QandA (cont.)
1. CLIN0002 Warranty:
Is the Air Force looking for a warranty on the systems or a service plan (similar to what was supplied in the incumbent contract)? Pricing for this CLIN is requested as per occurrence - warranties and service plans are typically priced and billed up front regardless of frequency or nature of maintenance services. Would the AF like pricing for this CLIN based on a per visit price - assuming 3 hours of on-site work, as outlined in the PWS or a full service plan for these systems regardless of number of visits?
1A. It is a service plan for one year. Pricing is to be for the entire year as corrected in amendment 00002. This will be a full service plan regardless of the number of visits.
2. CLIN0003 Emergency Service:
Please confirm that the government is looking for a per-hour price of labor for maintenance services for non duty-day hours. The incumbent contract allows for 24X7 maintenance service.
2A. CLIN 0003 handles Non-duty pricing per hour of labor for maintenance services. Duty-day maintainence will fall under CLIN 0002.
3. CLIN0004 Battery Replacements:
How would the AF like this CLIN priced? It is unknown what batteries and in what quantities will need to be replaced throughout the life of the contract. Should the pricing provided be baseline pricing per battery with shipping, installation, and disposal of spent batteries? If so, there are significant differences in the material price for the different battery types, how should these be reflected?
3A. For pricing use the largest type of battery that is under use by our units. Pricing to include shipment, isntallation, and disposal of old batteries.
4. The contractor shall be authorized by the manufacturer to perform all services for each type UPS.
It is our understanding that Eaton does not certify outside firms to maintain their systems. Can you please expand on the meaning of being 'authorized by the manufacturer to perform all services.' We are currently an Eaton Power Advantage Partner, but certifications are not issued and cannot be obtained by non-Eaton personnel.
4A. Technicians must be certified to perform maintenance on the required units.
5. How many vendors were at the site visit?
5A. One contractor was present at the site visit.
6. We know one of the UPS systems will no longer be supported by the OEM, how do we show this in our proposal and pricing?
6A. All units listed are to be covered by this maintenance contract regardless of OEM support.
7. When is the new UPS in building 1102 scheduled to be installed and can you provide some more details on this system in order for us to price services for it? You have stated in the Q&A that it is a Powerware 9395 – can you provide any more information – what type of 9395 (CB, CS, CR, etc.) number of battery cabinets/battery type?
7A. The CLIN description from the associated purchase of the new UPS reads; 500kVA, 9395 Model 550/500, RT 380/400/415 V in/out, 50/60Hz, 480 Vdc Link w/ seperate battery configuration. C&D Batteries 3 Strings
