Questions

General

1. Section L, Subsection 2 of the RFP calls for Part II of the proposal to include the proposed unit prices and extended amounts shown in Section B for each CLIN item. Section L, Subsection 4 of the RFP call for this to be submitted in EXCEL format. Is there an EXCEL fillable file available for use and will it be provided?

A MS Excel fillable file will NOT be made available by the Government.

2. Section L, Subsection 4 of the RFP call for this to be submitted in EXCEL format. Can this be submitted MS WORD format with the rest of the proposal?

The price proposal shall be submitted in MS Excel format.

3. Section L, Subsection 2 of the RFP calls for Part II of the proposal to include the proposed unit prices and extended amounts shown in Section B for each CLIN item only. Section L, Subsection 4 of the RFP mentions a price narrative. Is this narrative to be included in Part II of the proposal?

Yes

4. Is there any content requirement for the price narrative mentioned in Section L, Subsection 4 of the RFP?

A price narrative is not required. See amendment to the RFP.

5. Will the job walk sign in sheet be posted?

Yes

6. Specification Section 04500 – Concrete and Masonry Restoration is included in within the RFP documents. Please confirm, if any, the extent of this work to be included.

This is included with the intention that if there is any repair work needed to be completed to the entry steps, below the canopies.

7. In the Solicitation Block 13 it says that no offer guarantee is required but in Section I 52.228-11 Pledges of Assets. (a) Calls for a performance bond, please clarify.

An offer guarantee is presented along with the proposal. Performance bonds are to be furnished by the awardee after contract award before the Notice of Proceed is issued to begin work.

Steel Canopies

1. Are stamped engineering drawings and specification required for the steel entrance canopies?

2. Are stamped engineering drawings and specifications required for the roof?

yes

3. Please confirm metal roofing material is intended for the entrance canopies.

yes

4. Please confirm that Sheet A-201 is the design intent for the metal canopies and exterior railings.

No, sheet A-201 is an as built intended to show the project area and current conditions

5. Existing canopies have rain gutters with no downspout attached to the canopy roof. Please confirm if the new canopies are to include similar gutters within the design.

Roofing and Insulation

1. Section 07240 of the Specifications calls for board insulation. Please confirm the existing sheathing and any board insulation on the roof are to remain in place.

If sheeting is required to be replaced due to damage then it must be replaced, it is the intention to demolish and install a new roofing system and make any necessary repairs.

2. RFP – Solicitation, Section C (Statement of Work) called for replacement of roof fascia.

Attachment 1 - Statement of Work does not mention this work. Please confirm if scope of work is to include the repair of roof fascia.

3. RFP – Solicitation, Section C (Statement of Work) called for new blown in attic insulation.

4. If blown insulation is required, will removal of existing insulation in attic be required or is there currently no insulation present?

yes

5. Scope of work only defines replacement of roofing system. Please confirm that the contractor is not to make any structural repairs to the roof.

If structural repairs are needed then the contractor will be required to make the repair prior to installation of the new system

Electrical/Mechanical

1. Section C of the Statement of Work it calls for the new washer and dryer hookups and ventilation, this is not included in Attachment 1 – SOW. Please clarify how many hookups and vents are being required.

One extra washer and dryer are required for this facility, the intention is to use the existing plumbing from the wash sink in the laundry room for the new washer, removal of the sink.

2. What is the basis of design for new LED canopy light fixtures?

Energy efficiency while providing required lighting

Flooring and furniture moving

1. Will a storage location be provided to the contractor to furniture that are removed and reinstalled during construction?

yes

2. Please specify the type of base to be installed in the hallways of the 1st and 2nd floor.

Samples will be provided by contractor and selected by user.

3. Please confirm that the cove base in the bathrooms to be left in place.

4. Please confirm that the intended base for the stairwells is 4” cove base.

5. Will the building be occupied during construction? Are there any phasing requirements?

Yes, the building will be occupied during construction phasing will be required and residents will have to shift, if necessary.

6. Currently there is tile vinyl flooring in the bathrooms and kitchenette in living quarters. Please confirm that these are to remain in place.

Paint and Foundations

1. There metal panel fascia on the exterior of the building. Please confirm this is not being painted and to remain as is.

Finish Carpentry and Doors

1. Is the contractor responsible for any finish carpentry outside of SOW 1.5.2.1?

No

2. Please confirm that sidelights are to be removed along with the exterior hollow metal doors and frames.

Correct, sidelights are to be removed and either replaced with sidelights or a door.

3. Please confirm if the sidelights are to be replaced with metal frame and insulated glazing to match exterior doors.
