protection Replacement for Bldg 18006

Andersen AFB, Guam

Purpose: Provide replacement fall protection system to enable safe aircraft washes.

9 April 2018 by 36th Maintenance Squadron

Andersen AFB, Guam

1.1 36 MXG has been without fall protection in building 18006 for years now. This is a huge limiting factory and safety concern for the effective and timely maintenance and washing operations of aircraft for the 36 Wing. The previous system was rendered useless when it was modified and blocked by the installation of a hoist system.

2.0 Scope

2.1 The awarded Contractor will be required to replace the existing fall protection system to work in conjunction and not interefere with the hoist system as ouitlined in this Scope of Work (SOW).

2.2 The contractor will need to provide on-island installation, certification, and training for the fall protection system installed.

2.3 The contractor will be required to design a system that operates in conjunction with the exissting hoist system and not prohibit movement of any and all moving parts of both systems.

2.4 The contractor construct fall protection adjacent to hoist bridges allowing 2 users per rail at one time

4 people per section i.e. Wings, fuselage, nose, allowing for different areas of same section to be be work for example outboard wing and inboard wing, at the same time.

2.5 The Fall protection system will permit unrestructed entrance and egress from hangar of multiple airframe platforms including but not limited to: B-1, B-2, B-52, KC-135, RQ-4, F-18, F-16, F-15 aircraft.

2.6 The Fall protection system bridges will be outside of existing hoist bridges, rails, and components.

They will cover movement along entire upper surface of all aircraft listed above, to include nose of fuselage.

2.7 The fall protections system will have self-retracting lefelines and end stops on bridges to permit safe operation of sliding rails.

3.0 Proposal Requirements

3.1 The contractor will submit a detailed execution plan for the PM requirements not to exceed 20 pages in total.

3.2 The contractor will outline how they intend to meet the design, on-site installation, specifications regarding coverage area and number of people supported as outline in this SOW.

3.3 The contractor will provide a detailed plan will list specifications, limit of equipment, precautions, marnings, and timeline of completion for designing, manufacturing, and installation.

3.4 Site visits for items in questions may be conducted during the solicitation period with coordination of the requiring unit.

3.5 The contractor should demonstrate in the proposal that they have the capability to install a unique system to work around in-place equipment (hoist system), that the system will work in conjunction with the hoist where one does not interfere with the other, that the coverage area is adequate for the aircraft listed above, and that it will support the number of people previously mention in the SOW.

4.0 Special Requirements/Instructions

4.1 Directives: Air Force Instruction 91-203, along with Federal OSHA standard 29 CFR 19 10. 2 8(b)(l) are required to be followed while designing and construction this system.

4.2 Past Perlonnance: Contractor must show relevant and recent DOD contracts for up to five similar service contracts of equal or larger scope.
