673 Civil Engineer Squadron Joint Base Elmendorf‐Richardson, AK

8 February 2021

STATEMENT OF WORK

RENOVATE BLDG 55 - HJZH 21-1044

SECTION 1: PROJECT INFORMATION

1.1 PROJECT LOCATION: Joint Base Elmendorf‐Richardson (JBER) is located on the northern edge of Anchorage, Alaska and is accessible from the Glenn Highway at Boniface Parkway.

The project location is on the Richardson side of the installation at Bldg 55.

1.2 UNIQUE REQUIREMENT: Project to be implemented while accommodating user needs of the facility. Contractor shall request approval of any downtime/outages a minimum of 10 work days in advance. Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. Contractor staging areas will be identified by the Facility Manager, Fire Department, and 673 CES/CENMP. Safety areas and caution notices are to be provided by the Contractor. Remove, relocate, and reinstall furniture associated with carpet replacement.

COVID Base Access Information: When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31‐101, Integrated Defense, and DODMAN5200.02_AFMAN 16‐1405, Air Force Personnel Security Program.

Contractors requiring access to any area on Joint Base Elmendorf‐Richardson (JBER) shall comply with installation, state, and local COVID‐19 policies and mandates and respect any guidelines or restrictions imposed by local businesses. These policies and mandates frequently change. Contractors shall comply with the above‐referenced documents] citing the appropriate paragraphs as applicable.

1.3 PROJECT DESCRIPTION: Project is to renovate building 55. This as a Design‐Build contract and requires the contractor to submit the design for the work at 35%, 65% and 100% levels.

Final 100% design drawings shall be stamped by a Registered Professional Engineer in the state of Alaska. Work (see attached drawings) includes, but not limited to replacement of roofing materials, re‐painting of the exterior, renovation of two entryways, replacement of carpet in 1st and 2nd floor rooms, replacement of 1st and 2nd floor hallway carpet, and replacement carpet in two stairwells, and addition of one laundry supply box. Any penetrations or holes due to the installation or removal of cable, cable trays, conduits, pipes, tubes, combustion vents, ducting, wires, or similar that pass through the walls must be provided with a firestop system or device IAW NFPA 101, Section 8.3.4. There are has been NO asbestos containing materials (ACM) nor Lead based paints (LBP) identified in this area. Use lead and asbestos free materials, use base approved paint and colors on finished surfaces. All asbestos and lead removal projects will have a close out report with clearance samples, waste manifest, or any other documents related to the removal process. An electronic copy of asbestos or lead close‐out report must be sent to 773 CES/CEOHSP Asbestos Shop upon completion of project. All signage shall conform to base sign standards IAW (UFC). Provide an electronic copy of the roof warranty to 773 CES/CEOHS. Inspect all roof drains, roof drain covers, and roof drain leaders for obstructions and leaks. Clear all obstructions from the roof drains, roof drain covers and roof drain leaders as needed. Test drainage system by test flow, with Gov't inspector prior to new construction and at the end of construction. Replace all nonfunctioning or malfunctioning roof piping and drains and install heat trace in all roof drains. Cap off and seal any roof penetrations that are not being used.

1.4 DEMOLITION:

1.4.1 Contractor shall submit Demo Plan ten (10) days prior to any demolition.

1.4.2 Demolish the existing entryway canopies, HID exterior lighting and associated wiring and conduit, doors, and hand railings shown on the drawings. Dispose of all material in accordance with Environmental Protection Specifications on JBER (28 Oct 2020, Rev 3)

1.4.3 Demolish existing roof finishes, to include but not limited to, shingles, plumbing vent flashing, ridge vent strip, drip edge, and roofing felt on building roof, canopy roofs will be demolished with canopy demolition. Dispose of all material in accordance with Environmental Protection Specifications on JBER (28 Oct 2020, Rev 3)

1.4.4 Demolish existing carpet, padding, and cove base in 1st and 2nd floor living quarters, hallways, and two stairwells. Dispose of all material in accordance with Environmental Protection Specifications on JBER (28 Oct 2020, Rev 3)

1.4.5 Demolish existing exterior wood trim from stairwells as indicated on drawings.

Dispose of all material in accordance with Environmental Protection Specifications on JBER (28 Oct 2020, Rev 3)

1.5 NEW WORK: Contractor must submit all materials for approval prior to purchase and install.

The D‐B Contractor shall submit a 65%, 95% and 100% stamped design by an AK registered PE. Proceed with construction only after receiving final approval from the Government.

1.5.1 Metals

1.5.1.1 The Contractor is responsible for designing all of the canopies to comply with the guidelines defined by the Government and all applicable codes, seismic requirements and existing building elements. The design and analysis shall be based on rational engineering analysis and shall be executed using well‐established principles of engineering mechanics and construction techniques.

