FA521520R0037, Koke’e Temporary Wastewater Tank Install

1. The new sewage pump will require a 3 phase circuit. What is the size of the closest electrical panel that would be used to provide power to the pump? Is there available spare capacity for the pump? (provide photos of the panel if possible).

Please see photo of the panel below on pg. 3

2. What is the approximate distance from the electrical panel to the exterior building wall where the sewer pipe leaves the building?

There is a 3-phase panel near the kitchen area that is about 100 ft. away.

3. What is the ceiling type at the exterior of the building? Will new interior electric conduit need to be concealed in gypsum walls or ceilings? Or can it be run surface mounted?

Building exterior and roof are metal. The new conduit can be surface mounted.

4. Does interior electrical conduit need to be panted to match walls or ceiling?

Painting is not necessary.

5. Should the force main pipe installed to from the pump to the AST need to be installed underground, or should it be secured to the ground surface?

Does not need to be underground, unless regulations/guidelines (Federal, State, DoD, EPA, Etc.) state otherwise.

6. Does the site contain any known hard rock that would make excavation difficult?

There is some concrete and/or asphalt that may need to be considered if excavation is necessary.

7. Please confirm that the scope of work does not includes closure of the Large Capacity Cesspools

Closure of Large Capacity Cesspools is not part of this scope, and is being addressed separately.

8. Please confirm that the design will include coordination and permitting with the DOH for the approval of the new Waste Water System.

Yes, designs should include time and coordination with DOH for approval of the temporary wastewater system. All coordination need be done first through the Air Force. The Air Force will coordinate with the State and Federal regulators.

9. Statement of work 3.5 references additional water and electricity

a. Does the scope of work require a hose bib be added at the location of the AST?

No, as there is already a hose bib nearby.

b. Does the scope of work require a power receptacle or exterior lighting at the location of the AST?

After discussing with site personnel, a power receptacle or exterior lighting is not perceived as being needed. Would a company servicing/pumping the tank in the future need a receptacle out there? Can a receptacle be included in the proposal as a option?

10. Above ground plastic tank's will not last over 5 years in the salt, sun, hurricane conditions in Kauai. Is it ok to build a temp structure or open shed above the plastic to keep it out of the weather.

This tank is intended to be a temporary solution and not be in use for 5 years. However, if a different material for the tank or a temporary cover is recommended, can those proposals be included as separate options?

11. Are we installing a leach field? Its an acceptable method normally or do we need 100% of the drain water to be stored in the holding tank.

No leach field is required as part of this scope; regular pumping of the tank will be conducted. This is a temporary solution to discontinue use of the cesspool.
