2.0 DESCRIPTION OF SERVICES
2.1 BACKGROUND
The Air Force Civil Engineer Center (AFCEC) and the 354th Fighter Wing (FW), Eielson AFB are in need of potable/bottled water delivery services related to ongoing groundwater contamination relief efforts in and around Moose Creek, Alaska.
2.2 SCOPE
The contractor shall deliver potable bottled water to approximately 125 separate private properties located in Moose Creek, Fairbanks North Star Borough, Alaska. Delivery service shall be provided to each property no less than twice per week. Initial delivery addresses shall be provided by the government. Once performance begins the contractor will be responsible for maintaining a list of active addresses receiving bottled water delivery.
The contractor shall coordinate with the residents on their desired location for water delivery on their property. With a variety of properties and a wide range of demographics falling within the projected delivery area, residents may request the contractor to make delivery to driveway entrances, arctic entrys, by mailboxes, etc. The contractor shall make every effort to accommodate reasonable delivery requests from residents. All delivery disputes and issues should be brought to the attention of the Contracting Officer Representative’s (COR’s) and Contracting Officer.
Delivery will be required at a variety of property types, to include but not limited to:
a) Multi-Plex dwellings – there are several multi-unit dwellings that are currently identified for water delivery. Each individual unit in these multi-plex's shall be treated as a separate residence with its own delivery requirements.
i. Eleven "4-plex", a total of 44 units.
ii. One "19-plex", a total of 19 units.
iii. One "11-plex", a total of 11 units.

The current list will be provided by the government. The contractor shall review, evaluate and track, approximately 200 delivery locations. The number of locations requiring water delivery is expected to fall over the period of performance as permanent water solutions are implemented for residents. The contractor shall also provide a mechanism for residents to pause/stop their location’s water delivery. The contractor shall coordinate with the government on when to stop delivery to locations that no longer require it. The contractor shall identify problems of insufficient data, missing data, or other elements which could lead to delay or failure of water delivery.
2.3.2 Initial Resident Notification. The contractor shall provide standardized informational handouts/material for residents clearly delineating, at a minimum, the contractor’s processes for beginning/ending water delivery (minimum notification times, who to notify etc.), how much water residents will receive in each delivery per household member, how residents should identify delivery locations, how empty water container will be collected after being emptied/used by residents, key contractor POC’s, emergency contingency water locations, and business hours.
2.3.3 Delivery. The contractor shall provide delivery to properties identified at a minimum of twice per week. Less frequent delivery schedules with larger amounts of water delivered per occurrence are typically less desirable since residents may not have the space requirements to store large amounts of bulky product in their residences. Less frequent deliveries with larger amounts of product being delivered at once may be made ONLY with written agreement from the resident and with notification and approval of the designated COR.

It is preferable to pick up empty water containers once a delivery is made to each property. The contractor is only responsible for disposing of water containers disbursed in the performance of this contract. All other refuse disposal requests by residents are not covered. 2.4 QUALITY ASSURANCE/QUALITY CONTROL (QA/QC).
