Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: U.S. Army International Technology Center Pacific (ITC-PAC)

Purchase Request / Identification Number: W90GQZ-62000039

Project/Program Name: Improving Sheet Resistance of CVD- Graphene by ex-situ Doping

Estimated Contract Cost (including Options): $120,000 USD

Section B: Description of the Supplies/Services Required

This requirement is to provide financing in support of the research project titled “Improving Sheet Resistance of CVD-Graphene by ex-situ Doping” led by Dr. Ki-Bum Kim, Seoul National University.

The proposal is to investigate a new doping element and doping method to improve the electrical property of graphene. The advantage being low-quality, but inexpensive, graphene can be modified by doping with transition metals to have electrical properties comparable to expensive, high-quality graphene made by other cost-intensive methods.

The main tasks of this project include the following milestones.

Basic Period:

1. Milestone 1: Graphene growth and transfer: optimize the synthesis and transfer methods to be used.

2. Milestone 2: Ru ALD on graphene optimization: optimize Atomic Layer Deposition (ALD) of ruthenium on the synthesized graphene.

3. Milestone 3: Synthesis of multilayer graphene: demonstrate multi-layer graphene growth and multiple transfers.

Option 1 Period:

1. Milestone 1: Ru ALD on multilayer graphene: characterize electrical properties of ALD ruthenium on multilayer graphene.

2. Milestone 2: Optimize ruthenium deposition process.

3. Milestone 3: Optimization of synthesis of multilayer graphene

Option 2 Period:

1. Milestone 1: Multiple transfer of single layer Ru ALD graphene: Characterize electrical properties of ruthenium doped single layer graphene.

2. Milestone 2: Optimize multiple transfer process of ALD ruthenium on single layer graphene.

This acquisition will be a firm-fixed price purchase order in the amount of $120,000 ($40,000 for the basic period of one year, $40,000 for Option I Period of one year, and $40,000 for Option II Period of one year).

The proposed contractor is:

Dr. Ki-Bum Kim Seoul National University Department of Materials Science and Engineering 1 Gwanak-ro, Gwanak-gu, Seoul 08826 Korea Phone: +82 2-880-7095 E-Mail Address: kibum

Section C: Justification for Soliciting from a Single Source In evaluating the content of the Research and Development Program it has been determined that the research and development project will focus specifically on attainable means by which investigators from the Pacific Rim and the U.S. military research institutions may maximize collaborative effort in addressing the scientific challenges inherent in the topic.

Our endorsement and support for this project will help to attract attention to ITC-PAC’s presence (and for our outreach objectives) as well as to demonstrate the interest.

ITC-PAC Director of Material Science, Dr. Christopher Drew, found this project while searching areas of expertise for potential sources of basic research. He searched for all sources that they identified as technically capable and promising. He found that the primary/lead organization for this project is Dr. Ki-Bum Kim, Seoul National University, who is considered a leading research scientist in the area of such doped graphene methods. Seoul National University is the only source expressing interest in developing enhanced electronic properties via graphene doping on this research and development project and the only source with both the ideas and expertise.

The ITC-PAC Director reviewed this research and development proposal and requests a contract with the primary/lead organization. ITC-PAC found the primary/lead organization of this technology is Seoul National University.

This funding is for research and development project titled “Improving Sheet Resistance of CVD-Graphene by ex-situ Doping”. Because this project will feature the latest scientific innovation in this field, there is no parallel value to be found in the commercial sector. ITC-PAC certifies the price of $120,000 is fair and reasonable for this type of project when compared to similar projects of other Government agencies. This certification is based on the following facts:

The funds will be used to support research and development efforts at Seoul National University by Dr Ki-Bum Kim. Cost estimates (in US dollars) are as follows:

Each Annual Period:

Personnel cost $10,000 Material and lab operation $24,000 Travel Costs $2,000 University Overhead $4,000

Total: $40,000

The above mentioned costs are based on the following information. All costs are provided by the PI. Personnel costs are consistent with typical Korean salary ranges posted on the university website (useoul.edu). Material and lab operation are priced within typical prices for chemical and material suppliers.

All costs herein are considered to be fair and reasonable.

• Personnel Costs are for:

Graduate Student: $2,000 for 10 months / 0.25 man years for a Post Doc: $8,000 for 12 months.

The graduate student will work 10 hours per week which works out to be less than $5/hour ($2,000 / 433 hours = $4.61) and perform most of the experimental work under the supervision of the Post Doc who may assist in some cases. Data analysis and report writing will also be done by both the student and post doc. Based on the publicly available Korean salary data (Attachment), this amount is commensurate with the proposed labor. Thus this amount is considered fair and reasonable.

Director of Material Science of ITC-PAC determines that $10,000 for all labor is sufficient based on the levels of effort.

• Material and Lab Operation are for Chemicals and precursor materials: $5,500 Operation of the laboratory including utilities and characterization equipment like scanning electron microscope: $8,500 Deposition fabrication costs: $9,000 Consumable lab supplies: $1,000 A typical wet-chemistry lab will use several cases of beakers, vials and other glassware, several cases of pipettes and other measuring equipment, several cases of sterilized petri dishes, several cases of wipes and cleaning supplies for sterilizing surfaces.

A review of other contracts in Korea, as well as chemical supplier prices such as Sigma-Aldrich (www.sigmaaldrich.com), chemical equipment suppliers, such as VWR (www.vwr.com), all indicate these costs are typical for such a chemistry-based research project. Thus they are considered fair and reasonable.

• Travel Cost is for:

One trip for one person to North America to present results in an Academic Conference.

• Overhead Cost is for standard Seoul National University overhead on research funds:

12% of other costs: $4,000

The Government will receive deliverables such as:

• Project Proposal

• Project Interim Report

• Project Final Report

• Project Financial Report

Section D: Efforts to Obtain Competition ITC-PAC Director of Material Science, Dr. Christopher Drew, identified this project while reviewing current chemistry research in the region. Seoul National University has great experience with the technique at the center of this project necessary to conduct the experiments. Therefore, they are uniquely suited to perform this work. This research was the only direct source associated with a completed collaboration effort among ITC-PAC, NSRDEC, and Dr. Ki-Bum Kim, Seoul National University.

Section E: Steps to Preclude Future Single Source Awards This is a one-time purchase action, but ITC-PAC keeps searching areas of expertise for potential sources of basic research.

Section F: Determination Technical/Requirements Personnel’s Certification:

As evidenced by signature below, the technical and/or requirements personnel have certified that any supporting data contained herein which is their responsibility is both accurate and complete.
