MEMORANDUM FOR ALL INTERESTED PARTIES

FROM: 36 CONS/LGCB

Bldg 22026 Unit 14040 Andersen AFB, Yigo, GU 96929

SUBJECT: Responses to Questions/Requests for Information Submitted for FA5240-16-Q-M091

– Installation of Intrusion Detection System at Det 2.

1. The following questions have been submitted by interested parties. All questions and answers are included as follows:

Q6: How many systems need to be upgraded to Win7?

A6: Only one ACS terminal would be upgrade per the SoW para 1.1, item R-1.

Q7: Does the government have an estimation on how many new 1500 panels are needed?

A7: This would be dependent on the contractor engineering solution. Currently there are six UHS- 1500’s in the system. Per SoW para 1.1, Item R-4, a V5 will be installed in Bldg 34/36/42/91.

Whether the components can report directly to the V5 or an AES-1500 is still required at these locations is beyond my expertise.

Q8: . Can you provide a copy of the floor plans?

A8: Please see attached “Det 2, 21 SOPS – IDS upgrade project layout”. Bldg 36/42/91 are generic radome layouts, with ACS/IDS/PIMS on the personnel doors and BMS/PMS on the Vehicle doors.

Q9: Can you tell me if there is existing conduit for the outdoor cameras?

A9: Please see attached “Det 2, 21 SOPS – IDS upgrade project layout”. With the exception of items E/G/E/L, there is existing conduit. Items E/G/E/L are ocated on buildings, all conduit runs would be along the facility walls.

Q10: Can you tell me which cameras will be PTZs?

A10: Please see attached “Det 2, 21 SOPS – IDS upgrade project layout”. Items E/G/I/J are fixed.

All other locations are PTZ.

Q11: Can you tell me which cameras will be stationary?

A11: Please see attached “Det 2, 21 SOPS – IDS upgrade project layout”. Items E/G/I/J are fixed.

All other locations are PTZ.

Q12: Are there any particular specs for the cameras?

A12: Please elaborate. SoW para 1.1, Item Q covers DVR/CCTV requirements. Mr. Abarca provided similar response on 29 Aug 16 (attached email).

Q13: Can you tell me where the ACS enrollment computer will be installed?

A13: Dependent on contractor engineering solution. ACS terminal could either be a standalone or rack mounted work station. Please see attached “Det 2, 21 SOPS – IDS upgrade project layout for current location.

Q14: Do you have the ACS enrollment software for the new computer?

A14: The intent of SoW para 1.1, item R-1, was for the contractor to provide all materials and perform all actions to upgrade the ACS terminal from XP to Windows 7.

Q15: Do you know the distance from the building to the desired outdoor cameras' locations?

A15: This would on the contractor to perform estimates to avoid later cost over runs.

Q16: Do you have a diagram that shows exactly where the cameras are to be installed?

A16: Please see attached “Det 2, 21 SOPS – IDS upgrade project layout”.

Q17: Do you have any historical data on the existing system that can be used for diagnostics?

A17: I assume this question is in reference to SoW para 1, PIMS. To my knowledge there is no hard copy historical data available for the issue with the PIMS. When the PIM system was installed, all components were independently functional, but when the system was connected/integrated with the existing IDS it would cause network drops across the entire Andersen security network. Due to poor verbiage on the SoW the contract was closed without resolving the issues.

Q18: What are the requirements for the DVRs?

A18: Please elaborate. SoW para 1.1, Item Q covers DVR/CCTV requirements.
