In Japan's case, generally, tank usually made of SF double-shell tank which is no space between FRP and top of the case of the tank. Are you sure that this tank have no space like Japan made tank?

Those tanks are probably U.S. manufacture and constructed in accordance with Underwriters Laboratories (UL) standards. It is not certain if those UL standards are same as the Japanese tank standards. The following are UL standards for Underground Storage Tanks.

UL 58, Steel Underground Tanks for Flammable and Combustible Liquids

• UL 1746, External Corrosion Protection Systems for Steel Underground Storage Tanks

• UL 1316, Glass-Fiber-Reinforced Plastic Underground Storage Tanks for Petroleum Products, Alcohols, and Alcohol-Gasoline Mixtures
