Project: LXHY 13-1005 Kaena Point Satellite Tracking Station
7 May 2021
1. GENERAL: This Statement of Work forms the requirements to remove and replace three vehicle barriers: 1) at the Entry Control Point, Bldg. 1, 2) at Bldg. 2 on road C, and 3) on road B at the back entry point that will include bolstering and also 4), to install a new vehicle barrier with bollards on road B to Bldg. 39010 at the Kaena Point Satellite Tracking Station (KPSTS), Oahu, Hawaii. The Contractor shall furnish everything necessary to complete smoothly functioning systems. Current barriers do not meet the installation’s anti-terrorism and force protection requirements for positive vehicle control and site denial, placing Security Forces and other site personnel at risk: the Contractor shall implement all applicable specifications, regulations and construction standards to certify the safety and security of our personnel and critical DoD mission in these four barrier systems.
2. PROJECT OBJECTIVES: The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation, etc. (except otherwise specified herein) necessary to remove and/or install vehicle barrier systems at the four sites. The Contractor shall identify and comply with all applicable federal, state, and local statutes (e.g. FAR, AFARS, DoD/Air Force instructions, manuals, handbooks, regulations, guidance, policy letters, International Building Code (IBC), National Electric Code (NEC), the National Fire Protection Association (NFPA), Whole Building Design Guide UFC 4-022-03, etc.).
2.1. The Contractor shall plan activities to minimize effects on Mission operations, safety and security. The contractor shall coordinate all road closures, outages, or other mission/operations impacting the site with the Detachment 3, 21st Space Operations Squadron, Chief of Civil Engineering (21 SOPS Det 3/CE) prior to implementation. The Contractor shall be responsible for the transportation, receipt, unloading, storage, security and handling of all its equipment and materials at KPSTS.
2.2. The site is situated in a very hazardous ecosystem. Equipment shall be chosen, installed and warranted to withstand extreme corrosion, sun and weather conditions, all materials shall be highly rated (ASTM C876-15, ASTM G50-10(2015), IP65 enclosure standards, etc.) to meet the conditions. All materials and equipment shall be secured from winds and weather at the end of each work day. All materials, equipment and debris shall be stored in designated staging area(s), that is requested by the Contractor and approved by the 21 SOPS Det 3/CE to support this SOW, when not in use and removed upon job completion. Equipment that has the potential to leak, POLs shall be stored and operated (if feasible) over protective ground cover to prevent impacting stormwater. Absorbent pads and spill kit shall be provided by the Contractor and shall be stored on-site during operation of vehicles and machinery to facilitate cleanup of accidental POL releases.
2.3. Installed equipment shall be selected to operate at a high mean time between failure (MTBF) and, open or deploy dependably within a 10 second response time (if powered). (Hydraulics have had a high failure rate at this site.) The equipment must be easily serviced and have good replacement parts availability. Current apertures for traffic and other functionalities shall not diminish. All barrier’s static state shall be “deployed” and operate to pass vehicles safely and separately, they shall deploy upon power loss by design. The barrier safety sensor system shall not allow individuals to defeat/override the emergency/normal down control function or raise and hold the barrier in the up position without the use of the manual control function. If the barrier uses a timer or other electronic function to prevent defeating/overriding the safety sensor system, the timer/other function shall be programmable by the user. Automated barriers using key pads and/or proximity cards shall have sensor systems and/or programmable timer to both prevent the barrier from lowering onto a vehicle or a second vehicle from piggy-backing through the barrier behind an authorized vehicle. Barrier equipment shall have successfully passed actual crash tests performed by a certified and independent agency. There shall be means for one person to manually open, hold/lock open, and deadlock close any barrier. The Contractor shall operationally test, adjust, and certify all functions of the barriers prior to the barrier being placed into service.
2.4. All proposed powered vehicle barriers shall be drop arm type that meets the identified specification/security requirement. Selection criteria of proposed vehicle barrier shall also take into account infrastructure limitations (power, communications, etc.), installation location (width of roadway, road shoulders, visibility, topography, etc.), application (types of vehicles in addition to cars/trucks such as all-terrain vehicles, dirt bikes, etc.), and safety requirements (safety lightings, signage, safety sensor, etc.). If possible, it is our goal to minimize the number of different manufacturers/types of barriers used on the installation by installing barriers manufactured by the same company or barriers of similar construction/operation. The existing barrier on the top of Road A near Bldg. 2 is our newest barrier, a HySecurity Strongarm M50 barrier. This barrier may be used as an example of the type, operation, etc. when selecting the new barriers.
2.5. New signs should be installed specifically for the barrier and in accordance with manufacturer’s recommendations. New signs shall conform to applicable U.S. Army Military Surface Deployment and Distribution command Transportation Engineering Agency (SDDCTEA) requirement for Better Military Traffic Engineering (BMTE) regarding size, color, location, night visibility, providing adequate time for response, etc. Note that all barriers will normally be in the closed position due to the normal closed-base posture of this installation, so proposed signage should reflect that condition. No changes to roadway marking are required under this requirement.
2.6. Safety is paramount. Due to the cliffs surrounding the facility and the likelihood of high winds, all contactors shall stress Occupational Safety & Health Administration (OSHA) Regulation 29 CFR Part 1926.501, Fall Protection along with all other applicable OHSA regulations. The Project Manager, COR or CO may stop work at any time for a safety risk: the CO is the only agent allowed to restart work, which must be in writing.
