Description of Services
1.0 GENERAL SCOPE
The contractor shall provide all labor (including employee training), materials, equipment, supervision, and supplies as necessary to provide industrial and general cleaning services in the
Central Heat and Power Plant (CHPP) at Eielson AFB. Due to the industrial nature of the required cleaning and the design of the plant, work shall require the use of equipment such as ladders, lifts, scaffolding, mops, explosion-proof vacuum, respirators, fall protection, etc. Must comply with all applicable 29 CFR 1910 OSHA General Industry Regulations. Provide certification and must be on site and available for review at all times. Services shall be performed at and on all vertical and horizontal surfaces in the plant including but not limited to all walls, floors, stairwells, structural beams, piping, ducts, generators, equipment, and control panels. The cleaning of all vertical and horizontal surfaces requires removing build-up of coal/ash dust particles, grease, oil, and goes well beyond normal dusting service. The contractor shall ensure that cleaning services are performed in a manner that will continuously present a clean and professional appearance. Must have a supervisor on shift during duty hours (0730-1630) to include a one (1) hour lunch break. All contract employees are required to sign in/out and keep the shift foreman informed of their location.
This is necessary for safety of all personnel.
The power plant has been divided into seven (7) work zones, with each floor representing one zone.
Zone 1 through 6 shall be serviced on a 6-week, rotating schedule. For example, zone 1 would be serviced during week one, zone 2 during week two, and so on. Upon completion of the sixth (6) work zone, the schedule would then repeat. Zone seven (7) is office areas, restrooms, and break rooms. Zone seven (7) will be serviced 5-days per week.
2.0 GENERAL INFORMATION
The work zones are identified as follows, and include all required cleaning for that zone as well as other areas logically reachable from that zone.

2.1 Basic Cleaning Services – The contractor shall accomplish all cleaning tasks to meet the requirements of this Performance Work Statement (PWS) and the Service Delivery Summary
(SDS).
2.2 Dusting and Wipe Down Services – All surfaces shall be scraped, dusted, washed, or cleaned to eliminate collection of dirt, coal dust, oils and grease. Use of compressed air and/or flowing liquids shall not be allowed. Liquids in mist or spray form are allowed. The use of vacuums are permitted but SHALL be explosion proof.
2.3 Maintain Floors – All floors shall be cleaned as needed to ensure they are free from dirt, debris, dust, and other foreign matter. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc... Upon completion, all items that were moved, shall be returned to their original and proper position.
2.4 Trash Removal – All trash containers shall be emptied on a daily basis and returned to their initial location. Boxes, cans, and paper placed near a trash receptacle and marked “TRASH” shall be removed. Any obviously soiled or torn plastic trash receptacle liners shall be replaced.
The trash shall be deposited in the nearest outside trash collection container. Trash receptacles shall be left clean, free of foreign matter and free of odors.
2.5 Clean Drinking Fountains – Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.
3.0 BASIC RESTROOM/LOCKER ROOM CLEANING SERVICES
3.1 The contractor shall accomplish all cleaning tasks to meet the requirements of the PWS.
3.2 Stock Restroom Supplies – Contractor shall ensure restrooms are stocked sufficiently so that supplies including soap for the soap dispensers do not run out. Contractor is responsible for supplying all supplies. Supplies shall be stored in designated areas. If supplies run out prior to the next service date, contractor shall refill within two (2) hours of notification.
3.3 Clean and Disinfect – Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, showers, shower mats, plumbing fixtures, sauna, steam baths, partitions, dispensers, doors, walls, and other such surfaces, using germicidal de-scaling detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets.
3.4 De-scale Shower, Toilet Bowls, and Urinals – De-scaling shall be performed monthly as a minimum and as often as needed to keep areas free of scale, soap films, and other deposits.
After de-scaling, surfaces shall be free from streaks, stains, scum, urine deposits, and rust stains.
4.0 SERVICES SUMMARY
4.1 The contractor service requirements are summarized into performance objectives that relate directly to mission essential items.
4.2 The performance threshold briefly describes the minimum acceptable levels of service required for each requirement.
4.3 These thresholds are critical to mission success.

The contractor shall perform work in a safe manner as required by
OSHA Safety and Health
Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to
Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact.

5.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
5.1 Locker located on the main floor.
5.2 Cleaning closet located on basement floor at men’s restroom.
5.3 The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while at Eielson AFB. Treated personnel will be responsible for reimbursing the government for the cost of medical treatment and patient transportation at the current inpatient or outpatient treatment rate.
6.0 SUPPLEMENTAL INFORMATION
6.1 Employee Safety and Training – Employee safety and training is the responsibility of the contractor. The contractor shall comply with all requirements of state and federal law, including but not limited to OSHA requirements, The Clean Air Act, The Clean Water Act, and other laws as applicable.
6.2 Quality Control – The contractor shall develop and maintain a comprehensive quality program to ensure industrial cleaning services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the areas identified in paragraph 4, Service
Summary. The contractor shall provide their quality control plan to the Quality Assurance
Program (QAP) coordinator no later than seven (7) calendar days prior to contract start date.
6.3 Quality Assurance – The government will evaluate the contractor’s performance in accordance with the Performance Plan, located at 354 Civil Engineer Squadron/CEOS and 354 Contracting
Squadron.
6.4 Services provided by the contractor shall be performed Monday thru Friday from 0730 to 1630 local time except for recognized federal holidays.
6.5 The contractor shall develop a comprehensive work schedule to ensure successful completion of all requirements of this statement of work. The schedule shall be provided to the QAP no later than seven (7) days prior to contract start date. All on-duty contractor employees shall conduct a pre-shift safety and coordination meeting with management personnel of the plant at the beginning of each work day. This meeting is to be conducted inside the plant before the contractor’s work shift begins. This face-to-face meeting will allow contractor employees and plant personnel to coordinate the location of all personnel as well as all plant hazards and special actions or circumstances. The contractor shall normally adhere to the submitted and accepted contractor provided work schedule as it applies to the plant work zones. Any changes to the work schedule must be provided to the QAP and power plant management. However, the general foreman of the power plant may notify the contractor of areas needing out-of-cycle services as they occur.
6.6 The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor owned vehicles.
6.6.1 Prior to working in the plant, the contractor shall (a) ensure that the employee completes a Local Agency Check (LAC) from the Alaska State Troopers and that a copy of the LAC is provided to the contracting officer, and (b) initiate a
National Agency Check (NAC).
6.6.2 The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor owned vehicles. The
Security Forces Pass and Identification office located at the front gate will issue these forms.
6.6.3 The contractor shall maintain a current listing of employees. The list will include employee name(s) and date(s) of birth. This list shall be validated by the contract manager and provided to the contracting officer and servicing security forces organization not later than the contract start date. An updated listing shall be provided upon change of employees.
6.7 Performance of Services during Crisis Declared by the National Command Authority or
Overseas Combatant Commander – During times of crisis or national emergency, the contractor shall continue to provide services as scheduled with minimal disruption of services.
6.8 The contractor shall comply with base regulations regarding Hazardous Materials (HAZMAT) for all issues of hazardous material, and ensure procedures meet all applicable policies, publications, and protocols in this contract. Contractor shall provide the Bio-environmental engineer service with a Safety Data Sheet (SDS) on all first time purchase of hazardous items obtained through local sources of supply and obtain approval prior to purchase.