1.5.1.2 At each entrance, install new handrails. Fabricate theses out of Hot Dipped Galvanized pipe material with welded connections that have been primed and painted with cold galvanizing coating.

1.5.2 Wood, Plastics, & Composites

1.5.2.1 Provide and install new vinyl plank in 1st and 2nd floor hallways, and stairwells from the Basement to the 2nd floor landings to include any transitions from vinyl plank to any unlike surface or where there is a change in elevation requiring a transition. User to select color and style of vinyl plank and transitions based on physical samples provided by the Contractor.

1.5.2.2 Provide and install new exterior trim around stairwell windows.

Exterior trim shall be pressure treated, primed and painted for end result, size match existing.

1.5.3 Thermal and Moisture Protection

1.5.3.1 Provide and install new roof membrane protections, to include but not limited to, composition shingles, plumbing vent flashing, ridge vent strip, drip edge, roofing felt, and ice and water shield minimum 3’‐0” from eave edge.

1.5.4 Openings

1.5.4.1 Provide and install two new exterior rated doors and frames where the existing two were removed at the entrances.

1.5.4.1.1 New doors shall be insulated hollow metal with insulated glazing

(minimum size 2’‐0” x 2’‐6”).

1.5.4.1.2 New door frames shall be thermally broken and insulated hollow metal.

1.5.4.1.3 New doors and frames shall have a minimum 30 minute fire rating, certified by the manufacturer and must comply with NFPA 101, Table 8.3.3.2.2, and NFPA 80, Table A.4.2.2. See also NFPA 101, Section 8.3.3.6, that requires the rating be permanently affixed to (etched on) the glazing for the size of glazing tested.

1.5.4.1.4 Existing steel frames shall be removed and drywall shall wrap around into the door opening if the new frames do not cover same area as existing.

1.5.4.1.5 Door locks shall be mortise lever style with small format 7‐pin Best core for the exterior and panic device on the interior.

1.5.4.1.6 Door closers shall be heavy duty service.

1.5.4.1.7 Door hinges shall be heavy duty, full mortise, and ball bearing type, 4 ½” x 4 ½” size.

1.5.4.1.8 Door kick plates shall be stainless steel, 8” in height.

1.5.5 Finishes

1.5.5.1 Repair any damage to the wall finishes that occurs from the door/frame demolition. Touch up paint as needed in the surrounding area, and paint any newly installed/finished GWB with one coat primer and two coats paint, matching the adjacent paint profile/thickness. The intent is to have a clean, seamless transition from the interior of the entryways into the doorways.

1.5.5.2 All wall repair/touch up materials shall be similar to the adjacent wall materials.

1.5.5.3 Repair any small cracks or holes in GWB located in stairwells. Tape, sand, prep, texture and paint to ASTM Level 4 finish. One coat of paint to be applied to all GWB located in both stairwells.

1.5.5.4 Paint interior stairwell hand railings. Paint shall be specifically made for hand rail applications and must be two coats applied over a coat of primer. User to select paint color.

1.5.5.5 Provide and install new carpet, 4” cove base, and transitions in 1st and 2nd floor living quarters. Cove base shall be 1/8” thick, made of thermoplastic rubber, with a Matte finish. User to select color and style of base, based on physical samples provided by the Contractor.

1.5.5.6 Paint exterior of facility. Remove loose or peeling paint. The surface of the building shall be pressured washed to ensure proper adhesion of new paint. Exterior building surfaces will receive one full primer coat and two full finish coats of paint. Colors shall be selected by user from color range identified in the Richardson Installation Facilities Standards.

1.5.6 Electrical

1.5.6.1 Remove and carefully store existing canopy mounted security cameras at both entry ways. Re‐install the existing security cameras to the new canopies; relocate and provide new power and communications/video conduits as required. Maintain and relocate the existing fire alarm transceiver antenna at the west entryway as required. Replace the existing entryways HID fixtures with new LED canopy mounted lighting fixtures. Extend and relocate the existing power circuits as required utilize minimum #12 AWG conductors.

The new LED fixtures shall: produce a minimum of 4500 lumens, have a corrected color temperature of 4000‐4500K, have a cast aluminum dark bronze housing, have a gasket sealed lens, have a L7/70,000 hour service life, and have multi‐volt power drivers with a power factor >0.90 and THD <20%.

1.5.6.2 Provide a new washing machine power circuit. Provide a new 20A circuit from the existing Eaton power panel board “B‐1” located in the basement mechanical room. Provide a new 20A circuit breaker, new 20A GFCI duplex outlet, and associated conduit/wireway, and #12 AWG conductors. For installation of the washer circuit in finished areas utilize metallic raceway similar to wire‐mold colored to match the existing wall paint; route the wireway near the wall ceiling intersection.

