About this file

This is a Performance Work Statement for comprehensive subsurface utility mapping and anomaly screening services using Ground Penetrating Radar (GPR) at Camp Zama, Japan, issued by the Department of the Army, United States Army Garrison Japan, Directorate of Public Works. The contract number is FA520926Q0074 with FEWR No. HF-00629-6J, dated 30 July 2026.

The contractor shall conduct a comprehensive GPR survey of approximately 48 kilometers of vehicular-accessible roadways within Camp Zama in Kanagawa Prefecture to detect, identify, and map subsurface utilities and anomalies with a target detection depth of 2.0 meters. The survey employs a vehicle-mounted, multi-channel GPR system utilizing a single-pass methodology per traffic lane, with positional alignment using provided 2024 high-resolution orthoimagery and LiDAR data as control points. Key deliverables include a final report with a "Potential Void Candidate List" and a GIS database in Esri File Geodatabase format containing detected utility lines and point features with specified attributes including GPR signature type, detection confidence ratings, and estimated depths. The performance period is 360 days from contract award, with performance standards requiring 95% of features to meet 0.5-meter positional accuracy relative to GFI features and 99% data completeness. Required personnel qualifications include a Project Manager with Professional Engineer or equivalent license, a Project/Site Lead with OSHA 30-Hour Construction or equivalent Japanese safety certification, data analysts with minimum 5+ years GPR experience, and a registered land surveyor (Sokuryo-shi or equivalent). Contractor personnel must comply with U.S. Army and USAG Japan security regulations, maintain vehicle insurance coverage of ¥30,000,000 bodily injury and ¥3,000,000 property damage per occurrence, and operate during normal duty hours (0800-1630) Monday through Friday, excluding designated federal and Japanese holidays.

SECTION 1

DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.0. Scope of Work: This PWS defines the requirements for conducting a comprehensive survey under designated vehicular-accessible roadways within Camp Zama, preferably using a vehicle-mounted, multi-channel Ground Penetrating Radar (GPR) system. The primary objective is to detect, identify, and map the horizontal position and estimated depth of existing subsurface utilities and anomalies, creating a 2D GIS database based strictly on GPR data signatures.

1.1. Background: The installation's existing GIS utility database consists of data with varying and unverified levels of accuracy. This lack of consistent, verifiable accuracy compromises the integrity of the Real Property Inventory for buried assets and undermines the foundation for effective master planning. This project will rectify these deficiencies by creating a new, authoritative map based on direct physical measurement, providing a trustworthy digital foundation for future infrastructure management.

1.2. Period of Performance: 360 days after contract award.

1.3. Survey Area and Quantity:

• Place: Camp Zama in Kanagawa Prefecture.

• Survey Route: The survey targets a maximum estimated linear distance of 48 kilometers of vehicular-accessible roadways. The Government will provide a GIS layer clearly delineating this prioritized survey route.

• Scope Limitation: The geographical limits extend to the edge of the trafficable surface along this specific route. The survey does not include physically inaccessible areas (e.g., sidewalks) or areas under the jurisdiction of the Japan Self-Defense Forces (JSDF).

• Target Depth: The GPR system shall be optimized to achieve a target detection depth of 2.0 meters under favorable conditions. While a consistent 2.0m depth is not guaranteed due to varying soil conditions, the contractor must make a best effort to identify and report utilities and significant anomalies detected at or exceeding this depth.

1.4. Applicable Documents:

DoDI 8130.01, SDSFIE-V, EM 1110-1-2909, ASCE 38-02, EM 385-1-1, and relevant Japanese laws.

1.5. Definitions & Acronyms:

• GPR (Ground Penetrating Radar): A non-destructive geophysical method using radar pulses to image the subsurface.

• Anomaly: A subsurface feature exhibiting unusual reflections (e.g., potential voids, buried foundations).

• Detection Confidence: A qualitative assessment (High, Medium, Low) of the confidence that a detected GPR signal represents a genuine utility.

• Utility: Any subsurface pipe, conduit, or structure (e.g., Water, Sewer, Electrical, Communication, Steam/Condensate, Gas).

1.6. Government-Furnished Information (GFI): The Government will provide the following in Esri File Geodatabase (.gdb) format (JGD2011 / T.P.) for "REFERENCE ONLY".

1.6.1. Survey Route Layer: A GIS layer defining the 48km geographical limits of the work.

1.6.2. Existing Utility GIS Data: The contractor shall NOT use this GFI for classification of detected utilities.

1.6.3. 2024 High-Resolution Orthoimagery & LiDAR Data: 5cm GSD imagery and corresponding point cloud data (LAS/LAZ format) to assist with desktop reconnaissance, survey planning, and positional alignment.

1.7. Contractor Requirements:

1.7.1. General Requirements:

• System and Technology: A modern, multi-channel GPR system. A vehicle-mounted system is strongly preferred.

• Coordination and Deconfliction: The Contractor shall coordinate with the GR to avoid surveying areas immediately prior to planned construction.

1.7.2. Specific Tasks:

• Task 1: Project Management: Submit Project Management Plan, Safety Plan, etc.

• Task 2: Data Acquisition (Targeted Single-Pass):

• Conduct the survey utilizing a single pass per traffic lane. Continuous, full-width scanning (multiple overlapping passes) is explicitly NOT required.

• The contractor shall optimize the driving path (offset towards the shoulder) to maximize coverage over anticipated shallow utilities.

• Task 3: Data Post-Processing and Alignment:

• Positional Alignment: The contractor shall use the highly accurate, visible surface features (e.g., manhole covers) present in the provided 2024 Orthoimagery/GFI as the primary control points to adjust and align the GPR data's positional accuracy. (Independent RTK-GNSS ground control surveying by the contractor is not required).

• Targeted Digitization: Prioritize the continuous extraction of strong, unambiguous GPR signatures as 2D Line Features.

• Hazard Warnings: Weak, intermittent, or perpendicularly crossing signals shall be recorded efficiently as Point Features (Anomalies).

• Task 4: Data Calibration and Verification:

• Perform targeted visual inspection of 15 representative utility nodes (e.g., shallow electrical/communication handholes or steam vaults) to calibrate the GPR depth model.

1.8. Deliverables and Schedule:

1.8.1. Deliverables: Final Report (including a "Potential Void Candidate List") and GIS Database.

1.8.2. GIS Database: A single Esri File Geodatabase (.gdb) in JGD2011 / T.P. containing:

• Detected Lines (2D Line FC): Attributes including GPR_Signature_Type, Detection_Confidence, Estimated_Depth_Start_m.

• Detected Points (2D Point FC): Attributes including Feature Type, Candidate ID, Estimated_Depth_Top_m.

1.8.3. Schedule: Final deliverables no later than 360 days from contract award.

1.9. Performance Requirements Summary (PRS):
