An answer to the additional question received on 4 Feb 2019:

Q. Can a gas supplier know the daily consumption volume by using existing “tel‐meter” and the communication devise?

We believe “tel‐meter” itself is owned by the general pipeline service provider and it can be used after the new contract. However, we don’t know if the communication device can be used as it is, since it is owned and operated by the general pipeline service provider. Maybe, the system program is only for

Tokyo Gas. We need to confirm in advance if we can also utilize the communication device and read the meter in a timely manner daily.

A. There could be two possible ways for the gas supplier to obtain the daily consumption data in a timely manner, receiving the data from (i) the general pipeline service provider or from (ii) the

Government. (i) The telemeter is owned by the general pipeline service provider. Utilizing the telemeter and/or sharing the data the general pipeline service provider collects is up to the gas supplier and the general pipeline service provider. (ii) Installing a FOMA line or cellular connection to pick up pulse signals from the telemeter, and transmit the data to the gas supplier at the supplier’s cost. This may be possible since this is related to a utility meter and a standard cellular connection will be used. However, this request may have to go through NAVFAC CIO for cyber security review and approval.
