DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 36TH WING (PACAF)
ANDERSEN AIR FORCE BASE GUAM
11 September 2017
MEMORANDUM FOR ALL INTERESTED PARTIES
FROM: 36 CONS/LGCB
Bldg. 22026 Unit 14040 Andersen AFB, Yigo, GU 96929
SUBJECT: Responses to Questions/Requests for Information Submitted FA5240-17-Q-M048:
The following are additional questions that have been submitted by interested parties. All questions and answers are included as follows:
Q9: How many flood lamps are not in working order?
A9: 10% of the lights are burned out, so that is 12 lights.
Q10: Referring to 1.1 Requirement item #1, there will be 12 structure, so 24 black nylon webbing total. Please confirm.
A10: Yes 24 webbings, significantly longer than 70 feet, the request is 24 Ea- 200' long webbings, as to account for the curve and the weave.
Q11: Referring to item #3,
i. Can the patch be place at the bottom of the shade?
ii. Is patching without removing the fabric off the structure acceptable?
iii. Will the use of glue to attach the patch to the fabric be acceptable? If not, please describe the preference.
A11: Yes, patching the bottom is acceptable as long as it is secure, and if they can patch all the holes without removing the canopy, that is acceptable. If there are holes that cannot be reached, then they will have to at least partially remove it to fix them. Glue is acceptable, provided it will stand up to wind, rain, and time.
Q12: Referring to item #5,
i. In the RFI, question #7, are there 10 flood lamps to each shade instead of 7?
A12: Yes, there are 10 flood lamps to each sunshade.
Q13: Referring to item #6,
i. PVC cleaning can only be use with mild soap and water and light water blasting. Do we need to do any special cleaning for the water runoff from cleaning?
Under the Privacy Act of 1974, you must safeguard all information, if required, reflected on this document and, if applicable, all attachments. Disclosure of information is IAW AFI 33-119, AFI 33-127, AFI 33-129, DoD 5400. 7-R/Air Force Supplement
(Freedom of Information Act), AFI 33-332 (Privacy Act), AFI 33-219, and PL 93-579.
A13: In regards to the contract requirements for cleaning the jet canopies located along Taxiway Bravo, the primary concern is that the contractor ensures use of a biodegradable soap/cleaning agent. Additionally, a reasonable amount of the cleaning agent should be used. If use of chemicals are required for cleaning these canopies, a capture system will need to be used to minimize or eliminate the impact on our storm water injection wells.
Q14: Is the contractor allowed to work during normal business hours? Are there any foreseeing restricted time that the contractor cannot work?
A14: Nothing on the schedule now, but I cannot foretell the future. Normal business hours will be utilized (i.e. 0700 – 1600hrs)
Q15: How many safety restraints need to be replaced?
A15: As stated, in the requirement the contractor will be responsible for testing and replacing these as necessary, therefore we do not have a specified number of how many will need to be replaced.
Q16: What are the specification requirements for the safety restraints?
A16: In order to be compliant safety restraints must be in line with OSHA Standards which are listed in CFR 29 - 1910.140 Personal Protective Equipment.
