Description of Limitation:

This is a Brand Name Justification and Approval (J&A) for Other than Full and Open Competition. Per AFI 31-101 Integrated Defense requires a security system to be installed in building 18011. The system to be installed must connect with the 36 Security Forces/ECC Vindicator head end for monitoring and response of any alarms that may annunciate; as well as be authorized for use by the Non-Nuclear Intrusion Detection System (IDS) Equipment Approval dated 2 Nov 2015. The subject matter expert Mr. Joseph Abarca from 36 SFS/S5 ESS, only Vindicator products are capable of communicating with the Vindicator head end. The security system to be installed in buildings 32, 34, 36, 42 and 91 therefore, must be composed of all Vindicator products. No other manufacturer's products are acceptable for this procurement. The installation of a Vindicator IDS will ensure compliance with all AFI requirements.

II. Nature and/or description of the action being processed.

This is a New order Justification and Approval (J&A) for other than full and open competition to include a brand name specification for Honeywell Vindicator Intrusion Detection System in solicitation for 21 SOPS/Det 2 Facilities on Andersen AFB. The solicitation will be a competitive Request for Proposal resulting in a firm-fixed price installation to be awarded with FY16 funds.

III. Description of supplies/services required to meet agency needs.

This J&A is the inclusion of a brand name specification for the Honeywell Vindicator intrusion detection system on Andersen AFB, Guam. Honeywell Vindicator equipment is required for integration with the existing Vindicator Command and Control suite used by the Andersen Base Defense Operation Center.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

In accordance with the PACAFI 32-1075 "Integrated Base Defense Security System (IBDSS) Installation, Maintenance, Sustainment, Restoration and Modernization" Andersen AFB is allowed to use only Vindicator Command and Control Platform (VCCP) v5-Version 5.0 or later; the current Andersen configuration is with the Vindicator. "Independent alarm systems shall not be installed in CA (controlled area)". Honeywell Vindicator is the sole manufacture of the Vindicator Security Platform. They maintain a robust distribution of factory-certified firms who can distribute Vindicator equipment and who can employ factory-certified installers and engineers. Currently Andersen employs one factory-certified maintainer; this has proven to be significant at cost saving over the past 10 years. This J&A is for the interface and data processing units only;

any (non-addressable) sensors or additional installation material can be provided by the other manufactures.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

Specification of the Vindicator equipment for intrusion detection and access control for high security alarmed areas are essential to the Andersen requirements, precluding consideration of a product manufactured by another company.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Other than Full and Open Competition is authorized pursuant t 10 U.S.C 2304 (c)(1), FAR 6.302-1(c)(1), when only one responsible source and no other supplies or services will satisfy agency requirements.

VII. Other facts supporting the justification.

Failure to incorporate the requirement for compatibility with the existing intrusion detection system will result in a failure to meet functional and design requirements of each system and will result in failure of accreditation for secure operating areas and failure of security event notification to law enforcement personnel.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

No known alternative can meet the specification requirements for Andersen AFB other than the Vindicator equipment for intrusion detection and access control for high security alarmed areas which is essential to the Andersen AFB requirements.
