In accordance with applicable state and federal regulations, the contractor shall provide professional services to procure, transport, install and manage a semi-permanent aboveground storage tank at Koke’e AFS. The current wastewater system at Koke’e AFS consists of at least three and up to six large capacity cesspools (LCCs), which were banned in EPA in 2005 under the Safe Drinking Water Act Underground Injection Control Program. In December 2019, the EPA sent a letter to the landowner, the State of Hawaii Department of Land and Natural Resources (DLNR), citing the violations, and indicating that EPA can start issuing fines of up to $40,000 per cesspool per every day of continued use. The DLNR forwarded the violation letter to the facility owner, the 611th Civil Engineer Squadron (CES), and asked for discontinued use of the cesspools immediately. The 611th CES has contracted a study and design evaluation project to begin planning a new permanent wastewater system that meets the regulatory requirements.