1.5.6.3 Utilize cross‐linked high heat water resistant insulated wire (XHHW) insulated conductors for power wiring subject to temperatures below 32F. Utilize copper conductors and metallic conduit and or metal clad cable. Installation shall be in accordance with the requirements of UFC 3‐520‐01, NFA 101, and NFPA 70.

1.6 PROJECT DURATION: Contractor shall have 365 days to complete the project from the Notice to Proceed date.

SECTION 2: GENERAL REQUIREMENTS

2.1 PROJECT WORKING HOURS: Project hours are standard work hours.

2.2 QUALITY CONTROL:

2.2.1. Superintendence by the Contractor: The Contractor shall provide full‐time on site supervision in accordance with FAR clause 52.236‐6. This FAR clause shall be strictly enforced.

2.2.3. All demolished materials shall be disposed of according to JBER, and State & Federal regulations.

2.3 CODE/CRITERIA REQUIREMENTS: In addition to any codes, criteria, or regulations cited throughout this Statement of Work (SOW) and/or the attached Specifications. Contractor must comply with the requirements below. If the codes, criteria, or regulations contradict each other regarding a specific requirement, the Contractor is to use the most stringent requirement.

2.3.1 UFC 1‐200‐01 DoD Building Code

2.3.2 UFC 3‐520‐01 Interior Electrical Systems

2.3.3 NFPA 70/2017 NEC

2.3.4 IMC – International Mechanical Code

2.3.5 UFC 4‐010‐01 DoD Minimum Antiterrorism Standards

2.4 WORKSITE: The Contractor shall limit the work to the areas indicated by the government.

The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The Contractor shall coordinate and schedule work with the 673 CES/CENMP office prior to the start of any operation. The Contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all time during the construction project. Contractor to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs, barriers for safety.

2.5 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

2.6 SITE SECURITY AND PROTECTION: The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The Contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.7 DAMAGE TO EXISTING SITE CONDITIONS: Contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas.

Damage incurred shall be repaired at no cost to the government.

2.8 HEALTH/SAFETY: Contractor shall be responsible for compliance with OSHA and AKOSH standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the work site clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The Contractor shall minimize storage of materials and equipment on site. Contractor staging areas will be identified by the Facility Manager, Fire Department, and 673 CES/CENMP.

2.9 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.

2.10 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating all aspects in support of completing the project. Consideration shall be given to the sequence http://www.epa.gov/greenerproducts http://www.epa.gov/greenerproducts of phases (including review periods and meetings), standard construction/ repair activities, and duration of tasks, submittal and procurement of materials. The schedule shall include material submittal dates coordinated with the AF Form 66, and allow for review periods prior to material procurement (including identification of items with long lead times), and climatic conditions (including seasonal periods for roof work, site work, etc).

2.10.1. The project schedule shall be in the form of an AF 3064 chart.

2.10.2. The initial baseline schedule shall be available for review at the “kick‐off” meeting with stakeholders. The schedule shall be updated at monthly intervals or when the schedule has been revised. The updated schedule shall reflect actual activity progress and plan for completing the remaining work, and reflect any changes to critical path or final completion date. All schedule updates shall be provided to the Government.

2.11 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the Contracting Officer, project status/scheduling meetings may be held at a mutually agreed upon day, time and location on JBER.

2.12 WASTE MANAGEMENT: Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal. Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the Contractor on Joint Base Elmendorf‐Richardson (JBER) will be managed by the Contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the Contractor on JBER will be managed by the Contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW. All hazardous waste will be managed in accordance with Specifications Section 1600 Management of Hazardous Waste.

2.13 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with 40 CFR 761, (b) asbestos in accordance with 40 CFR 61, (c) lead in accordance with 40 CFR 745.

When replacing fluorescent light ballasts, the contractor should look for “No PCB” Labels.

Un‐marked ballasts shall be classified as containing PCBs. PCB ballasts shall be collected in an appropriate contractor supplied, labeled container with the following information:

Contents in container (e.g. light ballasts with PCBs); Number of ballasts; Point of Contact and Phone number; Start date (the date the first ballast was removed and placed in the drum). All costs associated with PCB disposal shall be borne by the project.

2.14 STAGING/MATERIAL STORAGE: Reference Specification, Section 01100 General Site Requirements & Section 1500 Environmental Controls. The Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project. Coordinate areas with 673 CES/CENM and 673 CONS/PKA.

2.15 HAZARDOUS MATERIAL USAGE: Reference Specification Section 01500 Environmental Protection on JBER.

2.16 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract, area where work is being performed will be unoccupied.
